Adjourn Georgetown City Council Special Meeting Minutes of March 13, 2023 Page 1 of 3 Georgetown City Council Special Meeting March 13, 2023 6:00 pm The meeting of the Georgetown City Council was called to order by Mayor Jenkins. All members were present except Councilmember Hambrick. Councilmember Butcher Conway led the pledge after a moment of silence. 1. Minutes A motion was made by Councilmember Butcher Conway and seconded by Councilmember Hampton to approve the minutes from the City Council meeting, February 13, 2023. The motion was unanimously approved. 2. Acknowledgement Receipt of Check Register Mayor Jenkins requested that council acknowledge receipt of the check register. Council members all acknowledged such receipt. 3. Public Comments A motion to approve street closure for ST. John’s Catholic Church April 17-18 for removal of bells and May 9th for a time capsule reveal was made by Councilmember Stone and seconded by Councilmember Wilkins Brent. The motion was unanimously approved. The Southern Knights of Central Ky. Requested permission to close Main Street on the third Saturday of each month, April – October. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Hampton, pending receipt of application and COI. The motion was unanimously approved. Dwayne Ellison and Rachel Rainey requested permission to close streets for the Finley 5K scheduled September 16th. A motion for approval was made by Councilmember Stone and seconded by Councilmember Butcher Conway pending application and COI. The motion was unanimously approved. 4. Parks and Recreation Resolution accepting Land and Water Conservation Fund (LWCF) Grant. A motion for approval was made by Councilmember Stone and seconded by Councilmember Tackett. The motion was unanimously approved. 5. GMWSS a) First reading of 2023 Series A Bond Anticipation Note ordinance. b) First reading of 2028 Series A Bond ordinance. c) Recommendation of award for Northwest bypass water line extension. A motion for approval was made by Councilmember Hampton and seconded by Councilmember Allen. The motion was unanimously approved. d) Approval of purchase order to Southern Sales - $30386.00. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Stone. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Stone. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Stone. The motion was unanimously approved. g) Approval of purchase order to Brenntag Mid-South - $12780.00. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Stone. The motion was unanimously approved. h) Municipal Order approving change orders No. 1,2, and 3 -South Sewer Extension. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Hampton. The motion was unanimously approved. 6. City Attorney Resolution authorizing the city to “Opt In” for Opioid Settlement. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Stone. The motion was unanimously approved. 7. City Engineer a) Municipal Order approving bid for cemetery wall repair. A motion for approval was made by Councilmember Stone and seconded by Councilmember Hampton. The motion was unanimously approved. b) Municipal Order approving bid for Bourbon Street stormwater project. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Allen. The motion was unanimously approved. c) Municipal Order approving contract for asphalt and stone materials. A motion for approval was made by Councilmember Stone and seconded by Councilmember Butcher Conway. The motion was unanimously approved. d) Municipal Order approving contract for concrete construction. A motion for approval was made by Councilmember Stone and seconded by Councilmember Butcher Conway. The motion was unanimously approved. e) Municipal Order approving contract for pavement markings. A motion for approval was made by Councilmember Stone and seconded by Councilmember Butcher Conway. The motion was unanimously approved. f) Municipal Order approving contract for asphalt construction. A motion for approval was made by Councilmember Stone and seconded by Councilmember Butcher Conway. The motion was unanimously approved. g) Municipal Order approving contract for Osborne Way storm sewer repairs. A motion for approval was made by Councilmember Tackett and seconded by Councilmember Wilkins Brent. The motion was unanimously approved. h) Resolution Approving an application for MAP Emergency Grant Funds for Osborne Way Project. A motion for approval was made by Councilmember Butcher Conway and seconded by Councilmember Tackett. Fire Department A motion to approve the Resolution authorizing Fire Station No. 4 design/bidding and SAFER Grant application and the Municipal Order approving cost of Brandstetter Carroll contract for Fire Station #4 was made by Councilmember Stone and seconded by Councilmember Wilkins Brent. Following discussion of the motion to approve the resolution and the Municipal Order Councilmember Stone and Councilmember Wilkins Brent rescinded the motion which was unanimously approved. Municipal Order approving Brandstetter Carroll notice to proceed. A motion for approval was made by Councilmember Stone and seconded by Councilmember Wilkins Brent. The motion failed 4-3. Council members Butcher Conway, Hampton, Showalter, and Tackett voting no. 9. Human Resources Second reading of personnel ordinance adding part-time maintenance coordinator (FD). A motion for approval was made by Councilmember Tackett and seconded by Councilmember Butcher Conway. A roll call vote passed 7-0. There being no further business Mayor Jenkins adjourned the meeting. APPROVED ______________________________ Burney Jenkins, Mayor ATTESTED BY: _________________________________ Tracie Hoffman, City Clerk-Treasurer  CITY OF GEORGETOWN RESOLUTION 23 – ___ A RESOLUTION OF THE CITY OF GEORGETOWN APPROVING AN APPLICATION FOR COMMUNITY PROJECT FUNDING THROUGH CONGRESSMAN ANDY BARR’S OFFICE AND AUTHORIZING THE MAYOR TO SIGN ALL RELEVANT DOCUMENTS. WHEREAS, for many years, the City of Georgetown has identified the expansion of Old Oxford Road and the extension of Lexus Way as critical capital projects; and WHEREAS, the cost of the design and construction of these improvements exceeds $14,000,000; and WHEREAS, the City of Georgetown has previously, and unsuccessfully, applied for federal funding, pledging a 25% local match for this project, in collaboration with the Scott County Fiscal Court; and WHEREAS, the Georgetown City Council acknowledges the necessity for this project to move forward and desires to shift its focus to the design phase in an effort to develop a “shovel ready” project for interested federal, state and local partners; and WHEREAS, the Georgetown City Council desires to pursue a FY24 appropriation under the Community Project Funding program, through Congressman Andy Barr’s office, for the completion of design services for the expansion of Old Oxford Road and extension of Lexus Way; and WHEREAS, the Community Project Funding program requires a twenty percent (20%) local funding match; and WHEREAS, the total cost of the design phase is projected at $2,044,000, yielding a federal funding request of $1,635,200 and requiring a City of Georgetown contribution of $408,800; and WHEREAS, the City’s matching funds shall be obligated via future budget amendment; NOW THEREFORE, be it resolved by the City of Georgetown that: The City of Georgetown is hereby authorized to apply for FY 24 Community Project Funding, provided that pursuant to Municipal Order 14-006 Council approval shall be required before acceptance of the grant award, and provided that the City shall not be responsible for greater than its proportionate share of the matching funds. The Mayor of the City is hereby authorized and directed to sign any relevant application documents on behalf of the Georgetown City Council, and the Georgetown City Clerk is hereby authorized and directed to certify thereto. This RESOLUTION was approved by vote of the City Council, City of Georgetown on the 22nd day of March, 2023.
