Georgetown City Council Meeting Minutes of April 14, 2025 Page 1 of 2 Georgetown City Council Meeting April 14, 2025 6 pm Mayor Jenkins called the Georgetown City Council meeting to order. All members were present. After a moment of silence, Councilmember Crisp led the pledge. 1. Minutes Councilmember Hampton made a motion to approve the Minutes from the April 8, 2025, Special City Council meeting. The motion was seconded by Councilmember Wilkins Brent. The motion was unanimously approved. 2. Acknowledgement of Check Register Mayor Jenkins requested that councilmembers acknowledge receipt of the check register. All acknowledged receipt. 3. Proclamation Proclamation for the Great Crossing Boys Basketball Team. 4. Event Applications a) Scott County Schools Graduate Parade A motion to approve the large route for the graduate parade was made by Councilmember Wilkins Brent and seconded by Councilmember Hambrick. The motion was unanimously approved. b) Georgetown College Commencement A motion to approve the partial closure of College Street on May 17, 2025 for graduation was made by Councilmember Lusby Mitchell and seconded by Councilmember Menke. The motion was unanimously approved. c) Scott County Farmers Market A motion to approve the use of the City Hall parking lot on Saturdays from May 10, 2025 – September 4, 2025, including pop-up markets on October 18, 2025, November 29, 2025 and December 13, 2025, was made by Councilmember Stone and seconded by Councilmember Hampton. The motion was unanimously approved. d) Master Gardener Garden Expo A motion to approve the use of the City Hall parking lot on May 3, 2025 for the Master Gardener Expo was made by Councilmember Hambrick and seconded by Councilmember Menke. The motion was unanimously approved. 5. Second Readings a) Personnel Ordinance Amendment – Sponsors Kim Menke and Karen Tingle Sames. A motion for approval was made by Councilmember Tingle Sames and seconded by Councilmember Menke. A roll call vote passed 8 – 0. b) Council Compensation Ordinance Amendment – Sponsors Greg Hampton and Tammy Lusby Mitchell. A motion for approval was made by Councilmember Hampton and seconded by Councilmember Lusby Mitchell. A roll call vote passed 8 – 0. Georgetown City Council Meeting Minutes of April 14, 2025 Page 2 of 2 6. First Reading – South Sewer Extension Ordinance – Sponsors Willow Hambrick and Todd Stone. A motion was made by Councilmember Tingle Sames and seconded by Councilmember Menke to defer the ordinance back to staff for suggested changes. The motion was unanimously approved. 7. GMWSS – Bennett & Williams – $13,600.00 A motion for approval was made by Councilmember Wilkins Brent and seconded by Councilmember Hambrick. The motion was unanimously approved. 8. Finance Department – Municipal Order – LRBP Phase III – GMWSS Sewer Privilege Fee. A motion to approve was made by Councilmember Menke and seconded by Councilmember Hampton. The motion was unanimously approved. 9. City Engineer – Municipal Order – Surplus Items A motion to approve was made by Councilmember Lusby Mitchell and seconded by Councilmember Crisp. The motion was unanimously approved. 10. Council Discussion Old Business – Backyard Chickens – Councilmembers engaged in general discussion about allowing chickens in residential areas of the city. There being no further business, Mayor Jenkins adjourned the meeting at 8:35 pm.
