Georgetown City Council Work Session
April 8, 2025
5 pm
Mayor Jenkins called the Georgetown City Council work session to order. All members
were present except Councilmembers Lusby Mitchell and Menke. After a moment of
silence, Mayor Jenkins led the pledge.
1. Minutes
Councilmember Hambrick made a motion to approve the minutes from the March
24, 2025, City Council meeting, which Councilmember Tingle Sames seconded.
The motion was unanimously approved.
2. Development Impact Fees
TischlerBise, Inc. delivered a presentation to the City Council. The presentation
provided an overview of development impact fees, the project timeline, and the
proposed fees and projected revenues for the following public facilities: Fire,
Municipal Facilities, Police, Water, and Wastewater. City Councilmembers
engaged in questioning and discussion about the proposed methodologies and fees,
as well as next steps to implement a development impact fee program in the city.
There being no further business, Mayor Jenkins adjourned the meeting at 6:15 pm.

Mayor Jenkins called the Georgetown City Council meeting to order. All members were
present. After a moment of silence, Councilmember Lusby Mitchell led the pledge.
1. Minutes
Councilmember Wilkins Brent made a motion to approve the minutes from the
March 10, 2025 City Council meeting, which was seconded by Councilmember
Stone. The motion was unanimously approved.
2. Acknowledgement of Check Register
Mayor Jenkins requested that councilmembers acknowledge receipt of the check
register. All acknowledged receipt.
3. Event Applications
a) Miles for Miracles 5K – A motion to approve the medium route closure for the
5K was made by Councilmember Lusby Mitchell and seconded by
Councilmember Hambrick. The motion was unanimously approved.
b) Party on the Square – A motion to approve the closure of Main Street for the
May 24th concert and the August 16th concert was made by Councilmember
Menke and seconded by Councilmember Hampton. The motion was
unanimously approved.
4. Second Reading
Annexation Ordinance – Paynes Depot Road (Nettles) – Sponsors Todd Stone and
Kim Menke. A motion was made by Councilmember Wilkins Brent and seconded
by Councilmember Menke. A roll call vote passed 8-0.
5. First Readings
a) Personnel Ordinance Amendment – Sponsors Kim Menke and Karen Tingle
Sames
b) Council Compensation Ordinance Amendment – Sponsors Greg Hampton and
Tammy Lusby Mitchell
6. GMWSS
a) Straeffer Pump & Supply – $34,560.00
Councilmember Stone made a motion to approve, seconded by Councilmember
Lusby Mitchell. The motion was unanimously approved.
b) Judy Construction – $428,968.98
Councilmember Wilkins Brent made a motion to approve, seconded by
Councilmember Hambrick. The motion was unanimously approved.
c) Herrick Company – $49,625.00
Councilmember Hampton made a motion to approve, seconded by
Councilmember Menke. The motion was unanimously approved.

7. City Engineer
a) Resolution – Access Point on McClelland Circle (Georgetown Commons)
Councilmember Stone made a motion to approve, seconded by Councilmember
Hampton. The motion was unanimously approved.
d) Municipal Order – 2025 Unit Price Contracts
1) Asphalt Materials, Supply and Delivery – Hamilton Hinkle Paving Co.
2) Asphalt Construction – Hamilton Hinkle Paving Co.
3) Pavement Striping – Hamilton Hinkle Paving Co.
4) Concrete Construction – Hinkle Construction Services, LLC
Councilmember Menke made a motion to approve all four Municipal Orders,
seconded by Councilmember Hampton. The motion was unanimously approved.
8. Finance Department
a) Municipal Order – Nonprofit Agency Funding Policy
Councilmember Hampton made a motion to approve, seconded by
Councilmember Lusby Mitchell. The motion passed 7-1. Councilmember
Menke voted no.
b) Municipal Order – Renewal of Stockyards Bank Certificate of Deposit
Councilmember Lusby Mitchell made a motion to approve, seconded by
Councilmember Hambrick. The motion was unanimously approved.
9. Police Department
a) Municipal Order – 2025-2026 Fleet Order – Enterprise
Councilmember Stone made a motion to approve, seconded by Councilmember
Tingle Sames. The motion was unanimously approved.
b) Municipal Order – Contract Addendum – NetGain Technologies, LLC
Councilmember Stone made a motion to approve, seconded by Councilmember
Wilkins Brent. The motion was unanimously approved.
10. Council Discussion
New Business – Backyard Chickens – Councilmember Lusby Mitchell circulated
proposed changes to the City’s animal control ordinance and led general discussion
about allowing chickens in residential areas of the city.
There being no further business, Mayor Jenkins adjourned the meeting at
7:25 pm.
