Georgetown City Council Meeting
September 22, 2025
6 pm
Mayor Jenkins called the Georgetown City Council meeting to order. All members were
present. After a moment of silence, Councilmember Stone led the pledge.
Councilmember Crisp moved to add to tonight’s agenda a Resolution seeking
authorization to apply for County Priority Projects Program grant funding for the
resurfacing of Delaplain Road and Main Avenue. A motion to add this item to the
agenda was made by Councilmember Tingle Sames and seconded by Councilmember
Menke. The motion was unanimously approved.
1. Minutes
A motion to approve the minutes from the September 22, 2025, Special City Council
meeting was made by Councilmember Stone and seconded by Councilmember Lusby
Mitchell. The motion was unanimously approved.
2. Acknowledgement of Check Register
Mayor Jenkins requested that council members acknowledge receipt of the check
register. All acknowledged receipt.
3. Mayor’s Comments
a) Trick or Treat – A motion to hold Trick or Treat on October 31, 2025, from 6-8
pm was made by Councilmember Hampton and seconded by Councilmember
Lusby Mitchell. The motion was unanimously approved.
b) Proclamation – October Manufacturing Month
4. *City Attorney – Municipal Order – Secondary Manufacturers Settlements
A motion to approve was made by Councilmember Hambrick and seconded by
Councilmember Tingle Sames. The motion was unanimously approved.
5. *Police – Municipal Order – Intersection Camera/License Plate Reader – A motion to
approve was made by Councilmember Hampton and seconded by Councilmember
Lusby Mitchell. The motion was unanimously approved.
6. *Fire – Municipal Order – Ladder Truck Purchase Agreement with Atlantic
Emergency Solutions – A motion to approve was made by Councilmember Lusby
Mitchell and seconded by Councilmember Wilkins Brent. The motion was
unanimously approved.
7. *Finance – Resolution – Lease-Purchase Agreement with PNC Finance – A motion
to approve was made by Councilmember Hambrick and seconded by Councilmember
Menke. The motion was unanimously approved.
8. First Readings
a) Training Incentive Program Ordinance – Sponsors Tammy Lusby Mitchell, Kim
Menke, and Greg Hampton
b) Personnel Ordinance Amendment – Sponsors Karen Tingle Sames and Sonja
Wilkins Brent

c) Property Tax Ordinance
9. GMWSS
a) Pecco, Inc – $19,119.60
A motion to approve was made by Councilmember Wilkins Brent and seconded
by Councilmember Crisp. The motion was unanimously approved.
b) Frankfort Toyota – $39,959.00
A motion to approve was made by Councilmember Menke and seconded by
Councilmember Hampton. The motion was unanimously approved.
c) Desotec – $59,624.75
A motion to approve was made by Councilmember Lusby Mitchell and seconded
by Councilmember Hambrick. The motion was unanimously approved.
d) Judy Construction - $256,084.25
A motion to approve was made by Councilmember Menke and seconded by
Councilmember Lusby Mitchell. The motion was unanimously approved.
10. Police
a) Municipal Order – School Resource Officer Memorandum of Understanding
A motion to approve was made by Councilmember Stone and seconded by
Councilmember Crisp. The motion was unanimously approved.
b) Municipal Order – Surplus Items – A motion to approve was made by
Councilmember Tingle Sames and seconded by Councilmember Hampton.
The motion was unanimously approved.
c) Resolution – Violence Against Women Act Grant Application
A motion to approve was made by Councilmember Lusby Mitchell and seconded
by Councilmember Wilkins Brent. The motion was unanimously approved.
11. Finance – Resolution – Acceptance of Land and Water Conservation Fund Grant
A motion to approve was made by Councilmember Stone and seconded by
Councilmember Wilkins Brent. The motion was unanimously approved.
12. City Engineer
a) Municipal Order – Adoption of Traffic Calming Program – A motion to approve
was made by Councilmember Crisp and seconded by Councilmember Hambrick.
The motion was unanimously approved.
b) Resolution – County Priority Projects Program Grant Application – A motion to
approve was made by Councilmember Tingle Sames and seconded by
Councilmember Lusby Mitchell. The motion was unanimously approved.
13. Council Discussion
a) Old Business
1. Planning & Zoning Ordinance – A joint work session of the City Council
and Planning Commission will be held on September 23, 2025 at 6 pm.
b) New Business

There being no further business, Mayor Jenkins adjourned the meeting at 7:20 pm.
