Georgetown City Council Meeting Minutes of November 10, 2025 Page 1 of 2 Georgetown City Council Meeting November 10, 2025 6 pm Mayor Jenkins called the Georgetown City Council meeting to order. All members were present, except Councilmember Sames (excused). After a moment of silence, Councilmember Hampton led the pledge. 1. Minutes A motion to approve the Minutes from the October 27, 2025, City Council Meeting was made by Councilmember Hampton and seconded by Councilmember Hambrick. The motion was unanimously approved. 2. Acknowledgement of Check Register Mayor Jenkins requested that council members acknowledge receipt of the check register. All acknowledged receipt. 3. Event Application Flannel and Frost – A motion to approve this event was made by Councilmember Lusby Mitchell and seconded by Councilmember Crisp. The motion was unanimously approved. 4. Presentations a) Property Value Administrator (PVA) John Burke b) City Hall Renovation Project Update – Lord Aeck Sargent and Codell Construction Company c) Post-Housing Needs Assessment Update – Kandice Whitehouse, Director of Affordable Housing and Homelessness Prevention d) Georgetown-Scott County Planning and Zoning Quarterly Update – Holden Fleming, GSC Planning Director 5. GMWSS a) Informational Presentation – Chase Azevedo, GMWSS General Manager b) Second Reading Amended and Restated General Bond Ordinance A motion to approve was made by Councilmember Hampton and seconded by Councilmember Wilkins Brent. A subsidiary motion to lay the original motion on the table was made by Councilmember Crisp. The subsidiary motion failed for lack of a second. A roll call vote on the original motion passed 6-1, with Councilmember Crisp voting no. c) Second Reading Series 2025A Bond Ordinance A motion to approve was made by Councilmember Hambrick and seconded by Councilmember Stone. A roll call vote passed 6-1, with Councilmember Crisp voting no. d) Desha and Water Street Interceptor Sewer Replacement – Recommendation of Award A motion to approve was made by Councilmember Menke and seconded by Councilmember Lusby Mitchell. City Engineer – Resolution – County-City Bridge Improvement Program (CCBIP) Grant Funds A motion to approve was made by Councilmember Wilkins Brent and seconded by Councilmember Hambrick. The motion was unanimously approved. 7. Finance – Municipal Order – Stock Yards Bank Certificate of Deposit Renewal A motion to approve was made by Councilmember Lusby Mitchell and seconded by Councilmember Hampton. The motion was unanimously approved. 8. Council Discussion a) New Business – Councilmember Crisp mentioned exploring the possibility of selling naming rights to the Downtown Pavilion, and whether this could be done by the City and/or Scott County Fiscal Court. Mayor Jenkins stated that he will follow up with Councilmember Crisp before the next City Council meeting. There being no further business, Mayor Jenkins adjourned the meeting at 9:13 pm.
