Georgetown City Council Meeting Minutes of October 27, 2025 Page 1 of 3 Georgetown City Council Meeting October 27, 2025 6 pm Mayor Jenkins called the Georgetown City Council meeting to order. All members were present. After a moment of silence, Councilmember Wilkins Brent led the pledge. 1. Minutes A motion to approve the Minutes from the October 13, 2025, Special City Council – Public Hearing was made by Councilmember Hampton and seconded by Councilmember Menke. The motion was unanimously approved. A motion to approve the Minutes from the October 13, 2025, City Council Meeting was made by Councilmember Wilkins Brent and seconded by Councilmember Hambrick. The motion was unanimously approved. 2. Acknowledgement of Check Register Mayor Jenkins requested that council members acknowledge receipt of the check register. All acknowledged receipt. 3. Mayor’s Comments a) Proclamation – Georgetown-Scott County Parks and Recreation CAPRA Accreditation b) Executive (Closed) Session A motion to enter closed session pursuant to KRS 61.810(1)(b), for deliberations on the future acquisition of real property by the City for public use, including, but not limited to, a facility to support parks and recreation and community-oriented programs; the purpose is to discuss an offer made to the mayor on behalf of a property owner related to the possible purchase of privately owned property, the public discussion of which would be likely to affect the value of the subject property because it has not been placed on the market, was made by Councilmember Lusby Mitchell and seconded by Councilmember Hambrick. The motion was unanimously approved. A motion to enter regular session was made by Councilmember Tingle Sames and seconded by Councilmember Menke. The motion was unanimously approved. No action was taken during the closed session. 4. Resolution – Georgetown-Scott County Parks and Recreation Quality of Life Projects – Design Phases A motion to approve was made by Councilmember Hambrick and seconded by Councilmember Lusby Mitchell. The motion was unanimously approved. 5. Second Readings a) Training Incentive Program Ordinance A motion to approve was made by Councilmember Lusby Mitchell and seconded by Councilmember Menke. A roll call vote passed 8-0. b) 2025-2026 Budget Amendment Ordinance A motion to approve was made by Councilmember Hampton and seconded by Councilmember Lusby Mitchell. GMWSS a) Lovo, Inc. – $27,550.00 A motion to approve was made by Councilmember Menke and seconded by Councilmember Wilkins Brent. The motion was unanimously approved. b) Kentucky Engineering Group – $167,380.00 A motion to approve was made by Councilmember Lusby Mitchell and seconded by Councilmember Hambrick. The motion was unanimously approved. c) Recommendation of Award – Annual Materials Bid A motion to approve was made by Councilmember Menke and seconded by Crisp. Councilmember Menke and GMWSS staff discussed competitive bidding versus sole source procurement when soliciting offers from suppliers. The motion as unanimously approved. d) First Reading Amended and Restated General Bond Ordinance e) First Reading Series 2025A Bond Ordinance 7. Finance a) Municipal Order – City Hall Change Order No. 12 A motion to approve was made by Councilmember Hambrick and seconded by Councilmember Lusby Mitchell. The motion was approved 7-1, with Councilmember Stone voting no. b) Municipal Order – City Hall Change Order No. 13 A motion to approve was made by Councilmember Tingle Sames and seconded by Councilmember Lusby Mitchell. The motion was approved 7-1, with Councilmember Stone voting no. 8. Council Discussion a) Old Business 1. Councilmember Tingle Sames asked about the Cemetery concern raised at the last meeting. CAO Golden has spoken with the Cemetery Sexton and confirmed that maintenance is being properly conducted and will follow up with the Council on the matter. During this discussion, Mayor Jenkins and members of the City Council also discussed the possible need to inspect and repair a fence to stop the Cemetery from being used as a cut-through to neighboring school property. 2. Councilmember Hambrick stated she continues to receive calls about the center line striping on Main Street. City Engineer Eddie Hightower said the state had painted the lines, and when he inquired about the width of the spaces, he was told that the width should be 10 feet, and that is how it was measured. Hightower will follow up with the state regarding this issue. Councilmember Stone suggested the difference could be due to a standards change. 3. Councilmember Menke inquired about next steps concerning Affordable Housing, what the focus will be, and how the city will implement concepts from the study. CAO Golden reported that an update would be forthcoming and that staff from several departments are working on various items related to the research. b) New Business 1. Councilmember Tingle Sames asked if there was a report concerning the allegations of an open meetings violation during the October 7th GMWSS Georgetown City Council Meeting Minutes of October 27, 2025 Page 3 of 3 meeting. Mayor Jenkins stated a formal complaint had been made, and the subject is being processed through the appropriate channels. 2. Councilmember Hambrick has received several calls about spiking water bills. Unsure if these complaints are valid, Councilmember Hambrick would like to know the process GMWSS follows when citizens report bills higher than usual. Councilmember Hambrick would also like to see the percentage of customers who have this specific complaint. Mayor Jenkins will refer these questions to GMWSS General Manager Chase Azevedo. 3. Councilmember Lusby Mitchell suggested a workshop to discuss future capital projects and funding avenues. There being no further business, Mayor Jenkins adjourned the meeting at 8:35 pm.
