Georgetown City Council Meeting
October 13, 2025
6 pm
Mayor Jenkins called the Georgetown City Council meeting to order. All members were
present except Councilmember Stone (excused). After a moment of silence, Councilmember
Menke led the pledge.
1. Minutes
A motion to approve the Minutes from the October 9, 2025, Special City Council
meeting was made by Councilmember Lusby Mitchell and seconded by
Councilmember Hambrick. The motion was unanimously approved.
Councilmember Tingle Sames abstained as she was not present at said meeting.
2. Acknowledgement of Check Register
Mayor Jenkins requested that council members acknowledge receipt of the check
register. All acknowledged receipt.
3. Mayor’s Comments – Proclamation – Honoring Dr. Horace Hambrick’s Life and
Legacy
4. Lanes Run Business Park – Municipal Order – Land Sales Contract –
195 Endeavor Drive
A motion to approve was made by Councilmember Crisp and seconded by
Councilmember Menke. The motion was unanimously approved.
5. Planning & Zoning/Zoning Ordinances – Development of Council Committee
A motion to establish an advisory committee of the Georgetown City Council
focused on matters relating to planning and zoning and appoint Councilmembers
Tingle Sames, Menke, and Crisp to said committee was made by Councilmember
Hambrick and seconded by Councilmember Wilkins Brent. The motion was
unanimously approved.
6. First Readings
a) Training Incentive Program Ordinance – Sponsors Tammy Lusby Mitchell, Kim
Menke, and Greg Hampton (Revised since First Reading on September 22, 2025)
b) 2025-2026 Budget Amendment Ordinance – Sponsors Tammy Lusby Mitchell
and Greg Hampton
7. Second Readings
a) Personnel Ordinance Amendment – Sponsors Karen Tingle Sames and Sonja
Wilkins Brent
A motion to approve was made by Councilmember Hambrick and seconded by
Councilmember Tingle Sames. A roll call vote passed 7-0.
b) Property Tax Ordinance
A motion to approve was made by Councilmember Hampton and seconded by
Councilmember Menke. A roll call vote passed 6-1. Councilmember Tingle
Sames voted no.

8. GMWSS
a) Lovo, Inc. – $15,600.00
A motion to approve was made by Councilmember Lusby Mitchell and seconded
by Councilmember Hampton. The motion was unanimously approved.
b) Boykin Industrial Service, Inc. – $25,785.12
A motion to approve was made by Councilmember Menke and seconded by
Councilmember Hambrick. The motion was unanimously approved.
c) Judy Construction – $389,967.89
A motion to approve was made by Councilmember Hambrick and seconded by
Councilmember Hampton. The motion was unanimously approved.
d) Councilmember Tingle Sames asked General Manager Chase Azevedo to respond
to the allegation of an Open Meetings Act violation by the GMWSS Board of
Commissioners that was brought up during Public Comment. General Manager
Azevedo described the situation and explained the actions that have been taken to
date.
9. City Engineer
a) Municipal Order – Marshall Park Sewer Line Construction
A motion to approve was made by Councilmember Wilkins Brent and seconded
by Councilmember Menke. The motion was unanimously approved.
b) Municipal Order – Marshall Park Restroom and Storage Facility Construction
A motion to approve was made by Councilmember Lusby Mitchell and seconded
by Councilmember Hambrick. The motion was unanimously approved.
c) Municipal Order – Clubhouse Bridge Design Services
A motion to approve was made by Councilmember Hambrick and seconded by
Councilmember Lusby Mitchell. The motion was unanimously approved.
10. Finance – Municipal Order – Items for Surplus and Disposal
A motion to approve was made by Councilmember Wilkins Brent and seconded by
Councilmember Crisp. The motion was unanimously approved.
11. Fire – Municipal Order – KCTCS Cooperative Purchasing
A motion to approve was made by Councilmember Lusby Mitchell and seconded by
Councilmember Hampton. The motion was unanimously approved.
12. Police – Municipal Order – Change Order – Verkada Camera System
A motion to approve was made by Councilmember Tingle Sames and seconded by
Councilmember Menke. The motion was unanimously approved.
13. Council Discussion
a) New Business
1. Councilmember Crisp voiced a citizen concern regarding cemetery upkeep and
proposed a potential partnership with a local sports team to help with any
cleanup that needed to be done. CAO Golden will be meeting with the Sexton
this week to discuss this concern.
2. Councilmember Crisp expressed interest in the City exploring the feasibility of
possibly purchasing the Quality Inn located off Exit 129 to use for affordable
housing.

There being no further business, Mayor Jenkins adjourned the meeting at 8:13 pm.
