CONSENT CALENDAR
9A. AGREEMENT - consider approval of:
a) Memorandum of Agreement No. 2015-1002-0466 with the United States Census Bureau
for the conducting of a special census and authorize the Mayor to execute the required
documents; and
b) a contingency transfer in the amount of $1,649,605 from the General Fund and Streets
Fund.

PRESENTATION OF READ ON GILBERT RECOGNITIONS
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation may be offered by a person of any religion, faith, belief or non-belief, as well as
Councilmembers. A list of volunteers is maintained by the Town Clerk and interested persons
should contact the Clerk for further information.
Mayor invites all scouts present to the front of the Council Chambers.
Pledge of Allegiance and introduction and recognition of scouts.
Invocation by Reverend Clyde Reed, Good News Presbyterian Church.
ROLL CALL
PRESENTATIONS; PROCLAMATIONS
1. Proclamation declaring September 22 through 26, 2014 as National Employer Support of
the Guard and Reserve Week and presentation of the Employer Support of the Guard and
Reserve Extraordinary Employer Support Award.
2. Proclamation declaring September 6, 2014 as Boys & Girls Clubs Day for Kids in the
Town of Gilbert.
3. Recognition of students and parents for cleaning up graffiti at Gilbert High School.
4. ELECTIONS - consider adoption of a Resolution accepting the canvass of the Primary
Election of August 26, 2014 and presentation of Certificates of Election.
COMMUNICATIONS FROM CITIZENS
At this time, members of the public may comment on matters within the jurisdiction of the Town
but not on the agenda. The Council’s response is limited to responding to criticism, asking staff
to review a matter commented upon, or asking that a matter be put on a future agenda.
CONSENT CALENDAR
All items listed below are considered consent calendar items and may be approved by a single
motion unless removed at the request of Council for further discussion/action. Other items on
the agenda may be added to the consent calendar and approved under a single motion.
5. INTERGOVERNMENTAL AGREEMENT – consider approval of Amendment #2 to
Intergovernmental Agreement No. 2009-3001-0144 with the East Valley Gang & Criminal
Information Fusion Center to enhance Maricopa County East Valley law enforcement
services in the collection, evaluation, analysis and dissemination of intelligence and
intelligence products in regards to criminal street gangs, and criminal related incidents
through a cooperative effort and authorize the Mayor to execute the required documents.
7. INTERGOVERNMENTAL AGREEMENT – consider approval of the renewal of
Intergovernmental Agreement No. 2015-3001-0448 between the Drug Enforcement
Administration and Gilbert Police Department and authorize the Mayor to execute the
required documents.
6. INTERGOVERNMENTAL AGREEMENT – consider approval of Intergovernmental
Agreement No. 2015-2105-0389 with the City of Surprise to transfer all allocated FY2011-
12 Town of Gilbert HOME Investment Partnership Funds (HOME) in the amount of
$124,744.19 and authorize the Mayor to execute the required documents.
8. INTERGOVERNMENTAL AGREEMENT – consider approval of Intergovernmental
Agreement No. 2015-7008-0444 with Cities of Mesa and Tempe for East Valley Travel Time
Monitoring Design & Construction, Project No. TS173, and authorize the Mayor to execute
the required documents.
9. AGREEMENT– consider approval of Agreement No. 2014-5002-0390 with Desert Rivers
Audubon Society for educational and recreational programming in Town facilities and parks
and authorize the Mayor to execute the required documents.
10. BOARDS AND COMMISSIONS – consider appointment of Adam Hellman to the
Firemen's Pension Relief Fund Board to complete the remainder of the term as a regular
member ending October 1, 2015.
11. BOARDS AND COMMISSIONS – consider appointments to the Environmental and
Energy Conservation Advisory Board as follows:
a) extend the expired terms of Kelly Drow and Dean Shoemaker to April 7, 2015; and
b) move Elizabeth Howell from an alternate member to a regular member with a term ending
April 7, 2015.
12. TEMPORARY EXTENSION OF PREMISES – consider approval of a temporary
extension of premises for Desert Babes Sports Grill located at 1686 North Higley Road #101
for Football Sunday events to be held on September 21 and 28, 2014.
13. MINUTES – consider approval of the minutes of Special Meetings August 7, 8 and 9,
2014, August 8, 2014 and August 18, 2014.
PUBLIC HEARING
Items 14 through 18 will be heard at one Public Hearing; at which time anyone wishing to
comment on a Public Hearing Item may do so. Comments will be heard from those in support of
or in opposition to an item. Hearings are noticed for 7:00 p.m. and may be held prior to the
estimated time indicated on the Agenda.
In order to comment on a Public Hearing Item, you must fill out a public comment form,
indicating the Item Number on which you wish to be heard. Once the hearing is closed, there will
be no further public comment unless requested by a member of the Council. After the Public
Hearing, the Council may act on all items not requiring additional staff, public, or
Councilmember comment with a single vote.
14. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant
Liquor License for Snooze located at 310 North Gilbert Road.
15. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant
Liquor License for Red Lobster #6320 located at 3845 South Gilbert Road.
16. LIQUOR LICENSE – conduct hearing and consider approval of an acquisition of control
for the Series 12 Restaurant Liquor License and a Series 10 Beer and Wine Store Liquor
License for Liberty Market located at 230 North Gilbert Road.
17. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant
Liquor License for Pizza A Metro located at 832 South Greenfield Road, Unit #101.
18. PROPERTY ACQUISITION – conduct hearing and consider approving the acquisition
of right-of-way and easement, Parcel No. 302-13-013F, for the Guadalupe and Gilbert
Intersection Project, Project No. ST129.
ADMINISTRATIVE ITEMS
Administrative Items are for Council discussion and action. It is to the discretion of the majority
of the Council regarding public input requests on any Administrative Item. Persons wishing to
speak on an Administrative Item should complete a Request to Speak Form and indicate the Item
they wish to address. Council may or may not accept public comment.
19. BOARDS AND COMMISSIONS – consider appointment of two regular members to the
Redevelopment Commission with a term beginning October 1, 2014 and ending September
30, 2018.
20. BOARDS AND COMMISSIONS – consider appointment of one alternate member to
the Design Review Board to complete the remainder of the term ending December 18, 2014
plus an additional one year term beginning December 19, 2014 and ending December 18,
2015.
21. BOARDS AND COMMISSIONS – consider appointments to the Self-Insured Trust
Fund for Health Insurance Benefits as follows:
a) appoint one regular member with a term beginning October 1, 2014 and ending September
30, 2017; and
b) appoint Councilmember Daniels to serve a term beginning October 1, 2014 and ending
September 30, 2017.

NOTICE TO PARENTS: Parents and legal guardians have the right to consent before the
Town of Gilbert makes a video or voice recording of a minor child. A.R.S. 1-602.A.9. Gilbert
Council Meetings are recorded and maybe viewed on Channel 11 and the Gilbert website. If you
permit your child to participate in the Council Meeting, a recording will be made. If your child is
seated in the audience your child may be recorded, but you may request that your child be seated
in a designated area to avoid recording. Please submit your request to the Town Clerk.
