PRESENTATION OF STUDENT CITIZEN OF THE MONTH AWARD
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation may be offered by a person of any religion, faith, belief or non-belief, as well as
Councilmembers. A list of volunteers is maintained by the Town Clerk and interested persons
should contact the Clerk for further information.
Mayor invites all scouts present to the front of the Council Chambers.

1. Pillar of the Month – Trustworthiness.
2. Proclamation declaring October 23 through 31, 2015 as Red Ribbon Week and
recognizing the East Valley Young Marine program.
3. Proclamation declaring October 2015 as Dyslexic Awareness Month.
4. Proclamation declaring October 2015 as Domestic Violence Awareness Month.
5. Recognition of Higley High School senior Nicholas Stull for representing the State of
Arizona at Boys Nation in Washington D.C.
6. Recognition of Assistant Fire Chief Wes Kemp for 23 years of service to the Town of
Gilbert.
COMMUNICATIONS FROM CITIZENS
At this time, members of the public may comment on matters within the jurisdiction of the Town
but not on the agenda. The Council’s response is limited to responding to criticism, asking staff
to review a matter commented upon, or asking that a matter be put on a future agenda.
CONSENT CALENDAR
All items listed below are considered consent calendar items and may be approved by a single
motion unless removed at the request of Council for further discussion/action. Other items on
the agenda may be added to the consent calendar and approved under a single motion.
7. DEVELOPMENT AGREEMENT – consider adoption of a Resolution approving a
Development Reimbursement and Lien Agreement with PS Mountain West, LLC for
reimbursement of half street improvements to Germann Road at the southwest corner of Val
Vista and Germann, Project No. ST145, and authorize the Mayor to execute the required
documents.
8. MEMORANDUM OF UNDERSTANDING – consider approval of Memorandum of
Understanding No. 2015-5001-0790 with Gilbert Parks and Recreation Foundation to
establish a mechanism for contributions for the purposes of supporting parks, facilities and
programs in the Town of Gilbert by securing funding resources, building partnerships and
collaborations and serving as an advocate for the Parks and Recreation Department and
authorize the Mayor to execute the required documents.
9. CONTRACT – consider approval of Contract No. 2016-4106-0068 with NWS Traffic,
LLC in an amount not to exceed $110,000 for traffic signal video detection components and
authorize the Mayor to execute the required documents.
10. CONTRACT – consider approval of Purchase Contract No. 2016-7008-0087 with
Summit Traffic Solutions in an amount not to exceed $185,000 for traffic signal advance
detection components and authorize the Mayor to execute the required documents.
11. CONTRACT – consider approval of:
a) Design Concept Report and Environmental Services (A/E) Contract No. 2015-7008-0636
with Stanley Consultants in an amount not to exceed $688,382.85 for Lindsay Road at SR202
Proposed Traffic Interchange, Project No. ST158, and authorize the Mayor to execute the
required documents; and
b) authorize a General Fund Contingency Transfer in the amount of $218,950.
12. CHANGE ORDER – consider approval of Change Order No. 2 to Contract No. 2015-
1102-0551 with APL Access and Security increasing the contract amount by $73,985.01 for
Video Surveillance systems and upgrades at the Water Treatment Plant and Municipal Center
II.
13. BUDGET- consider approval of a Contingency Transfer from the Environmental
Services - Residential contingency in the amount of $100,000 for the storm water portion of
the Ash Street Extension, Project No. RD116.
14. FEES - consider approval of a Resolution to correct Resolution 3814, Exhibit A, Gilbert
Park, Basin & Outdoor Facilities reservation fee schedule.
15. STREETLIGHT IMPROVEMENT DISTRICT 15-07 - consider adoption of a
Resolution creating Streetlight Improvement District No. 15-07 for Brighton and ordering the
improvements.
16. STREETLIGHT IMPROVEMENT DISTRICT 15-09 - consider adoption of a
Resolution creating Streetlight Improvement District No. 15-09 for The Bungalows at Cooley
Station Phase 2 and ordering the improvements.
17. FINAL PLAT S13-10 - consider approval of the final plat for Town Center South Lake
Amended located at the southeast corner of Higley Road and the Mesquite Street alignment.
18. FINAL PLAT S14-09- consider approval of the final plat for Enclave at North Shore
located north and east of the northeast corner of McQueen and Elliot Roads.
19. FINAL PLAT SP1468 - consider approval of the final plat for Living Spaces Furniture
located at the northwest corner of Williams Field Road and Santan Village Parkway.
20. TEMPORARY EXTENSION OF PREMISES – consider approval of a temporary
extension of premises for Copper Still Moonshine Grill located at 2531 South Gilbert Road
for an event to be held on October 24 through 25, 2015.
21. TEMPORARY EXTENSION OF PREMISES – consider approval of a temporary
extension of premises for Copper Still Moonshine Grill located at 2531 South Gilbert Road
for an event to be held on November 7 through 8, 2015.
22. BOARDS AND COMMISSIONS – consider acceptance of the resignation of Mary
Black from the Town of Gilbert Water Resources Municipal Property Corporation effective
October 1, 2015.
23. BOARDS AND COMMISSIONS – consider appointment of
a) Adam Hellman to the Firemen's Pension and Relief Fund Board with a term beginning
October 1, 2015 and ending October 1, 2019;
b) Deputy Chief Mike Connor to the Firemen's Pension and Relief Fund Board with a term
beginning October 1, 2015 and ending October 1, 2019; and
c) Deputy Clerk Lisa Maxwell to the Firemen's Pension and Relief Fund Board with a term
beginning October 1, 2015 and ending October 1, 2019.
24. MINUTES – consider approval of the minutes of Special Meeting of August 27, 2015;
Regular Meeting of August 27, 2015; Special Meeting of September 1, 2015; Special
Meeting of September 3, 2015; Study Session of September 8, 2015; Special Meeting of
September 10, 2015; and Regular Meeting of September 10, 2015.
PUBLIC HEARING
Items will be heard at one Public Hearing; at which time anyone wishing to comment on a Public
Hearing Item may do so. Comments will be heard from those in support of or in opposition to an
item. Hearings are noticed for 7:00 p.m.
In order to comment on a Public Hearing Item, you must fill out a public comment form,
indicating the Item Number on which you wish to be heard. Once the hearing is closed, there will
be no further public comment unless requested by a member of the Council. After the Public
Hearing, the Council may act on all items not requiring additional staff, public, or
Councilmember comment with a single vote.
25. CODE OF GILBERT - conduct hearing and consider adoption of an Ordinance
amending the Code of Gilbert, Arizona, by amending Chapter 46 Parks and Recreation,
Article I In General, by Amending Sections 46-2 Reservation Permit; Issuing Authority;
Amending Article II Park and Recreational Facility Rules, by Amending Sections 46-39
Driving or Riding Vehicles and Animals; Parking; 46-42 Control of Animals; Abandonment;
46-43 Prohibited Activities, and 46-44 Regulations for Allowable Model Rocketry;
Amending Article IV- Town Riparian Preserves, by Amending Sections 46-79 Feeding; 46-
80 Protection of Wildlife; and 46-81 Collection or Removal of Plants and Insects related to
use of Town of Gilbert Parks and Recreation Facilities, Town Lakes and Town Riparian
Preserves.
26. CODE OF GILBERT - conduct hearing and consider adoption of an Ordinance
amending the Code of Gilbert, Arizona, by amending Chapter 10 Buildings and Construction
Regulations, Article VI Public Works, Sections 10-201 Adoption of Uniform Standard
Specifications and Details for Public Works Construction, and 10-202 Adoption of 1984
Supplement to Standard Specifications for Public Works Construction related to standards of
Public Works construction in the Town.

Administrative Items are for Council discussion and action. It is to the discretion of the majority
of the Council regarding public input requests on any Administrative Item. Persons wishing to
speak on an Administrative Item should complete a Request to Speak Form and indicate the Item
they wish to address. Council may or may not accept public comment.
27. BOARDS AND COMMISSIONS – consider appointment to the Self-Insured Trust Fund
for Health Insurance Benefits of:
a) one regular member to the Self-Insured Trust Fund for Health Insurance Benefits with a
term beginning October 1, 2015 and ending September 30, 2018; and
b) Assistant Manager Marc Skocypec as the staff representative with a term beginning
October 1, 2015 and ending September 30, 2018.

29. POLICY NO. 2015-03 - consider approval of Council Policy No. 2015-03 Policies of
Responsible Financial Management adding Debt Service Reserve Policy language, repealing
Policy No. 2014-02.

NOTICE TO PARENTS: Parents and legal guardians have the right to consent before the
Town of Gilbert makes a video or voice recording of a minor child. A.R.S. 1-602.A.9. Gilbert
Council Meetings are recorded and maybe viewed on Channel 11 and the Gilbert website. If you
permit your child to participate in the Council Meeting, a recording will be made. If your child is
seated in the audience your child may be recorded, but you may request that your child be seated
in a designated area to avoid recording. Please submit your request to the Town Clerk.
