AGENDA ITEM CALL TO ORDER PRESENTATION OF STUDENT CITIZEN OF THE MONTH AWARD INVOCATION AND PLEDGE OF ALLEGIANCE The invocation may be offered by a person of any religion, faith, belief or non-belief, as well as Councilmembers. A list of volunteers is maintained by the Town Clerk and interested persons should contact the Clerk for further information. Mayor invites all scouts present to the front of the Council Chambers. Pillar of the Month – Trustworthiness. 2. Proclamation declaring April 19, 2016 as Congenital Diaphragmatic Hernia Awareness Day. 3. Proclamation declaring April 29, 2016 as Gilbert Arbor Day. 4. Proclamation declaring April 21, 2016 as Power Talk 21 Day. 5. Recognition of Water Wise Gilbert Schools COMMUNICATIONS FROM CITIZENS At this time, members of the public may comment on matters within the jurisdiction of the Town but not on the agenda. The Council’s response is limited to responding to criticism, asking staff to review a matter commented upon, or asking that a matter be put on a future agenda. CONSENT CALENDAR All items listed below are considered consent calendar items and may be approved by a single motion unless removed at the request of Council for further discussion/action. Other items on the agenda may be added to the consent calendar and approved under a single motion. 6. CONTRACT - consider approval of Architectural Engineering Services Contract No. 2016-7010-0212 with Burgess and Niple in an amount not to exceed $181,877 for the design and post-design services related to the Alternative Recovery Well R-5, McQueen Park, Project No. WW100, and authorize the Mayor to execute the required documents. 7. CONTRACT - consider approval of Construction Manager at Risk Services Contract No. 2016-7009-0259 with Sundt Construction, Inc. in an amount not to exceed $3,951,691 for the first phase of construction services for the Santan Vista Water Treatment Plant Expansion, Project No. WA070, and authorize the Mayor to execute the required documents. 8. COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS – consider authorizing the Mayor or his designee to execute and submit the Town of Gilbert FY2016-2017 Annual Action Plan for Community Development Block Grant Activities to the US Department of Housing and Urban Development. 9. GRANT - consider application and acceptance of a 2016 Homeland Security Grant in an amount not to exceed $154,305 for: a) Contract No. 2016- 3002-0206 for the Urban Area Assessment Teams – Police and Fire Terrorism Liaison Officers (TLO) Program for sustainment funding to support Police and Fire TLO’s and including the purchase of vehicle radio chargers, computers, satellite cell and data service, internet air card and pager service and travel to attend national conference for training in an amount not to exceed $40,900; b) Contract No. 2016-3002-0207 for the Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) Response Team Gilbert Police Department to provide sustainment funds to support their team and includes the purchase of Self Contained Breathing Apparatus (SCBA) systems in an amount not to exceed $50,000; c) Contract No. 2016-3002-0207 for the Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) Response Team Gilbert Fire and Rescue Department to provides sustainment funds to support their team and includes purchase of detection meter replacement, detection meter and software maintenance, hazardous materials tools and equipment, protective suits, research hardware and travel to attend national conference for training in an amount not to exceed $50,000; and d) Contract No. 2016-3002-0208 for the Citizen Corps Training, to provide support for Citizen Corps - Community Emergency Response Team (CERT) training and development as well as deployment of Volunteers including uniforms, backpacks, training booklets, and medical kits in an amount not to exceed $13,405. 10. GRANT - consider acceptance of a grant, Contract No. 2016-2106-0247, from Salt River Project Aesthetics Program funding to bury approximately 1,000 linear feet of existing 12 kilovolt overhead lines on existing 69 kilovolt poles, along Queen Creek Road from just west of Higley Road to the east side of the Roosevelt Water Conservation District Canal. 11. HUMAN RESOURCES - consider approval of the employee benefits for 2016-2017 including: a) the Town’s Group Active Employee and Employer Medical, Dental and Vision Plans and Premiums; and b) the amendment and restatement of the Town of Gilbert Medical Plan Summary Benefit Description effective July 1, 2016 and authorize the Mayor to execute the documents. 12. FINAL PLAT S15-07 - Consider approval of the final plats for Kensington Estates Phase 1 and Kensington Estates Phase 2, located south of the southeast corner of Germann Road and Lindsay Road. 13. FINAL PLAT S09-02 - consider approval of the final plats for Adora Trails Parcel 9 and Parcel 12, located south and west of the intersection of Riggs Road and 164th Street. 14. FINAL PLAT S14-06 - consider approval of the final plats for The Reserves at Val Vista Phase 1 and Phase 2, located south of the southeast corner of Riggs Road and Val Vista Drive. 15. MAP OF DEDICATION SP1354 - consider approval of the Map of Dedication for South Allen Avenue, located between Pecos Road and Rivulon Boulevard. 16. TEMPORARY EXTENSION OF PREMISES - consider approval of a temporary extension of premises for Jimmy's of Chicago located at 884 East Williams Field Road, Suite 102 for a fundraiser for Camp Verde High School to be held on April 23, 2016. 17. TEMPORARY EXTENSION OF PREMISES – consider approval of a temporary extension of premises for Cantina Laredo for Cinco De Mayo located at 2150 East Williams Field Road to be held on April 4 and 5, 2016. 18. SPECIAL EVENT LIQUOR LICENSE - consider approval of a Special Event Liquor License for the Arizona Animal Welfare League for April 23, 2016 from 10:00 a.m. to 10:00 p.m. located at Rusty Ranch, 1265 South Gilbert Road. 19. MINUTES – consider approval of the minutes of the Regular meeting of March 24, 2016 and the Special meeting of March 24, 2016. PUBLIC HEARING Items will be heard at one Public Hearing; at which time anyone wishing to comment on a Public Hearing Item may do so. Comments will be heard from those in support of or in opposition to an item. Hearings are noticed for 7:00 p.m. In order to comment on a Public Hearing Item, you must fill out a public comment form, indicating the Item Number on which you wish to be heard. Once the hearing is closed, there will be no further public comment unless requested by a member of the Council. After the Public Hearing, the Council may act on all items not requiring additional staff, public, or Councilmember comment with a single vote. 20. LIQUOR LICENSE - conduct hearing and consider approval of a Series 7 Beer and Wine Bar Liquor License for Whining Pig located at 2512 South Val Vista Drive, Suite 105. 21. LIQUOR LICENSE - conduct hearing and consider approval of a Series 10 Beer and Wine Store Liquor License for Corner Store #1681 located at 1645 East Queen Creek Road. 22. CODE OF GILBERT - conduct hearing and consider adoption of an Ordinance to amend Chapter 30 Environment, by amending Article I In General, Section 30-2 Environmental Programs Coordinator, related to responsibility for Environmental Compliance Programs and Training moving responsibility for coordinating internal environmental compliance programs to the Public Works Department, rather than the Human Resources Department. ADMINISTRATIVE ITEMS Administrative Items are for Council discussion and action. It is to the discretion of the majority of the Council regarding public input requests on any Administrative Item. Persons wishing to speak on an Administrative Item should complete a Request to Speak Form and indicate the Item they wish to address. Council may or may not accept public comment. 23. Gilbert Council Meetings are recorded and maybe viewed on Channel 11 and the Gilbert website. If you permit your child to participate in the Council Meeting, a recording will be made. If your child is seated in the audience your child may be recorded, but you may request that your child be seated in a designated area to avoid recording.
