PRESENTATIONS; PROCLAMATIONS
1. Pillar of the Month - Responsibility
2. Proclamation declaring September as United Food Bank Hunger Action Month.
3. Proclamation declaring October 9 - 16, 2016 as A Week Without Violence.
4. Proclamation that were issued and not presented at a Council Meeting are as follows:
a) Constitution Week
5. Presentation on the iRun4Good race.
6. ELECTIONS - consider adoption of a Resolution accepting the canvass of the Primary
Election of August 30, 2016 and presentation of Certificate of Election.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation may be offered by a person of any religion, faith, belief or non-belief, as well as
Councilmembers. A list of volunteers is maintained by the Town Clerk and interested persons
should contact the Clerk for further information.
Mayor invites all scouts present to the front of the Council Chambers.
Pledge of Allegiance and introduction and recognition of scouts.

COMMUNICATIONS FROM CITIZENS
At this time, members of the public may comment on matters within the jurisdiction of the Town
but not on the agenda. The Council’s response is limited to responding to criticism, asking staff
to review a matter commented upon, or asking that a matter be put on a future agenda.
CONSENT CALENDAR
All items listed below are considered consent calendar items and may be approved by a single
motion unless removed at the request of Council for further discussion/action. Other items on
the agenda may be added to the consent calendar and approved under a single motion.
7. INTERGOVERNMENTAL AGREEMENT– consider approval of Intergovernmental
Agreement No. 2017-3002-0429 with the Arizona State Forestry Division to provide or
utilize services during disasters or other large scale emergencies and authorize the Mayor to
execute the required documents.
8. INTERGOVERNMENTAL AGREEMENT – consider approval of the renewal of
Intergovernmental Agreement No. 2017-3001-0428 with the Drug Enforcement
Administration to participate in the task force activities and authorize one Gilbert officer to
be assigned to the Task Force for a period of not less than two years and authorize the Mayor
to execute the required documents.
9. AGREEMENT– consider approval of Amended Service Agreement No. 2016-3002-0025
with American Medical Response (AMR) of Maricopa, LLC for Regional Emergency
Medical Transportation Service and authorize the Mayor to execute the required documents.
10. CHANGE ORDER – consider approval of Change Order No. 2 to Contract No. 2015-
7010-0635 with Wilson Engineers, LLC increasing the contract amount by $23,340 for
Reclaimed Water Reservoir 1 Rehabilitation, Project No. WW083, and authorize the Mayor
to execute the required documents.
11. CONTRACT – consider approval of Construction Contract No. 2017-2106-0398 with
Western Building Group, LLC in an amount not to exceed $656,266.50 for the Replacement
of the North Water Treatment Plant South Reservoir Roof, Project No. WA103, and
authorize the Mayor to execute the required documents.
12. CONTRACT – consider approval of expenditures under Contract No. 2015-1105-0449
with Avaya, Inc. in an amount not to exceed $137,900 for maintenance and managed services
for the Town’s telephone system and authorize the Mayor to execute the required documents.
13. CONTRACT – consider approval of expenditures under Contract No. 2016-1105-0103
with CenturyLink Communications, LLC in an amount not to exceed $227,000 for carrier
and broadband provider services or supplies and authorize the Mayor to execute the required
documents.
14. CONTRACT – consider approval of the purchase of two (2) Kubota Tractors pursuant to
Cooperative Purchase Agreement No. 2015-1103-0394 with Bingham Equipment Company
in an amount not to exceed $111,142.30.
15. HUMAN RESOURCES/BUDGET- consider approval of reclassification of three (3)
Senior Project Managers Limited Term Agreement (LTA) positions to three (3) Senior
Project Managers Full Time Equivalent (FTE) positions in the Public Works Engineering
Division.
16. BUDGET – consider approval of a Contingency Transfer from the Capital Improvement
Plan (CIP) in the amount of $8,000,000 to the Public Safety Personnel Retirement System
(PSPRS) for Unfunded Liability Paydown.
17. FINAL PLAT SP531 - consider approval of a replat of City Gate - Lots 15, 16, and 17
located at the southeast corner of San Benito Drive and Baseline Road.
18. FINAL PLAT S15-02 - consider approval of the final plat for Legacy at Seville located
at north of the Seville Golf and Country Club and south of the golf course maintenance
building.
19. SPECIAL EVENT LIQUOR LICENSE – consider approval of a Special Event Liquor
License for Gilbert High School Parent Teacher Organization (PTO) for September 17, 2016
from 7:00 p.m. to 11:00 p.m. located at The Falls Event Center, 4635 East Baseline Road.
20. SPECIAL EVENT LIQUOR LICENSE – consider approval of a Special Event Liquor
License for Save the Family Foundation of Arizona for September 30, 2016 from 7:00 p.m.
to 11:00 p.m. located at The Falls Event Center, 4635 East Baseline Road.
21. BOARDS AND COMMISSIONS – consider acceptance of the resignation of Lois Blake
from the Arts and Culture Board, effective August 15, 2016.
22. COUNCIL ADMINISTRATION - consider approval of the Council meeting schedule
for Calendar Year 2017.
23. MINUTES – consider approval of the minutes of Special Meeting of August 9, 2016 at
6:00 p.m., August 9, 2016 at 7:00 p.m., August 11, 2016 and August 18, 2016; and Regular
Meeting of August 18, 2016.
PUBLIC HEARING
Items will be heard at one Public Hearing; at which time anyone wishing to comment on a Public
Hearing Item may do so. Comments will be heard from those in support of or in opposition to an
item. Hearings are noticed for 7:00 p.m.
In order to comment on a Public Hearing Item, you must fill out a public comment form,
indicating the Item Number on which you wish to be heard. Once the hearing is closed, there will
be no further public comment unless requested by a member of the Council. After the Public
Hearing, the Council may act on all items not requiring additional staff, public, or
Councilmember comment with a single vote.
24. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant
Liquor License for Rancho Tia Rosa located at 891 North Higley Road.
25. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant
Liquor License for Grubstak located at 384 North Gilbert Road.
26. LIQUOR LICENSE – conduct hearing and consider review of a Series 12 Restaurant
Liquor License for Sushi Brokers located at 350 North Gilbert Road, Suite 101.
ADMINISTRATIVE ITEMS
Administrative Items are for Council discussion and action. It is to the discretion of the majority
of the Council regarding public input requests on any Administrative Item. Persons wishing to
speak on an Administrative Item should complete a Request to Speak Form and indicate the Item
they wish to address. Council may or may not accept public comment.

NOTICE TO PARENTS: Parents and legal guardians have the right to consent before the
Town of Gilbert makes a video or voice recording of a minor child. A.R.S. 1-602.A.9. Gilbert
Council Meetings are recorded and maybe viewed on Channel 11 and the Gilbert website. If you
permit your child to participate in the Council Meeting, a recording will be made. If your child is
seated in the audience your child may be recorded, but you may request that your child be seated
in a designated area to avoid recording. Please submit your request to the Town Clerk.
