ADDENDUM – Revised item
23. ANNEXATION A14-01– consider adoption of an Ordinance approving the annexation
of approximately 4.30 acres located south of the southwest corner of Power Road and
Warner Road. A public hearing was held on May 17, 2016.

1. Recognition of Teachers who retired during the last school year.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation may be offered by a person of any religion, faith, belief or non-belief, as well as
Councilmembers. A list of volunteers is maintained by the Town Clerk and interested persons
should contact the Clerk for further information.
Mayor invites all scouts present to the front of the Council Chambers.

COMMUNICATIONS FROM CITIZENS
At this time, members of the public may comment on matters within the jurisdiction of the Town
but not on the agenda. The Council’s response is limited to responding to criticism, asking staff
to review a matter commented upon, or asking that a matter be put on a future agenda.
CONSENT CALENDAR
All items listed below are considered consent calendar items and may be approved by a single
motion unless removed at the request of Council for further discussion/action. Other items on
the agenda may be added to the consent calendar and approved under a single motion.
2. AGREEMENT – consider approval of Professional Consulting Services Agreement No.
2016-7102-0344 with BWS Architects in an amount not to exceed $279,524 for the Heritage
District Parking Garage II, Project No. RD120, and authorize the Mayor to execute the
required documents.
3. AGREEMENT – consider approval of Groundwater Savings Facility Storage Agreement
No. 2010-4108-0116 with Roosevelt Water Conservation District which allows Gilbert to
recoup revenue from unused water in order to avoid storage fees and offset operational
expenditures and authorize the Mayor to execute the required documents.
4. AGREEMENT – consider approval of Amendment No. 5 to Lease Agreement No. 2011-
4108-0105 with the Fort McDowell Yavapai Nation and authorize the Mayor to execute the
required documents:
a) for the use and storage of 13,933 acre feet of water in an amount not to exceed $278,660;
and
b) for the delivery and storage of 13,933 acre feet of water in an amount not to exceed
$2,452,208.
5. AGREEMENT – consider approval of Amended Site Lease Agreement No. 2016-1105-
0317 with Verizon Wireless LLC for use of Town-owned property as a site for a wireless
communications facility with a revised commencement date of November 1, 2016 and
authorize the Mayor to execute the required documents.
6. CONTRACT – consider approval of Cooperative Contract No. 2017-1105-0383 with
NetApp Inc. in an amount not to exceed $280,000 for replacement of the Police Department
data storage equipment and authorize the Mayor to execute the required documents.
7. CONTRACT – consider approval of Cooperative Contract No. 2016-1105-0028 with Dell
Marketing, L.P. in an amount not to exceed $752,000 to provide desktop, laptops, tablets,
servers, and storage including related peripherals and services and authorize the Mayor to
execute the required documents.
8. CONTRACT – consider approval of Amendment No.1 Contract No. 2016-5501-0329
with East Valley Adult Resources repurposing the remaining funds to provide direct services
for Gilbert older adults and authorize the Town Manager to execute the required documents.
9. CONTRACT– consider approval of renewal to Contract No. 2015-1105-0392 with Pacific
Office Automation in an amount of $192,000 for the copy center, mail room, copier
maintenance, and printer maintenance and authorize the Mayor to execute the required
documents.
10. HUMAN RESOURCES – consider:
a) adoption of revised salary structures;
b) approval of implementation of compensation plan, to include use of full salary range for
non-sworn pay for performance merit adjustments beginning June 2017; and
c) authorization to reapportion funds necessary for implementation and use of contingency
as needed.
11. PUBLIC SAFETY - consider approval of the 2016 update to the Gilbert Emergency
Operation Plan (EOP) and authorize the Mayor to execute the required documents.
12. FINAL PLAT SP1539 - consider approval of the final plat for Oasis Church located at
located south of the southeast corner of Greenfield Road and Queen Creek Road.
13. FINAL PLAT SP1510 - consider approval of a replat for Lot 6C, 6D and Tract C of
Gilbert Town Square, located on the east side of the Consolidated Canal north of Civic
Center Drive.
14. ABANDONMENT - consider adoption of a Resolution of abandonment for the 1-foot
wide Vehicle Non-Access Easement parallel with Constellation Way and adjacent to Lot 16
of the Higley Estates subdivision.
15. SPECIAL EVENT LIQUOR LICENSE – consider approval of a Special Event Liquor
License for the ALS Association Arizona Chapter for November 13, 2016 from 11:00 am to
4:00 pm at the Water Tower Park, located at 45 West Page Avenue.
16. SPECIAL EVENT LIQUOR LICENSE – consider approval of a Special Event Liquor
License for the Gilbert Chamber of Commerce for January 26, 2017 from 6:00 pm to 9:30
pm at The Falls Event Center, located at 4635 East Baseline Road.
17. TEMPORARY EXTENSION OF PREMISES – consider approval of a temporary
extension of premises for Fox Cigar Bar located at 1464 East Williams Field Road for an
event to be held on Friday, October 28, 2016.
18. MINUTES – consider approval of the minutes of Regular Meeting of September 8, 2016
and Special Meeting of September 14, 2016.
PUBLIC HEARING
Items will be heard at one Public Hearing; at which time anyone wishing to comment on a Public
Hearing Item may do so. Comments will be heard from those in support of or in opposition to an
item. Hearings are noticed for 7:00 p.m.
In order to comment on a Public Hearing Item, you must fill out a public comment form,
indicating the Item Number on which you wish to be heard. Once the hearing is closed, there will
be no further public comment unless requested by a member of the Council. After the Public
Hearing, the Council may act on all items not requiring additional staff, public, or
Councilmember comment with a single vote.
19. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant
Liquor License for Clever Koi located at 384 North Gilbert Road, Suite 101.
20. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant
Liquor License for My Pie Gilbert located at 3765 South Gilbert Road, Suite 103.
21. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant
Liquor License for Waldo's BBQ located at 1026 South Gilbert Road.
22. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant
Liquor License for Frankie's Famous Pizza located at 1561 North Cooper Road, Suite 101.
23. ANNEXATION A14-01– conduct hearing on the proposed annexation of approximately
4.30 acres located south of the southwest corner of Power Road and Warner Road.
24. ZONING Z14-26 - conduct hearing and consider approval of the findings and adoption
of an Ordinance to rezone approximately 4.68 acres of real property generally located south
of the southwest corner of Power Road and Warner Road from Maricopa County Airport
District Two (AD-2) zoning district to Town of Gilbert Regional Commercial (RC) zoning
district.
25. GENERAL PLAN - GP16-03 ZONING Z16-10 – conduct hearing and consider:
a) adoption of a Resolution approving GP16-03 BB Living at Val Vista - Minor General
Plan amendment to change the land use classification of approximately 21.25 acres of real
property generally located at the northeast corner of Rome Street and Germann Road from
0.9 acres of General Office (GO) and 20.35 acres of Residential > 14-25 DU/ Acre land use
classifications to 21.25 acres of Residential > 8-14 DU/ Acre land use classification, as
shown on the exhibit which is available for viewing in the Planning and Development
Services Office. The effect of this amendment will be to change the plan of development for
the property to allow for decreased density of residential development; and
b) approval of the findings and adoption of an Ordinance Z16-10 BB Living at Val Vista -
Request to amend Ordinance No. 1813 to remove approximately 21.25 acres of real property
generally located at the northeast corner of Rome Street and Germann Road from the Val
Vista 160 and Germann Planned Areas Development (PAD) and to rezone said real property
from 0.9 acres of Town of Gilbert General Office (GO) and 20.35 acres of Multi-Family/
Medium (MF/M) zoning districts with a Planned Area Development overlay district to 21.25
acres of Town of Gilbert Multi-Family/ Low (MF/L) zoning district, as shown on the exhibit,
which is available for viewing in the Planning and Development Services Office. The effect
of the rezoning will be to allow the real property to be developed subject to the development
standards for the Multi-Family/Low (MF/L) zoning district as set forth in the Land
Development Code and to decrease the residential density of multi-family housing.
26. CODE OF GILBERT - conduct hearing and consider adoption of an Ordinance
amending the Code of Gilbert, Arizona, by amending Chapter 1 General Provisions, Article I
In General, Section 1-2 Definitions and Rules of Construction, and amending Chapter 2
Administration, Article IV Procurement, Division 2 Purchasing related to Procurement Code.
ADMINISTRATIVE ITEMS
Administrative Items are for Council discussion and action. It is to the discretion of the majority
of the Council regarding public input requests on any Administrative Item. Persons wishing to
speak on an Administrative Item should complete a Request to Speak Form and indicate the Item
they wish to address. Council may or may not accept public comment.
27. BOARDS AND COMMISSIONS – consider appointment of one regular member to the
Redevelopment Commission with a term beginning October 1, 2016 and ending September
30, 2020.
28. BOARDS AND COMMISSIONS – consider appointment of one regular member to the
Town of Gilbert, Arizona Self-Insured Trust Fund for Health Insurance Benefits with a term
beginning September 30, 2016 and ending September 30, 2019.
29. BOARDS AND COMMISSIONS – consider appointment to the Planning Commission
of:
a) three regular members with terms beginning September 29, 2016 and ending September
29, 2020;
b) two regular members with terms beginning September 29, 2016 and ending September
29, 2019; and
c) two regular members with terms beginning September 29, 2016 and ending September
29, 2018.
