MINUTES OF THE GILBERT TOWN COUNCIL IN SPECIAL MEETING OF THURSDAY, SEPTEMBER 26, 2019 AT 8:00 AM, SOUTHEAST REGIONAL LIBRARY, 775 NORTH GREENFIELD ROAD, GILBERT, ARIZONA COUNCIL PRESENT: Mayor Jenn Daniels, Vice Mayor Eddie Cook, Councilmembers Scott Anderson, Brigette Peterson, Jordan Ray, and Jared Taylor COUNCIL ABSENT: Councilmember Aimee Yentes STAFF PRESENT: Town Manager Patrick Banger, Deputy Town Clerk Chaveli Herrera, Town Attorney Christopher Payne, and Digital Media Marketing Deputy Director Jennifer Harrison AGENDA ITEM NETWORKING OPPORTUNITY CALL TO ORDER AND WELCOME Mayor Daniels called the meeting to order at 8:32 a.m. and welcomed attendees to the 10th Annual Faith Leaders’ Summit. She expressed gratitude for faith groups and the services they provide to the community. The attendees introduced themselves. INVOCATION AND PLEDGE OF ALLEGIANCE Vice Mayor Eddie Cook gave the invocation. Councilmember Anderson led the Pledge of Allegiance. ADMINISTRATIVE ITEMS 1. Update on Town projects. Mayor Daniels introduced Town Manager Patrick Banger and thanked him for his leadership. Manager Banger discussed Gilbert statistics and ways of fiscal responsibility. He stated Gilbert had the lowest cost of services, sales tax, and property tax in the region. He highlighted new industry, including the addition of Deloitte Technology Delivery Center, stating the company would bring many new jobs to Gilbert. Manager Banger spoke of the recent opening of Gilbert Regional Park. He highlighted upcoming developments including the construction of the Women’s & Children’s Pavilion of Dignity Health Mercy Gilbert Medical Center and Phoenix Children’s Hospital; The Strand Water Park at Gilbert Regional Park; Desert Sky Park; and the development of the Commons at Heritage North, which would bring retail, restaurants, apartments and Class A office space to the downtown area. Lastly, he summarized education and public safety accomplishments in Gilbert. 1 2. Presentation on the City of the Future Initiative. Mayor Daniels discussed the City of the Future initiative. A video was shown to highlight Gilbert’s goals for the next 100 years and to promote Gilbert’s new mission statement of “Anticipate. Create. Help People.” Mayor Daniels discussed how faith groups and schools play a significant role in the City of the Future initiative. 3. Table Discussions: Community Needs Assessment Dr. David Braaten of the Williams Institute for Ethics and Management provided a summary of his background. He stated there had been a Gilbert Human Services Needs Assessment completed in 2014 that identified needs in the community, noting there was a need to update the information. Dr. Braaten reviewed the needs assessment questionnaire and the community survey that were distributed to the group of attendees. The groups participated in table discussions and completed the forms. 4. Gilbert Kindness and the Centennial Digital Media Marketing Deputy Director Jennifer Harrison highlighted current Town of Gilbert Campaigns and Initiatives, including Gilbert’s Centennial Celebration. She stated the 2020 Digital State of the Town would highlight Gilbert’s past 100 years, noting that the new logo and branding would be unveiled in July 2020. She encouraged citizens to host an event, share a story, and get involved in the Centennial Celebration while using the hashtag #GilbertAZ2020 and visiting the website of www.GilbertAZ2020.com. Deputy Director Harrison discussed the Gilbert Kindness Campaign and showed a related video. She stated the next Gilbert Kindness Week would be April 27-May 3, 2020 and encouraged the community to host events, perform acts of kindness, and share the stories using the hashtag #GilbertKindness. Lastly, she encouraged the attendees to promote participation in the 2020 Census within their faith groups. 5. Future Events and Wrap-Up Mayor Daniels announced the following upcoming events: the iRun4Good event to “Run Hunger Out of Town” on October 26, 2019, with proceeds benefitting the United Food Bank; and the Gilbert Interfaith Thanksgiving Service on November 26, 2019, hosted by First United Methodist Church of Gilbert. Mayor Daniels thanked everyone for attending and for serving the community.
