MINUTES OF THE GILBERT COUNCIL SUBCOMMITTEE ON CIVILITY, OCTOBER 17, 2018 COUNCIL PRESENT: Chair Eddie Cook and Councilmembers Scott Anderson and Brigette Peterson COUNCIL ABSENT: none STAFF PRESENT: Lisa Maxwell, Clerk’s Office; Jolean Fleck, Human Resources; Kelli Collins, Public Works; Linda Ayres, Parks and Recreation; Melanie Dykstra, Manager’s Office; and Kory Parker, Public Works STAFF ABSENT: Linda Ayres, Parks and Recreation; Patrick Portee, Police Department; and Michael Burkhart, Fire Department CALL TO ORDER Chair Cook called the meeting to order at 4:32 p.m. AGENDA ITEMS 1. Consider approval of the minutes of the September 19, 2018 meeting. A MOTION was made by Councilmember Peterson, seconded by Melanie Dykstra, to approve the minutes of September 19, 2018. Motion carried 9-0. 2. Review and discussion of a draft Civility Policy. Clerk Maxwell noted she had a discussion with Attorney Chris Payne about the need to make sure the policy is clear on what denotes uncivil behavior. Melanie Dykstra said she does not want to tie Town staff down with a formal definition of words on a list. During staff training descriptions of uncivil behavior can be described. Councilmember Peterson said contracts with vendors can be specific about expected behavior. Melanie Dykstra said the policy document should set a tone. As the policy is used different steps may be taken. Councilmember Peterson noted more specific details can be created for each job. Jolean Fleck will take the draft policy and put it in the Council Policy form for review at the next meeting. 3. Discussion of adding a pillar to the Pillars of Character. Clerk Maxwell reported Zara Bish in Digital Government was unable to attend the meeting today but Zara did look at the Pillars of Character displayed in the Council Chambers and it would be easy to create one. The Subcommittee members went to Council Chambers to look at the Pillars of Character that are on display now. There was discussion about updating the current displays and adding a seventh pillar of civility. Now would be a good time to update and refresh the banners displayed now. There may be copyright issues if the Town creates its own pillars using the words identified by the company that created the Pillars of Character. Someone will research whether the company can create a seventh pillar or whether the Town can create their own.
