MINUTES OF THE GILBERT COUNCIL SUBCOMMITTEE ON LAND DEVELOPMENT CODE, AUGUST 7, 2019, AT 7:00 A.M., ROOM 100, 90 EAST CIVIC CENTER DRIVE, GILBERT, ARIZONA COUNCIL PRESENT: Chair Brigette Peterson, Vice Mayor Eddie Cook and Councilmember Jordan Ray COUNCIL ABSENT: None STAFF PRESENT: Town Clerk Lisa Maxwell, Development Services Director Kyle Mieras, Planning Manager Eva Cutro, Senior Planner Amy Temes, Principal Planner Catherine Lorbeer, Assistant Town Attorney Nancy Davidson, Inspections Supervisor Lorrie DeOrio, and Chief Innovation Officer Shaila Ittycheria CALL TO ORDER Chair Peterson called the meeting to order at 7:02 a.m. AGENDA ITEMS 1. Approval of the minutes of the July 16, 2019 meeting. A MOTION was made by Vice Mayor Cook, seconded by Councilmember Ray, to approve the minutes of the July 16, 2019 meeting. Motion carried 3-0. 2. Review of previous discussions. None 3. Review and Discussion of Land Development Code Division 4 Article 4.2. 4.2012 Screening, Landscaping and Lighting: Senior Planner Temes said she is going to remove Landscape and Lighting from the title. 4.2012.A Screening: Senior Planner Temes is going to add streets, internal entry aisles and drive-throughs to the list of things that need to be screened. Columns and decorative screening would not be included. 4.2012.A.1.b Location: Senior Planner Temes said she wants to remove parking screen and leave walls in this section. 4.2012.A.1.c Alignment: Senior Planner Temes would like to change the 100 feet minimum to a range of 50 feet to 100 feet. This would work better in smaller in-fill locations. Inspections Supervisor DeOrio said Code Enforcement gets complaints after a project is complete and then changes are made that were not in the approved plan. 4.2012.A.1.c Clearance: Senior Planner Temes wants the measurement taken from the face of the curb instead of the back of the curb. She would also like to remove the maximum setback of six feet. 4.2012.A.1.e Materials and Finish: Senior Planner Temes would like to change the specification for walls to durable materials consistent with the exterior building. Decorative details shall be provided on both sides of wall. 4.2012.A.2.c Clearance: Senior Planner Temes would like to remove the six foot maximum and measure from the face of the curb. 4.2012.A.2.e Senior Planner Temes wants to reference Engineering Standards in this section. 4.2012.A.3.a Height: Senior Planner Temes wants to remove four foot maximum and verify this with Development Engineer Tom Condit. 4.2012.A.3.c Clearance: Senior Planner Temes would take out the six foot maximum. 4.2012.B Parking Lot Landscaping and Lighting: Senior Planner Temes would separate landscape and lighting to their respective sections and provide cross-references. 4.2012.B.1.c Landscape Diamond Planters: Senior Planner Temes would like to remove this option as any trees in these type planters do not grow well. 4.2012.B.1.d Trunk Size: Senior Planner Temes said this section is redundant. 4.2012.B.1.e Trunk Height: Senior Planner Temes would like to make this consistent with other sections of the Land Development Code (LDC). 4.2012.B.2.b Interior Landscape: Senior Planner Temes noted a shrub in the middle of an island does not leave room to open a car door. She would like to look for plantings that are compatible. Vice Mayor Cook asked if a tree would be better in these areas. Senior Planner Temes will reword this section. 4.2012.B.3 Light Poles: Senior Planner Temes said the base of the poles should be painted to match the building. There was discussion about whether that was the best thing to do as it would mean extra expense and maintenance. 4.2013 Parking Space and Aisle Setbacks at Arterial Driveway Entrances: Senior Planner Temes said she may change the title of this section which deals with the distance between the first cross aisle after turning into a parking lot. It is necessary to have space so there is time to stop if there are cars crossing. 4.2013.A.1 District Requirements: Senior Planner Temes said she will add in Districts that were omitted. She will talk with Traffic, Engineering and Economic Development about these requirements. There was discussion about parallel versus angled spaces. 4.2013.C Drive Aisle Setbacks: There was discussion about Districts’ needs. Planning needs to have some flexibility in this area. 4.2014 Parking for Persons with Disabilities: Senior Planner Temes will add parking will follow state and federal standards. 4.2015.A Commercial and Employment Districts: There was discussion if Office Districts should be included in this section. There was discussion about the problem with large vehicles loading and unloading in the Heritage District. Senior Planner Temes said she is working with Redevelopment Program Manager Amanda Elliott on a plan to include in the Heritage District guidelines. It was decided offices receive deliveries so they should be included. 4.2015.B Customer Loading Zones: Senior Planner Temes said this is for individuals loading goods and not for people getting in and out of cars. There have been no complaints. 4.2016 Bicycle Parking: Senior Planner Temes said she will confer with Transportation Planner Nichole McCarty on this section. Vice Mayor Cook asked about motorcycle parking. It is included with vehicle parking. 4.2016.A.1 Minimum Requirements: Senior Planner Temes said this section equating bike spaces to car spaces and that is not comparable. She gave the example of large parking lots which would require over 100 parking spaces for bikes. She said four spots at each door should be adequate. The in-ground U-shaped bicycle parking structure is in the Engineering Standards. Development Services Director Mieras said there are more interesting looking bicycles lock-ups available. 4.2016.A.4 Maximum Requirements: Principal Planner Lorbeer suggested lowering the maximum. There was discussion about electric cars. Vice Mayor Cook said he would like to incentivize businesses to provide spots for Tesla and other electric car owners. Senior Planner Temes said this can be covered in the section reviewed with a parking consultant. Development Services Director Mieras asked if Salt River Project (SRP) or Arizona Public Service (APS) have any programs. Principal Planner Lorbeer said the parking consultant who worked on the new parking garage did research on this. Chief Innovation Officer Ittycheria noted people are getting creative in what they include in their charging stations. Development Services Director Mieras said someone on his team looked at mobile charging station during the budget time last year. 4. Review and Discussion of Land Development Code Division 4 Article 4.3. None. The next meeting will be on August 27, 2019 at 7:00 a.m. in Municipal Center II, Room 100.
