CALL TO ORDER:
The regular meeting of the Redevelopment Commission was called to order by Chair Tyler Hudgins at 6:30 p.m.
ROLL CALL
Amanda Elliott called the roll and declared that a quorum was present.
COMMUNICATION FROM CITIZENS
Chair Hudgins opened the floor to the public for any comments or communications on items not on the agenda.
The Commission’s response is limited to responding to criticism, asking staff to review a matter commented
upon, or asking that a matter be put on a future agenda.
There were no communications from Citizens.
ADMINISTRATIVE ITEMS
1. Minutes – Consider Approval of the Minutes for the Meeting of April 17, 2019.
MOTION: Commissioner Jones moved to approve the meeting minutes of April 17, 2019, seconded by
Commissioner Sciacca. The motion passed 4-0.
PUBLIC HEARING
Items will be heard at one Public Hearing, at which time anyone wishing to comment on a Public Hearing item
may do so. Once the Public Hearing is closed, there will be no further public comment unless requested by a
member of the Commission. After the Public Hearing, the Commission may act on all items not requiring
additional staff, public, or Commission comment with a single vote.
Chair Hudgins opened the Public Hearing and invited staff to make a presentation on Item 2.

2. DR18-174 Scott Residences: Site plan, landscaping, grading and drainage, elevations, floor plans,
lighting, and colors and materials for approximately 0.22 acres, generally located on the north side of
Vaughn Ave, east of Elm St, and zoned Multi-Family/Low (MF/L).
Senior Planner Ashlee MacDonald reviewed DR18-174 Scott Residences. The site is located in the Heritage
District north of Vaughn Avenue east of Elm Street. It is adjacent to a single-family residence on the east and
the building on the west is part of the condominium project to the north. The property is zoned
Multi-Family/Low and the applicant is looking to develop a duplex building on this vacant 0.22-acre site.
The two dwelling units would provide 2,172 SF of livable space per unit. It will be a 3-story building with
private open space in the rear yard as well as private patio space on the upper two levels. The site is accessed
off of Vaughn Avenue via private driveway with a 2-car garage for each unit, driveway parking, and on-street
parking spaces. The landscaping includes the existing Palo Verde and Chinese Pistache trees on the site and
will add Chinese Elm and Mulga trees along the perimeter. The landscape plan is similar to what was
presented at the previous Study Session with no major changes.
At the March 20, 2019 Study Session, elevation options were provided as well as revised drawings. The
Commission provided feedback with a preference for the updated elevations as well as the use of hardie
board. The applicant is still proposing the smooth stucco, some panel siding for accents, the standing seam
metal roof, metal railings, CMU wainscoting, and glass garage doors consistent with the modern architecture.
Because this is in the Multi-Family Zoning District, they are required to provide common open space. Rather
than providing private back yards for each unit, there is private ground floor patio space. Staff is
recommending approval of this Request for Design Review.
The Redevelopment Commission had no questions or comments regarding this request.
Chair Hudgins opened the floor to members of the public who wished to speak on DR18-174. There were no
questions or comments from the public. Chair Hudgins called for a motion.
MOTION: Vice Chair Hamilton moved to approve the Findings of Fact and approve DR18-174, Scott
Residences: Site plan, landscaping, grading and drainage, elevations, floor plans, lighting, and colors and
materials for approximately 0.22 acres, generally located on the north side of Vaughn Ave, east of Elm St.
and zoned Multi-Family/Low (MF/L), subject to the conditions outlined in the staff report; seconded by
Commissioner Jones. The motion passed 4-0.
3. DR18-221 HD South: Site plan, landscaping, grading and drainage, elevations, floor plans, lighting,
and colors and materials for approximately 2.28 acres, generally located at the southwest corner of
Gilbert and Elliot Roads, and zoned Public Facilities/Institutional (PF/I).
Planner Stephanie Bubenheim reviewed DR18-221, HD South, which was presented to the Commission at the
March Study Session. The site is located on the southwest corner of Gilbert and Elliot Roads and consists of
the existing HD South (Gilbert Historical Museum) and a storage building. The proposed new building will
be located directly to the west of the existing Museum and will include a 6,500 square foot multi-purpose
building, upgrades to the courtyard area, landscape improvements, and updates to the on-site parking.
Currently, an undersized parking area is located off of Elliott Road and there is a shared parking agreement
with Gilbert Public Schools (GPS) to the west. The on-site parking will be re-striped with some landscape
improvements. The landscape plan has been updated since the Study Session with additional landscaping
along Elliot Road and to the west to provide buffering for GPS, and to more closely follow the Heritage
District palette. The applicant has requested to deviate from that landscape palette in the courtyard area in
order to provide adequate shade. Staff is agreeable to this request since that area is not visible from the public
right-of-way. There was a comment during the Study Session to make sure the Frosty White color matched
the GPS building. That color was tested and has been updated to Shoji White for the main body of both
buildings. The accent color will be Balanced Beige and the green screens will have a darker Downing Earth
color. Materials were pulled from the surrounding buildings, including the CMU block and Terra Cotta tile
from the GPS building. The elevations are similar to what was presented at the Study Session and the only

update are the scalloped parapets at the corners to tie into the Mission style architecture of the current
Museum building. The gateway entrances in the existing building will be pulled into the site entrances. The
existing Museum building will be updated with the proposed colors, Shoji White, Balance Beige, and
Downing Earth, so that both buildings will match. The main entrance will feature copper accents along the
sides. The 3D rendering shows the pergola shade structure which was recently completed as part of the
Gilbert Leadership improvements, approved separately through an Administrative Design Review. The
courtyard will include a water feature and landscaped areas. The multi-purpose room will include partition
doors, a full-size kitchen, restrooms, and a conference room. This building will be used by the Museum and
will also provide rental opportunities. The trash enclosure is located near the entrance and will incorporate
matching green screens. The lighting has been updated along the building, under the patio canopy, and within
the courtyard landscaping. Staff is requesting that the Commission recommend approval of DR18-221 HD
South with the two conditions listed in the Staff Recommendation.
BOARD QUESTIONS/COMMENTS:
Commissioner Sciacca asked about the age of the original building and whether it was listed in the State or
National Register of Historic Places?
Ms. Bubenheim advised that the existing building was built in 1913. It is listed in the National Register of
Historic Places and it is the only one in Gilbert.
Commissioner Sciacca asked if there were any requirements from the State Historic Preservation Office
(SHPO) regarding this property and the addition. Would there be any concerns regarding what portions were
new and what was part of the historic building?
Ms. Bubenheim was not familiar with the SHPO facility in Phoenix. The topic was briefly discussed at the
beginning of the expansion process. The architect may have more information, although it did not seem to be
an issue.
Chair Hudgins opened the floor to members of the public who wished to speak on DR18-221. There were no
requests to speak. Chair Hudgins called for a motion.

Amanda Elliott reported that the 9.1-acre site north of the Powerline Trail and south of Juniper Road known
as the North Anchor in the Redevelopment Plan will go to Town Council for approval tomorrow, May 16.
Staff negotiated for minimums on the site and in no event will the project total less than 500,000 square feet.
The project will include at a minimum 100,000 square feet of Class A office, 25,000 square feet of retail,
10,000 square feet of office space, 150-key boutique hotel, 250 units of multi-family, one parking structure
for the office, retail and hotel uses, and a second parking structure for the multi-family and hotel. The project
will also include the Commons Park which was identified in the Redevelopment Plan as a catalyst project to
spur growth within the Heritage District over the next ten years, and the northern portion of the pedestrian-
only Paseo. Also negotiated was a $350,000 contribution by the developer to the Town for improvements in

the Heritage District and to the Western Powerline Trail Canal, including $150,000 towards public art. One
phase of development is to commence in Q3/Q4 of 2021. Upon Council approval, there will be 30 days to
negotiate the price at a minimum of $5,332,000.
