TOWN OF GILBERT REDEVELOPMENT COMMISSION MINUTES OF REGULAR MEETING MINUTES NOVEMBER 17, 2021 6:00 P.M. GILBERT POLICE DEPARTMENT AMPHITHEATRE 75 EAST CIVIC CENTER DRIVE GILBERT, ARIZONA 85296 COMMISSION PRESENT: STAFF PRESENT: TJ Claassen, Chair Amanda Elliott, Redevelopment Program Manger Boe Bigelow Dan Henderson, Economic Development Director Larry Harmer (Teams) Casey Kendel Sydney Bethel, Redevelopment Specialist Cassandra Mehan John Baird, Assistant Town Attorney (Teams) Jocelyn Smith, Administrative Assistant COUNCIL LIAISON ABSENT: Kathy Tilque, Councilmember CALL TO ORDER OF THE REGULAR MEETING Chair Claassen called the regular meeting of the Redevelopment Commission to order at 6:02 PM. ROLL CALL Amanda Elliott, Redevelopment Program Manager, called the roll and determined that a quorum was present. COMMUNICATIONS FROM CITIZENS At this time, members of the public may comment on matters not on the agenda. The Commission's response is limited to responding to criticism, asking staff to review a matter commented upon, or asking that a matter be put on a future agenda. No communications from citizens. ADMINISTRATIVE ITEMS 1. Meeting Minutes – Consider approval of minutes from the Regular meeting held on October 20, 2021 MOTION: Commissioner Bigelow moved to approve the minutes of the October 20, 2021, seconded by Commissioner Kendel. Motion passed 4-0 via roll call. Redevelopment Commission Regular Meeting November 17, 2021 1 2. Oath of Office – Swear in Larry Harmer and Casey Kendel as appointed Commissioners Amanda Elliott administered the Oath of Office to Larry Harmer and Casey Kendel as a Redevelopment Commissioners. Chair Claassen thanked Commissioner Kendel for his continued leadership and welcomed Commissioner Harmer. Chair Claassen then invited Commissioner Harmer to share some details about himself to the public and fellow Commissioners. 3. Appoint Chair of the Redevelopment Commission Amanda Elliott, Staff Liaison, shared that the newly appointed Vice Chair is Commissioner Casey Kendel and thanked him for his leadership. PUBLIC HEARING Items will be heard at one Public Hearing at which time anyone wishing to comment on a Public Hearing Item may do so. Comments will be heard from those in support of or in opposition to an item. In order to comment on a Public Hearing Item, you must fill out a public comment form, indicating the Item Number on which you wish to be heard. Once the hearing is closed, there will be no further public comment unless requested by a member of the Commission. After the Public Hearing, the Commission may act on all items not requiring additional staff, public, or Commission comment with a single vote. 4. Z20-02 - HERITAGE NORTH: Request to amend Ordinance No. 1202 pertaining to the La Vida Serena Planned Area Development overlay zoning district (PAD) by removing from the La Vida Serena PAD approximately 12.17 acres consisting of 12.17 acres of Heritage Village Center (HVC) with a PAD, generally located at the southwest corner of Gilbert Road and Juniper Avenue; approving the Development Plan for the Heritage North PAD; and changing the zoning classification of said real property from 12.17 acres of Heritage Village Center (HVC) zoning district to 12.17 acres of Heritage Village Center (HVC) with a PAD. Ashlee MacDonald 480-503-6748 Chair Claassen recused himself from the Heritage North project due to a conflict of interest. Vice Chair Kendel opened the public hearing and stated that staff is currently working on outstanding items related to the application, as such, staff will not be providing a presentation and has requested a continuance to December 15th, 2021. Vice Chair Kendel asked if there were any members of the public in attendance who wish to speak on item Z20-02. Amanda Elliott stated that there were no requests from the public to speak on item Z20-02. Redevelopment Commission Regular Session November 17, 2021 2 Vice Chair Kendel closed the public hearing and entertained a motion to continue Z20-02 Heritage North to December 15, 2021. MOTION: Commissioner Harmer moved to continue Item Z20-02 to the December 15, 2021 meeting, seconded by Commissioner Bigelow. Motion passed 4-0 via roll call. Report from STAFF LIASION on current and future events Amanda Elliott shared a few items.  Gilbert Days Parade will take place in the Heritage District this Saturday, November 20 at 8:30 AM. Gilbert road will be closed, both northbound and southbound from Guadalupe to Elliot Road beginning at 6:00 AM until noon.  The annual water tower lighting and holiday concert will take place on November 29 from 6:00 to 8:30 PM. Event is free and has family activities, food trucks, and live music. Page Road will be closed from 4:00 PM to 11:00 PM.  The creators of the White Rabbit have now opened The Parlor Room, which is a new nightclub experience located adjacent to The White Rabbit within The Heritage Court Building.  Save the date for a public meeting for the Paseo, that's our North-South pedestrian pathway. The meeting will take place at the university building, 92 West Vaughn Avenue from 6:00 PM to 7:30 PM. Members of the public who want to address the Redevelopment Commission may either attend in person or submit comments via an online comment card. Online Comment Card At least one hour before the Redevelopment Commission meeting, submit an online public comment card and indicate whether you are for or against the public hearing item. Online comment cards not submitted by the deadline will not be read at the meeting. A.R.S. 1-602.A.9. Gilbert Commission Meetings are recorded and maybe viewed on Channel 11 and the Gilbert website. If you permit your child to participate in the Commission Meeting, a recording will be made. If your child is seated in the audience your child may be recorded, but you may request that your child be seated in a designated area to avoid recording.
