ADA Accessibility and Translation Services:
In compliance with the Americans with Disabilities Act (ADA) of 1990, auxiliary hearing aids, sign
language translation, and Braille transcripts are available upon request. Assisted listening devices
are available same-day upon request. The City Clerk’ office should be notified 72 hours (three
business days) or as soon as practicable for requests regarding sign language translation and
Braille transcription services; please direct all accessibility requests to (818) 548-2090. For
translations, please specify the language for which you require translation. The exclusive use of
City provided interpreters is not required and persons are welcome to use their own interpreter or
speak in their native language.

PUBLIC COMMENT GUIDELINES
The City Council welcomes public input at City Council meetings. Public input at Council meetings
is regulated by the City Council’s Rules of Order, Procedure and Decorum for the Conduct of City
Council Meetings as set forth in Resolution No. 25-76, which will be summarized below.
Public Comment participation in Council meetings may occur as follows:
• In-person – City Council Chambers
• Online attendance – Connect to the meeting online using the meeting link below and use the
Raise Hand feature to speak when the Mayor or City Clerk states it is time to speak on the
particular public comment period or agenda item.

Written Comments and Documents:
Public comments received in writing will NOT be read aloud at the meeting but will be part of the
meeting record. Written public comments can be emailed to citycouncil@glendaleca.gov, and will
be uploaded to the City website as an attachment to the agenda item. When submitting a public
comment, please make sure to include the following:
1. Name (optional); and
2. Agenda item to which you are submitting public comment
3. Submit no later than 12:00 p.m. on the day of the City Council meeting. Correspondence
received after this time may not be distributed until the following business day.
All documents related to open session items on this agenda that are received less than 72 hours
prior to this meeting, and are public records, will be available for review in the Office of the City
Clerk, 613 E. Broadway, Room 110, Glendale, CA 91206.
Public Comments During Council Meeting:
Public Comments during Community Event Announcements, First and Second Periods of Oral
Communications and agenda items will be governed as provided in the descriptions for those items
on the agenda below. Pursuant to State law, the City Council may not discuss or take action on any
item not appearing on the meeting agenda, except that members of the City Council or staff may
ask a question for clarification or briefly respond to statements made or questions posed by
persons exercising public testimony rights (Government Code Section 54954.2). Staff may be
asked to follow up on such items.
Submitting Speaker Cards or Requesting Online or Telephonic Participation for Public Comment:
Speaker cards must be submitted, by the following deadlines:
• Community Event Announcements or First or Second Period of Oral Communications: PRIOR
TO the commencement of the specific comment period
• Consent Calendar Items: BEFORE a motion is made on the consent calendar
• Other agenda items, including Action items: PRIOR to the completion of the verbal staff report
(unless waived by the Mayor)
Online participants must raise their hands and telephone users must dial *9 after the Mayor or City
Clerk state it is time to indicate their desire to speak on an item but before the deadlines stated

- Report of the City Clerk of the City Council, re: Posting of Agenda. The Agenda for the
Thursday, July 30, 2026 Special Public Meeting of the City Council was posted on July 29,
2026, on the Bulletin Board Outside City Hall.
A SPECIAL PUBLIC MEETING of the City Council is hereby called to meet at 4:00
PM on Thursday, July 30, 2026, in the Council Chamber, 613 E. Broadway, 2nd Floor,
Glendale, CA 91206 to consider the following item(s) of business, to wit;
1. Discussion and Direction to Staff to Prepare Necessary Legislation for Council
Consideration to Call a Special Election for November 3, 2026 to Submit to the
Voters a One-Quarter Percent (0.25%) Transaction and Use Tax Measure for Public
Safety and City Services and Proposed Charter Amendments Pertaining to Civil
Service, Fund Accounting, City Clerk/City Treasurer Term Limits and Compensation,
and Miscellaneous Cleanup
