NOTICE AND AGENDA CITY COUNCIL TUESDAY, AUGUST 4, 2026, 7:00 P.M. CITY COUNCIL MEETING Notice is hereby given that the City Council of the City of Glenn Heights, Texas will hold a City Council Meeting on Tuesday, August 4, 2026, in the City Hall, City Council Chambers, located at 1938-C South Hampton Road, Glenn Heights, Texas, 75154, as prescribed by Vernon’s Texas Civil Statutes, Government Code Section §551.041, to consider and possibly take action on the following agenda items. Items do not have to be taken in the same order as shown in this meeting Notice and Agenda. Pursuant to Texas Government Code Sec. 551.127, on a regular, non-emergency basis, members may attend and participate in the meeting remotely by video conference. Should that occur, a quorum of the members, including the presiding officer, will be physically present at the location noted above on this Agenda. Discussion and take action to approve excusing the absence of Council Member Sherron Mosley from the February 24, 2026, March 24, 2026, May 19, 2026, and July 21, 2026, City Council Meetings, and the July 14, 2026, Joint City Council and Planning and Zoning Commission Meeting pursuant to Code of Ordinances Section 1.02. Conduct a Public Hearing to receive testimony, and discussion and take action to approve Ordinance O-09-26, regarding a request for a Specific Use Permit (SUP) amendment to add a daycare at 1800 S. Hampton Road (Freedom Church). The property is more particularly described as Samuel Clark Abstract 249 Page 745, Tract 1, City of Glenn Heights, Dallas County, Texas. Discussion and take action to approve Resolution R-30-26, requesting financial participation from the Texas Water Development Board; authorizing the filing of an application for financial participation; and making certain findings in connection therewith. Discussion and take action regarding the Glenn Heights Youth Advisory Committee, including branding, recruitment, educational programming and related City Council Agenda – August 4, 2026  policies and procedures. Discussion and take action regarding a comprehensive review of the city’s Zoning Ordinance, including the Special Use Permit (SUP) provisions, to evaluate whether amendments are appropriate to further the City’s land use, development, compatibility, and long-term planning objectives and provide policy direction. Submit new Certified Tax Roll, No New Revenue Tax Rate, and Voter Approval Tax Rate to City Council. (Sherry Roberts, Finance Director) 11. The City Council shall reconvene into Open Session and take any action arising from Executive Session.
