5. Agenda:
Motion: To remove 11A Authorize Clerk to seek quotes for Engineering Study of all
roads in the Village of Goodrich.

Motion: To approve the minutes of the December 9, 2019 Regular Council Meeting as

8. Approval of Accounts:
a. Treasurers Report:
Motion: To accept the Treasurers Reports for December 2019 in the amount of
$921,265.05 as presented.

b. Bills and Transfers:
Motion: To accept the Bills and Transfers for November 2019 in the amount of
$218,323.71 and December 2019 in the amount of $110,119.91 as presented.

9. Reports:
a. Administrator’s Report – Administrator Wilkerson updated Council on Republic
Wastes collection calendar, 2018 Paser road study, Par Plan news, final payments for
DNR grant and Saw grant and catch basin/curb repairs and replacements in the Village.
b. Street Administrator’s Report – DPW are doing an excellent job keeping roads clean of
snow and ice this season.
c. DPW Report – DPW Supervisor Mayne updated Council on snow and ice removal, dam
lowering during heavy rains, meeting with Genesee County Road Commission on
Village road conditions and the progress of the Wheelock Watkins Drain.
d. Code Enforcement Report – No report
e. Building Department Activity Report – Noted
f. Cash Receipting Report December 2019 – Noted
g. Fire Department Activity Report December 2019 – Noted
h. Sheriff Department Activity Report December 2019 – Noted with Detective Sergeant
Nicholas Walleman updating Council on Village specific happenings for the month.

b. The Williams Firm
Motion: To approve the contract with “The Williams Firm”, 8263 South Saginaw
Street, Grand Blanc, MI 48439, for all legal representation for the Village of
Goodrich in accordance with the following fee schedule: $250 per hour for
attorney work by Kendall B. Williams; $225 per hour for attorney work by
Attorneys Timothy R. Winship, Sean M. Siebigteroth, Chelsea S. Down, and Marc
D. Morse; and $150 per hour for any work which is performed by a paralegal.

c. Genesee County Road Commission Agreement
Motion: To sign the agreement with Genesee County Road Commission for $2,000
or less.

d. Charter Amendment for Planning Commission members
Motion: To consider the amendment to the Village of Goodrich Charter regarding
the required number of members to be appointed to the Planning Commission.

e. Sonitrol Verified Electronic Security
Motion: To approve proposal one from Sonitrol Verified Electronic Security for
Village Municipal Building in the amount of $4,300 with a monthly fee of $112.

f. Sewer Usage fees waived
Motion: To deny the waiving of the late fees of $24.22 for sewer usage by Loretta
Lane, 7191 Hawthorne Circle, Goodrich, MI 48438.
