Village of Goodrich Regular Council Meeting June 8, 2020 6:00 PM Minutes 1. Meeting called to order by McCafferty at 6:00 p.m. and Pledge of Allegiance 2. Members Present: Barraco, Ciaramitaro, McAbee, McCafferty Light excused Others Present: Wilkerson, Mayne, Sasser 3. Agenda: Motion: To approve the agenda with the addition of New Business item K “Public Comments”. Moved by Barraco, seconded by McAbee 4 yes, 0 no. Motion carried. 4. Minutes: Regular Council Meeting, March 9, 2020 Motion: To approve the minutes of the March 9, 2020 Regular Council Meeting as presented. Moved by Barraco, seconded by Ciaramitaro 4 yes, 0 no. Motion carried. 5. Public Comments: No comments. 6. Approval of Accounts: a. Treasurers Report: Motion to accept the Treasurers Reports for February, March, April and May 2020 as presented. Moved by Barraco, seconded by McAbee 4 yes, 0 no. Motion carried. b. Bills and Transfers: Motion: To accept the Bills and Transfers for March, April, May and June 2020 as presented with the addition of March 2020 Bills and Transfers to the July meeting for approval. Moved by Barraco, seconded by McAbee 4 yes, 0 no. Motion carried. 7. Reports: a. Administrator’s Report – Administrator Wilkerson updated Council on Wade Trim and The Spicer Group working together on the Mill Pond Dam repairs and preparations to reopen the Village office which has been closed due to Covid 19 for the safety of the staff and residents. Also, the 2020/2021 budget preparations are being finalized. b. Street Administrator’s Report – No Report c. DPW Report – DPW Supervisor Mayne updated Council on gravel roads upkeep, summer maintenance around the Village is being done, two streetlights have been knocked down and have been reported to Consumers Energy along with a CenturyLink box that was hit has been reported as well. d. Code Enforcement Report – No Report e. Building Department Activity Report – Noted f. Cash Receipting Report March, April and May 2020 – Noted g. Fire Department Activity Report March and April 2020 – Noted h. Sheriff Department Activity Report March and April 2020 – Noted 8. Unfinished Business: a. None 9. New Business: a. Resolution 2020-01 Delinquent Weeds Collection Motion: To adopt Resolution 2020-01 Delinquent Weeds Collection. Moved by Barraco, seconded by Ciaramitaro Barraco yes, Ciaramitaro yes, McAbee yes, McCafferty yes. Motion carried. b. Resolution 2020-02 Extension of Local Taxes Motion: To adopt Resolution 2020-02 Extension of Local Taxes. Resolution 2020-03 Delinquent Sewer Charge Collection Motion: To adopt Resolution 2020-03 Delinquent Sewer Charge Collection. Resolution 2020-04 Council Regular Meeting Schedule 2020/2021 Motion: To adopt Resolution 2020-04 Council Regular Meeting Schedule 2020/2021. Resolution 2020-05 Set Public Hearing 2020/2021 Millage Rate Motion: To adopt Resolution 2020-05 Public Hearing to set the millage rate for 2020/2021 Monday, June 29, 2020 at 6:00 p.m. Moved by Barraco, seconded by McAbee Barraco yes, Ciaramitaro yes, McAbee yes, McCafferty yes. Motion carried. f. Resolution 2020-06 Public Hearing for General Operating Budget for 2020/2021 Motion: To adopt Resolution 2020-06 Public Hearing to adopt the General Operating Budget for 2020/2021 on Monday, June 29, 2020 at 6:00 p.m. Moved by Barraco, Seconded by McCafferty Barraco yes, Ciaramitaro yes, McAbee yes, McCafferty yes. Motion carried. g. Michigan Municipal League Membership Renewal Motion: To authorize the payment to Michigan Municipal League Membership Renewal in the amount of $964. Moved by Barraco, Seconded by Ciaramitaro Barraco yes, Ciaramitaro yes, McAbee yes, McCafferty yes. Motion carried. h. Mill Pond Spraying Motion: To authorize the payment to Aquatic Nuisance Plant Control, Inc. for yearly spraying of the Mill Pond in the amount of $4,175 plus annual permit fee of $400 to total $4,575. Moved by McCafferty, Seconded by McAbee Barraco yes, Ciaramitaro yes, McAbee yes, McCafferty yes. Motion carried. i. Lawn Mower Replacement Motion: To postpone until after the budget is review to be considered at a later date. Moved by Barraco, Seconded by Ciaramitaro Barraco yes, Ciaramitaro yes, McAbee yes, McCafferty yes. Motion carried. j. Dam Repair Proposal Motion: To approve the proposal from Wade Trim to make repairs to the Goodrich Village Dam in the amount of $26,300 plus $4,500 for engineering costs to total $30,800. Moved by McAbee, Seconded by McCafferty Barraco yes, Ciaramitaro yes, McAbee yes, McCafferty yes. Motion carried. k. Public Comment Seven members of the public chose to comment 10.
