Village of Goodrich Regular Council Meeting April 12, 2021 6:30 PM Minutes 1. Meeting called to order by McAbee at 6:32 p.m. Pledge of Allegiance 2. Members Present: Ciaramitaro, McAbee, Moore, Schluentz, Walworth Others Present: Administrator/Clerk Wilkerson, Council Clerk Sasser Members Absent: 3. Agenda: Motion: To approve the agenda as presented. Moved by Moore, seconded by Schluentz 5 yes, 0 no. Motion carried. 4. Treasurer Report/Bills and Transfers Motion: To accept the Treasurers Reports dated March 31, 2021 in the amount of $1,033,340.38 as presented. Moved by Walworth, seconded by Moore McAbee yes, Walworth yes, Schluentz yes, Moore yes, Ciaramitaro yes. Motion carried. Motion: To accept the Bills and Transfers for March 2021 as presented. Moved by Walworth, seconded by Ciaramitaro Ciaramitaro yes, Moore yes, Schluentz yes, Walworth yes, McAbee yes. Motion carried. 5. Minutes: Regular Council Meeting: March 8, 2021 Motion: To approve the minutes of the Regular Council Meeting March 8, 2021 as presented. Moved by Moore, seconded by Schluentz 5 yes, 0 no. Motion carried. 6. Public Hearing Proposed Ordinance 21-01: Medical Marijuana Caregivers Permit Opened Public Hearing 6:38 pm by President McAbee Three anonyms letter were read that were not in favor of this proposed ordinance. Sargent Stadler explained this permit and process. Jake Vick asked questions about the topic by didn’t say if he was for or against this ordinance. Ed Simone asked questions about the topic by didn’t say if he was for or against this ordinance. President McAbee closed the Public Hearing at 6:50 pm 7. Public Comments: Two members of the public chose to comment 8. Reports: a. Administrator’s Report – Wilkerson informed Council that a copy of the Genesee County Parks and Recs 2020 Annual Report and the draft copy of the 2021 Genesee County Action Plan is available at the front desk for public review. The county has a new community projects program to help fund the paving of Pontiac Street. The GLS Region V Planning and Developing Commission applied for FEMA funding for a hazard mitigation plan for Genesee County. Packets are available for April 15, 2021 Budget Workshop and there will be the Annual Community Earth Day Clean Up on April 24, 2021 from 8:00 am to 1:00 pm. b. Street Administrator’s Report – No report c. DPW Activity Report – Moore read report from DPW; DPW has grading roads and the first chloride will be applied within the next few weeks. They are working on chip seal bids for East Hegel, Ridge Road and West Hegel. Goodrich Meadows Road cores were taken last week. Consumers has still not taken care of the bike path along Hegel Road. Mowing, sweeping, cutting grass and weeds has already started around town along with shoulder repair and limestone on East Hegel Road has been completed. The park is still waiting for Genesee County to finish the reseeding after their project last year. Crack sealing price is $495 for the machine rental and materials. We are not able to do this project because 3 workers are needed and we only have two DPW employees. More work has been down on the 2005 dump truck. Both the 05 and 05b dump boxes are getting too thin to weld from the years of salt use. We will need to replace the dump boxes or the trucks soon. d. Building Department Activity Report – Noted e. Cash Receipting Report – Noted f. Fire Department Activity Report March 2021 – No Report g. Sheriff Department Activity Report March 2021 – Noted 9. Unfinished Business: a. Mill Pond treatment Motion: To approve Aquatic Nuisances Plant Control, Inc. to apply a treatment to the Mill Pond in the amount of $4,175 and if a seconded application is needed in the amount of $3,475 will need to be approved by the Council. Moved by Walworth, seconded by Schueltz Walworth yes, Schueltz yes, McAbee no, Moore no, Ciaramitaro yes Motion carried. 10. Action Items: a. Ordinance 21-01; Medical Marijuana Caregivers Permit Motion: To postpone agenda items A and B to date unknown so the Village can further gather more information. Moved by Schluentz, seconded by Moore Moore yes, McAbee yes, Schluentz yes, Walworth yes, Ciaramitaro yes. Motion carried. b. Ordinance 21-02; Medical Marijuana Caregivers Application Fee c. Good Times in Goodrich Festival Motion: To allow Good Times in Goodrich Festival to use the park on August 6th, 7th and 8th 2021. Moved by Walworth, seconded by Schluentz 5 yes, 0 no. Motion carried. d. Temporary Code Enforcement Officer Motion: To approve the temporary hiring of Matthew Teachenor as Code Enforcement Officer. Moved by Schluentz, seconded by Moore Schluentz yes, Walworth yes, Ciaramitaro yes, McAbee yes, Moore yes. Motion carried. e. Part time employment for Office Assistant Motion: To consider part time employment of office assistant be postponed until after budget meetings. Moved by Ciaramitaro, seconded by Walworth 2 yes, 3 no. Motion denied. Motion: To hire a part time employee for Office Assistant Moved by Moore, seconded by Schluentz Motion Amended: To hire a part time employee for Office Assistant for three months at $12 an hour for 25 hours a week. Moved by Moore, seconded by Schluentz Ciaramitaro no, Schluentz yes, Moore yes, McAbee yes, Walworth no f. Accounting Firm Motion: To hire PSLZ PLLC Certified Public Accountants to conduct Village of Goodrich auditing services for years ending June 30, 2021-2023. Motion carried. g. 2021 Arbor Day Tree Grant Motion: To authorize Council member Melissa Schluentz to apply for a 2021 ITC Arbor Day Alliance Tree Planting Grant not to exceed $1,000.
