Village of Goodrich Regular Council Meeting March 8, 2021 6:30 PM Minutes 1. Meeting called to order by McAbee at 6:30 p.m. 2. Pledge of Allegiance 3. Members Present: McAbee, Moore, Schluentz, Walworth Others Present: Administrator/Clerk Wilkerson, Council Clerk Sasser Members Absent: Ciaramitaro, excused 4. Agenda: Motion: To approve the agenda as with the deletion of 10 New Business letter G. Moved by Walworth, seconded by Moore 4 yes, 0 no. Motion carried. 5. Minutes: Regular Council Meeting: February 8, 2021 Motion: To approve the minutes of the Regular Council Meeting February 8, 2021 as presented. Moved by Moore, seconded by Schluentz 4 yes, 0 no. Motion carried. 6. Approval of Accounts: a. Treasurer’s Report: March 2021 Motion: To accept the Treasurer’s Reports dated February 28, 2021 as presented. Moved by Walworth, seconded by Schluentz McAbee yes, Moore yes, Walworth yes, Schluentz yes. Motion carried. b. Bills and Transfers: Motion: To accept the Bills and Transfers for February 2021 as presented. Moved by Walworth, seconded by Schluentz McAbee yes, Walworth yes, Schluentz yes, Moore yes. Motion carried. 7. Public Comments: No comments 8. Reports: a. Administrator’s Report – Wilkerson informed Council that Wade Trim will have the Road Asset Management Plan ready for their review at the next regular council meeting, the estimated Act 51 revenue distribution from MDOT will be $214,369 in 2021, $220,342 in 2022 and $226,338 in 2023 and she mentioned a need for more staffing as we have grown in population but not in staffing. She also included a copy of the current account balances as of February 28, 2021 for the council’s information.  b. Street Administrator’s Report – Moore reported that she will be working with the DPW to determine if the Village will be eligible for upcoming grants provided by MDOT. c. DPW Activity Report – Moore read report from DPW; DPW has plowing and salting along with keeping up on the sidewalk cleaning. They have been working on minor maintenance on equipment, switching out winter equipment for summer equipment and cold patching Village paved roads. As soon as the weather breaks with the frost and rains then the gravel roads will be graded. d. Code Enforcement Report – No report e. Building Department Activity Report – Noted f. Cash Receipting Report – Noted g. Fire Department Activity Report February 2021 – Noted h. Sheriff Department Activity Report February 2021 – Noted 9. Unfinished Business: None 10. New Business: a. Set Public Hearing for Medical Marijuana Caregivers Permit Motion: To set a public hearing, Monday, April 12, 2021 to consider Medical Marijuana Caregiver Permit Ordinance. Moved by Moore, seconded by Walworth 4 yes, 0 no. Motion carried. b. Budget Workshops Motion: To set Four Budget Workshops at 6:00 pm on April 15, April 29, May 6 and May 13 2021. Moved by Walworth, seconded by Moore 4 yes, 0 no. Motion carried. c. Holiday Lighting Motion: To approve the request not to exceed $1,300 from the Goodrich Lions Club to split the annual cost with Atlas Township of installing and removing holiday/Christmas decorations. Moved by Walworth, seconded by Schluentz Moore yes, Schluentz yes, Walworth yes, McAbee yes. Motion carried.  d. Mill Pond Spraying Motion: To approve the payment of the annual permit fee of $400 and direct the Clerk to get two more quotes while postponing the approval of treatment until more quotes are available for Council’s review. Refinancing USDA Loan Motion: To accept the recommendation from the USDA to contact lenders in our area to review the possibility of refinancing the rural development loan the Village took out in 2003 for a lower interest rate. Moved by Walworth, seconded by Moore Schluentz yes, Moore yes, McAbee yes, Walworth yes. Motion carried. f. MDOT 2022 Transportation Grant Motion: To authorize the Street Administrator and the DPW to determine if the Village of Goodrich has any eligible projects for the MDOT 2022 Transportation Grant Improvement Funds for reconstruction, replacement, rehabilitation or capital preventative maintenance of village streets.
