Village of Goodrich Regular Council Meeting via Zoom February 8, 2021 6:30 PM Minutes 1. Meeting called to order by McAbee at 6:31 p.m. 2. Pledge of Allegiance 3. Members Present: Ciaramitaro, McAbee, Moore, Schluentz, Walworth Others Present: Administrator/Clerk Wilkerson, Council Clerk Sasser Members Absent: None 4. Agenda: Motion: To approve the agenda as presented. Moved by Walworth, seconded by Moore 5 yes, 0 no. Motion carried. 5. Minutes: Regular Council Meeting: January 11, 2021 Motion: To approve the minutes of the Regular Council Meeting January 11, 2021 as presented. Moved by Moore, seconded by Schluentz 5 yes, 0 no. Motion carried. 6. Approval of Accounts: a. Treasurer’s Report: October 2020, November 2020, December 2020, January 2021 & February 2021 Motion: To accept the Treasurer’s Reports dated October 2020, November 2020, December 2020, January 2021 & February 2021 as presented. Moved by Moore, seconded by Schluentz McAbee yes, Moore yes, Ciaramitaro yes, Walworth yes, Schluentz yes. Motion carried. b. Bills and Transfers: Motion: To accept the Bills and Transfers for January 2021 as presented. Moved by Walworth, seconded by Moore Ciaramitaro yes, McAbee yes, Walworth yes, Schluentz yes, Moore yes. Motion carried. 7. Presentation: John O’Brien, Director Water and Waste Services, Sanitary Sewer Master Plan Mr. O’Brien brought the council up to date on the upcoming 20-year Master Plan Review and the updates that will be coming to the sewer and water services in our area. 8. Public Comments: Three members of the public chose to comment 9. Public Hearing: To consider objections to the proposed Goodrich Meadows Subdivision street improvement special assessment district. McAbee opened the public hearing at 7:16 pm Walworth commented on why the roads never had the final cap due to the subdivision not having enough houses built before the developers went bankrupt. Motion: To close the Public Hearing. Moved by Moore, seconded by Ciaramitaro. Moore yes, Ciaramitaro yes, McAbee yes, Walworth yes, Schluentz yes. Motion carried. 10. Reports: a. Administrator’s Report – Wilkerson informed Council on Genesee County 911 dispatch authority update on approval of 911 surcharge resolution requesting to renew $1.86 per device surcharge for 911 to be placed on the May 4, 2021 ballot. Information provided by Wade Trim indicating that the State is working on a Dam Safety Report which is heading to Michigan legislature. It also includes possible funding assistance through the revolving loan system. She also reminded the council that the confidential attorney opinion is for Councilmembers only. b. DPW Report – Wilkerson read report from DPW; DPW has been working on snow and ice removal and maintenance on the equipment. We found a drain pipe at Seneca and Huron that has a gas line Consumers Energy ran going through it which we are working with Consumers to take care of this issue. We just had 50 tons of salt delivered and if needed we can still get another 150 tons this season. The Saw Grant Project should be up and running this spring. And the unsatisfactory bike path patching that Consumers Energy did last fall will be redone this spring. c. Code Enforcement Report – Noted d. Building Department Activity Report – Noted e. Cash Receipting Report – Noted f. Fire Department Activity Report January 2021 – No report g. Sheriff Department Activity Report January 2021 – Noted 11. Unfinished Business: None 12. New Business: a. Wade Trim engineering services for Goodrich Meadows Subdivision Motion: To approve the proposal from Wade Trim to provide civil engineering services for the roadway rehabilitation of the Goodrich Meadows Subdivision at a cost of $44,190 to be paid by the Village of Goodrich. Moved by Walworth, seconded by McAbee Moore no, Walworth yes, Ciaramitaro no, Schluentz yes, McAbee yes. Motion carried. b. Roberts Rules Motion: To adopt Robert’s Rules of Order for the Village Council and all Village boards and committees. Moved by Moore, seconded by Ciaramitaro McAbee yes, Ciaramitaro yes, Moore yes, Schluentz yes, Walworth yes. Motion carried. c. Quotes for Village Auditors Motion: To authorize the Clerk to seek quotes for an audit engagement contract. Moved by Schluentz, seconded by Moore Ciaramitaro yes, Moore yes, Schluentz yes, Walworth yes, McAbee yes. Motion carried. d. Ordinance Committee Motion: To appoint Moore, McAbee and Lucik to a three-member committee of two councilmembers and the code enforcement officer to review the current Village ordinances to determine needed amendments and/or new ordinances. Moved by Walworth, seconded by Schluentz Schluentz yes, Walworth yes, Ciaramitaro yes, McAbee yes, Moore yes. Motion carried. 13. Public Comments: One member of the public chose to comment 14.
