Village of Goodrich Special Council Meeting June 28, 2021 6:00 PM Minutes 1. Meeting called to order by McAbee at 6:00 p.m. 2. Pledge of Allegiance 3. Members Present: Ciaramitaro, McAbee, Moore, Schluentz Others Present: Administrator/Clerk Wilkerson, Council Clerk Sasser Members Absent: Walworth 4. Public Hearing: General Operating Millage Rate for 2021/2022 Hearing opened at 6:01 p.m. by McAbee S McCafferty – Stated she was 100% for a millage rate increase. R Saroli – Stated that the taxes went up years ago from 5.3% to 6% mills. Questioned where the money was for the roads and how much is in the Villages rainy day fund. Hearing closed 6:06 p.m. 5. Public Hearing: 2021/2022 Fiscal Year Operating Budget Hearing opened at 6:06 p.m. No Comments Hearing closed at 6:06 p.m. Public Comment: Two members of the public chose to comment 6. Action Items a. Resolution 2021-06 General Operating Millage Rate 2021/2022 Motion: To adopt Resolution 2021-06 General Operating Millage Rate 2021/2022 WHEREAS, the Village of Goodrich Council desires to establish the General Operating Millage Rate for 2021/2022; and WHEREAS, the Village of Goodrich has the complete authority to establish the number of mills to be levied from within its authorized millage rate; and NOW, THEREFORE, BE IT RESOLVED, that the Village Council of the Village of Goodrich hereby establishes the 2021/2022 tax rate for the Village of Goodrich at 6.6605. Resolution 2021-07 Fiscal Year Operating Budget 2021/2022 Motion: To adopt Resolution 2021-07 Fiscal Year Operating Budget 2021/2022 WHEREAS, in accordance with the provision of Public Act 621 of 1978, the Uniform Budgeting and Accounting Act for Local Government, it is the responsibility of the Village of Goodrich, Village Council to establish and adopt the annual Village Budget; and WHEREAS, the Village Council established the tax millage rate for FY 2021/2022 at 6.6605; and WHEREAS, the Village Council established after due deliberation, has formulated a recommended general fund budget balancing total appropriations with available resources at $906,711 for FY 2021/2022; WHEREAS, the Village Council after due deliberation, has formulated a recommended budget for all other village funds for FY 2021/2022; NOW, THEREFORE, BE IT RESOLVED, that the Village of Goodrich, Village Council does hereby adopt the FY 2021/2022 Budget; and BE IT FURTHER RESOLVED, that the Village Administrator/Clerk is hereby designated the Finance Officer of the Village of Goodrich, and further, that the Village Clerk and Deputy Clerk perform the duties of fiscal officer as specified in Public Act 621 of 1978, the Uniform Budgeting and Accounting Act of Local Government. Resolution 2021-08 Administrative Officers Wage Adjustment Motion: To adopt Resolution 2021-08 Administrative Officers Wage Adjustment WHEREAS, the Village of Goodrich Council has determined a wage adjustment based on COLA increases of 1.3% for the following Administrative Officers, Sheri Wilkerson, Village Administrator/Clerk and for Matthew Mayne, Village Superintendent of Public Works and the Treasure; and WHEREAS, according to the Village Charter, the wage adjustment for these administrative positions must be approved by resolution; BE IT RESOLVED, that the hourly wage adjustment for Sheri Wilkerson, Village Administrator/Clerk is increased by 1.3%; and BE IT FURTHER RESOLVED, that the hourly wage adjustment for Matthew Mayne, Supervisor of Public Works and the Treasurer will increase by 1.3%. THEREFORE, BE IT RESOLVED, the hourly wage adjustment of 1.3% for the positions of Administrator/Clerk; DPW Supervisor and Treasurer will become effective July 1, 2021. MML Membership Dues Motion: To authorize the payment of $977 for Michigan Municipal League Membership dues 7-1-21 to 6-30-22. Moved by Schluentz, seconded by Ciaramitaro Moore yes, Ciaramitaro yes, McAbee yes, Schluentz yes. Motion carried. e. Wade Trim evaluation of water near Fairview Hills Motion: To authorize Wade Trim to evaluate the body of water located North of Fairview Hills Subdivision not to exceed $2,000. Moved by Schluentz, seconded by Ciaramitaro Schluentz yes, Moore no, McAbee no, Ciaramitaro yes. Motion died. Tie 7. Public Comments: Three members of the public chose to comment 8.
