Village of Goodrich Regular Council Meeting July 12, 2021 6:00 PM Minutes 1. Meeting called to order by McAbee at 6:02 p.m. Pledge of Allegiance 2. Members Present: Moore, McAbee, Schluentz, Walworth Others Present: Administrator/Clerk Wilkerson, Council Clerk Sasser Members Absent: Ciaramitaro 3. Agenda: Motion: To approve the agenda as presented. Moved by Moore, seconded by Schluentz 4 yes, 0 no. Motion carried. 4. Minutes: Regular Council Meeting: June 14, 2021 Special Council Meeting: June 28, 2021 Motion: To approve the minutes of the Regular Council Meeting June 14, 2021 and Special Council Meeting June 28, 2021 as presented. Moved by Moore, seconded by Walworth 4 yes, 0 no. Motion carried. 5. Treasurer Report: Motion: To accept the Treasurers Reports dated June 2021 in the amount of $855,807.41 as presented. Moved by Moore, seconded by Walworth Moore yes, McAbee yes, Walworth yes, Schluentz yes. Motion carried. 6. Bills and Transfers: Motion: To accept the Bills and Transfers for June 2021 as presented. Moved by Schluentz, seconded by Moore Schluentz yes, Moore yes, McAbee yes, Walworth yes. Motion carried. 7. Public Comments: One member of the public chose to comment 8. Reports: a. Administrator’s Report – Wilkerson informed Council of the MIOSHA COVID- 19 emergency updated rules, the ASTI Environmental TECH BITS, Linden’s Sesquicentennial Celebration and parliamentary procedure tips. b. DPW/Street Administrator’s Report – Noted c. Code Enforcement Report – Noted d. Building Department Activity Report – Noted e. Cash Receipting Report – Noted f. Fire Department Activity Report June 2021 – Noted g. Sheriff Department Activity Report June 2021 – Noted 9. Old Business: None 10. New Business: a. Goodrich Meadows Special Assessment Road Repairs Motion: To approve the recommendation from Wade Trim to award the lowest bid for Goodrich Meadows Special Assessment for road repairs to Ace Asphalt of Saginaw in the amount of $520,862. Moved by Moore, seconded by Walworth Walworth yes, Schluentz yes, McAbee yes, Moore yes. Motion carried. b. Resolution 2021-09 Community Development Block Grant Motion: To adopt Resolution 2021-09 Genesee County Community Development Block Grant (CDBG) Authorized Signature Card Update. Whereas, the Village of Goodrich participates in Genesee County Community Development Program; and Whereas, the Genesee County Community Development Program has requested that we update our authorized signature card; Now Therefore, be it resolved that the following individuals are authorized to request reimbursement from the Community Development Block Grant (CDBG) Program: Nathan McAbee, Council President, Keith Walworth, Council President Pro Tem, Sheri Wilkerson, Administrator/Clerk. Moved by Walworth, seconded by Schluentz Moore yes, McAbee yes, Schluentz yes, Walworth yes. Motion carried. c. Village Attorney Motion: To approve Elder Zettle Plc, Attorneys at Law, to provide legal representation to the Village of Goodrich. Moved by Moore, seconded by Schluentz Schluentz yes, Moore yes, McAbee yes, Walworth yes. Motion carried. d. Termination Letter to Current Legal Firm Motion: To authorize the Administrator to prepare a written notice of termination to current Village legal firm, The Williams Firm, PC. Moved by Moore, seconded by Walworth Moore yes, Schluentz yes, Walworth yes, McAbee yes. Motion carried. e. Refinancing USDA Bond Motion: To approve the offer for refinancing of the USDA Bond from Choice One Bank with an approximate savings over the term of the bond of $240,233.20. Moved by Moore, seconded by Walworth Moore yes, Schluentz yes, Walworth yes, McAbee yes. Motion carried. f. Green Ridge Meadows Motion: To extend the Office Assistant position through the end of the year. Moved by Schluentz, seconded by Moore Moore yes, Schluentz yes, McAbee yes, Walworth yes. Motion carried. g. Code Enforcement Officer Motion: To share allotted Code Enforcement hours between David Lucik and Matt Teachenor of five hours each per week with no increased dollar impact on current budget. Moved by Moore, seconded by Schluentz Moore yes, McAbee yes, Walworth no, Schluentz yes. Motion carried. h. GEAR Grub Fest Motion: To authorize GEAR Grub Fest to close Hegel Road just west of the intersection of Hegel Road and Clarence Street on August 23, 2021 and September 20, 2021. Moved by Moore, seconded by Schluentz 4 yes, no. Motion carried. Schluentz left the meeting at 7:07 p.m. 11. Public Comments: Four members of the public chose to comment 12.
