Village of Goodrich Regular Council Meeting February 14, 2022 6:00 PM Minutes Members Present: Moore, McAbee, Schluentz, Walworth Others Present: Administrator/Clerk Wilkerson, Council/Deputy Clerk Sasser Members Absent: 1. Meeting called to order by McAbee at 6:00 p.m. 2. Pledge of Allegiance 3. Agenda: Motion: To approve the agenda with the addition of “10 K Asset Management Plans” under new business. Moved by Walworth, seconded by Schluentz 3 yes, 1 no. Motion carried. 4. Minutes: Regular Council Meeting: December 13, 2021 January 10, 2022 (no meeting, lack of quorum) Motion: To approve the minutes of the Regular Council Meeting December 13, 2021 as presented. Moved by Moore, seconded by Schluentz 4 yes, 0 no. Motion carried. 5. Treasurer Report: Motion: To accept the Treasurers Reports dated December 2021 & January 2022 as presented. Moved by Schluentz, seconded by Walworth Moore yes, Walworth yes, Schluentz yes, McAbee yes. Motion carried. 6. Bills and Transfers: Motion: To accept the Bills and Transfers for December 2021 & January 2022 as presented. Moved by Moore, seconded by Schluentz Walworth yes, Moore yes, Schluentz yes, McAbee yes. Motion carried. 7. Public Comments: One member of the public chose to comment. 8. Reports: a. Administrator’s Report – Noted b. Code Enforcement Report – None c. Genesee County Metropolitan Alliance Commission Appointments Motion: To appoint Village representatives for the Genesee County Metropolitan Alliance Commission for 2022: Council representative Sherry Moore, council alternate Melissa Schluentz and Citizen representative Angie Adamec. Moved by Moore, no second Motion Amended: To appoint Village representatives for the Genesee County Metropolitan Alliance Commission for 2022: Council representative Sherry Moore, council alternate Keith Walworth and Citizen representative Angie Adamec. Moved by Moore, seconded by Schluentz 4 yes, 0 no. Motion carried. 10. New Business: a. Ciaramitaro Resignation Motion: To accept the resignation from elected official Wendy Ciaramitaro from the Village Council effective immediately and declare the seat vacant. Moved by Schluentz, seconded by Walworth 4 yes, 0 no. Motion carried. Motion: To accept the resignation from elected official Wendy Ciaramitaro from the Village Zoning Board of Appeals effective immediately. Moved by Walworth, seconded by Schluentz 4 yes, 0 no. Motion carried. a1. Council Vacancy Publication Motion: To authorize the Clerk to publish notice of Village Council vacancy twice in the Citizen newspaper. Moved by Moore, seconded by Schluentz Schluentz yes, Walworth yes, McAbee yes, Moore yes. Motion carried. b. Teachenor Resignation Motion: To accept the resignation from Matt Teachenor as Code Enforcement Officer effective January 1, 2022. Moved by Moore, seconded by Walworth 4 yes, 0 no. Motion carried. b1. Christner Resignation Motion: To accept the resignation from Aaron Christner as DPW employee effective April 1, 2022 along with the Clerk posting the job opening in the Citizen newspaper. Moved by Walworth, seconded by Schluentz 4 yes, 0 no. Motion carried. c. Food Truck Public Hearing Motion: To set a hearing on March 14, 2022 at 6:00 p.m. for proposed ordinance to permit and regulate mobile food vehicles within the boundaries of the Village of Goodrich. Moved by Moore, seconded by Schluentz 4 yes, 0 no. Motion carried. d. GEAR dates for Grub Fest and Santa Run/Rudolph Trot Motion: To accept the request from GEAR to set 2022 dates for Grub Fest: June 16, August 18 & September 15 from 5:00 p.m. to 8:00 p.m. and set Santa Run & Rudolph Trot for December 10 at 10:00 a.m. to 2:00 p.m. Moved by Schluentz, seconded by Moore 4 yes, 0 no. Motion carried. e. Solar Stop Signs Motion: To table until the regular March 2022 Council meeting the purchasing of solar stop signs and solar speed aware signs to give Wilkerson time to review with the four residents that will be directly affected by the blinking stop signs and to contact the new law enforcement authorities regarding speeding. Moved by Schluentz, seconded by Moore 4 yes, 0 no. Motion carried. f. Solar Speed Signs (Tabled until March 2022 regular meeting) g. Resolution 2022-01 Motion: To adopt Resolution 2022-01 regarding contracted EMS exclusive provider per the Genesee County 9-1-1 Dispatch Authority Moved by Walworth, seconded by Schluentz Moore yes, Walworth yes, Schluentz yes, McAbee yes Motion carried. h. Zoom Meeting Motion: To appoint a high school student to run the council zoom meeting for service hours or have Wilkerson run it at the next meeting. Moved by Schluentz, seconded by Walworth Moore yes, Schluentz yes, Walworth yes, McAbee yes Motion carried. i. Salt Spreader Purchase Motion: To confirm the emergency authorization to purchase a salt spreader in the amount of $17,000 on January 10, 2022. Moved by Moore, seconded by Schluentz Schluentz yes, McAbee yes, Walworth yes, Moore yes Motion carried. j. Resolution 2022-02 Motion: To adopt Resolution 2022-02 authorizing sewer rate increase of $28.86 per quarter or $9.62 per month beginning February 1, 2022.
