Village of Goodrich Regular Council Meeting December 12, 2022 6:00 PM Minutes 1. Meeting called to order by Walworth at 6:00 p.m. Pledge of Allegiance 2. Members Present: Caverly, McCafferty, Moore, Schluentz, Walworth Others Present: Administrator/Clerk Wilkerson, DPW Supervisor Mayne, Council/Deputy Clerk Sasser Members Absent: None 3. Nominations for President and President Pro Tem Schluentz nominated Walworth for President Motion: To appoint Walworth as President Moved by Schluentz, seconded by Moore Caverly yes, McCafferty yes, Moore yes, Schluentz yes, Walworth yes Motion carried. Schluentz nominated McCafferty for President Pro Tem Motion: To appoint McCafferty for President Pro Tem Moved by Schluentz, seconded by Walworth Walworth yes, Schluentz yes, Moore yes, McCafferty yes, Caverly yes. Motion carried. 4. Agenda: Motion: To approve the agenda as presented. Moved by Moore, seconded by McCafferty 5 yes, 0 no. Motion carried. 5. Minutes: Regular Council Meeting October 11, 2022, Special Council Meeting October 24, 2022; Regular Council Meeting November 14, 2022 Motion: To approve the minutes of the Regular Council Meeting October 11, 2022, Special Council Meeting October 24, 2022 and Regular Council Meeting November 14, 2022 as presented. Moved by McCafferty, seconded by Schluentz 5 yes, 0 no. Motion carried. 6. Public Comment: One member of the public chose to comment 7. Approval of Accounts a. Treasurer Report: Motion: To accept the Treasurers Reports dated October 2022 and November 2022 as presented. Moved by McCafferty, seconded by Moore 5 yes, 0 no. Motion carried. b. Bills and Transfers: Motion: To accept the Bills and Transfers for October 2022 and November 2022 as presented. Moved by Moore, seconded by McCafferty Walworth yes, Caverly yes, Moore yes, McCafferty yes, Schluentz yes. Motion carried. 8. Reports: a. Administrator’s Report – Noted b. DPW/Street Administrator Report– Noted c. Code Enforcement Report – Noted d. Building Department Activity Reports – Noted e. Fire Department Activity Reports – Noted f. Sheriff Department Activity Reports – Noted 9. Unfinished Business: a. Bench Replacement Motion: To postpone the purchases of the benches to allow time for Schluentz to contact GEAR and McCafferty to contact Good Times in Goodrich to see if they have interested in donating a bench to the Village and in the spring the Village will purchase one, if not more. Moved by Schluentz, seconded by Moore 4 yes, 1 no. Motion carried. 10. New Business: a. Site Plan Review for 411 Pub at 10230 Hegel Road, Goodrich, MI 48438; petitioner Stuart Perry Motion: To accept the recommendation from Planning Commission to approve the site plan review #1 of the proposed building addition to the 411 Pub located at 10230 Hegel Road, Stuart Perry, petitioner. Moved by Schluentz, seconded by Moore McCafferty yes, Schluentz yes, Walworth yes, Moore yes, Caverly yes. Motion carried. b. 2023 Meeting Room Schedule Motion: To adopt 2023 meeting room schedule for all Village Council, Planning Commission and Zoning Board of Appeals meeting dates. Moved by Schluentz seconded by McCafferty 5 yes, 0 no. Motion carried. c. Planning Commission 2022 Year in Review Motion: To receive the Planning Commission 2022 year in review report as presented. Moved by Walworth, seconded by Schluentz 5 yes, 0 no. Motion carried. d. 2018 Road Grader Lease Motion: To continue the lease to purchase of the 2018 Road Grader. Moved by Moore, seconded by Caverly Walworth yes, Schluentz yes, Moore yes, Caverly yes, McCafferty yes. Motion carried. e. Genesee County Metropolitan Alliance. Motion: To appoint Sherry Moore as our elected official and Keith Walworth as the alternate and wait on the citizen representative until letters of intent are submitted. Moved by Schluentz, seconded by Walworth 5 yes, 0 no. Motion carried. f. Resolution 2022-18 Motion: To adopt Resolution 2022-18 to direct Village Administrator to prepare plans and cost estimates for the proposed Hawthorne Ridge Subdivision Road Improvement Special Assessment District. Moved by Schluentz, seconded by Moore 5 yes, 0 no. Motion carried. g. Resolution 2022-19 Motion: To adopt Resolution 2022-19 to set a public hearing to hear objections to the creation of the Road Improvement Special Assessment District for Hawthorne Ridge Condominium Subdivision. Moved by McCafferty, seconded by Schluentz 5 yes, 0 no. Motion carried. h. Resolution 2022-20 Motion: To adopt Resolution 2022-20 for the removal of elected officials Nathan McAbee and Sherry Moore as designated cosigners of the Village of Goodrich corporate accounts due to expired terms of office. Moved by McCafferty, seconded by Moore 5 yes, 0 no. Motion carried. i. Resolution 2022-21 Motion: To appoint Sherry Moore and Melissa Schluentz as the two designated co- signers to all Village of Goodrich corporate accounts. Moved by Walworth, seconded by Schluentz 5 yes, 0 no. Motion carried. j. Resolution 2022-22 McCafferty nominated Caverly as Street Administrator Moore no, Caverly yes, Schluentz no, Walworth yes, McCafferty yes. Walworth nominated Moore as Street Administrator McCafferty no, Walworth no, Schluentz yes, Caverly no, Moore yes. Motion: To adopt Resolution 2022-22 the designation of Street Administrator to be Chris Caverly. Moved by McCafferty, seconded by Walworth 4 yes, 1 no. Motion carried. k. Resolution 2022-23 Motion: To appoint Sherry Moore as the Ex Officio Councilmember to the Zoning Board of Appeals. Moved by Walworth, seconded by Schluentz 5 yes, 0 no. Motion carried. l. Planning Commission vacancy Motion: To accept the request from Susan Simion to be appointed to one of the two vacant Planning Commission open positions. Moved by McCafferty, seconded by Schluentz 5 yes, 0 no. Motion carried. m. Resolution 2022-24 Motion: To adopt Resolution 2022-24 to set compensation for Planning Commission and Zoning Board of Appeals members at $50 a meeting for members and $75 per meeting for Chairs. Moved by Schluentz, seconded by McCafferty McCafferty yes, Moore yes, Schluentz yes, Walworth yes, Caverly yes. Motion carried. n. Repaving W Hegel Road and M-15 Sidewalks Motion: To postpone item “N” the Hegel Road reconstruction proposal until next month. Moved by Schluentz, seconded Walworth 5 yes, 0 no. Motion carried. o. Resolution 2022-25 Motion: To adopt Resolution 2022-25 the bond authorization resolution for the special assessment bonds limited tax general obligation. Moved by Schluentz, seconded by Moore Walworth yes, Schluentz yes, McCafferty yes, Moore yes, Caverly yes. Motion carried. 11. Public Comments: Three members of the public chose to comment 12.
