Public Hearing: TO CONSIDER PROPOSED TRUCK ORDINANCE TO REGULATE ORDERLY OPERATION OF TRUCKS ON THE STREETS OF THE VILLAGE. THE PRIMARY OBJECTIVES ARE TO FACILITATE THE TRANSFER OF GOODS AND SERVICES BY TRUCKS TO BUSINESSES AND TO PRESERVE THE QUALITY OF LIFE OF THE NEIGHBORHOODS. Hearing opened at 6:12 p.m. by Walworth K Grover 9307 Green Road- How can the Village take a Class A Road like Hegel Road and shut it down to the trucks? Several accidents will occur at the intersections without lights if we pass this ordinance. Lived here for 62 years, drove for Ken’s Redi Mix for 20 years and he knows it will be a mess of accidents and is worried it will open the Village up for lawsuits. D Seymour 10243 Green Road- Opposed to changing the traffic pattern. Saving Hegel Road by destroying Green Road and Perry Road doesn’t make since. Disagrees that it will enhance or improve the downtown Goodrich. He is opposed to this ordinance and it’s a wrong and mistaken move on the Villages part. C Nance 9375 Green Road- Goodrich School Bus Driver for 36 years and agrees with K Grover about all the accidents that will happen if the traffic is rerouted. The hill on Perry Road near the Post Office is unsafe for that type of traffic in the winter months. Green Road and M-15 is another intersection that is extremely dangerous because of the angel of the intersection and the site blocked looking both north and south. We are going to lose a lot of lives. How fair is it to the people that live on Green Road that will be getting pavement in the future and the trucks will tear it up? The detour the Village just had for resurfacing Hegel Road; their houses shake from them driving past their homes. D Lucik 10171 Erie Street – Feels this may be a good idea but it needs to be thought through a little more before any decisions are made. He was on the council during the time the Village fought with the State to keep the temporary street light at M-15 and Erie Street. It is almost impossible to get a light on M-15 and we can’t force traffic to unsafe intersections. The Village needs to investigate and speak with the local businesses that will be impacted by this type of ordinance first. J Baker 9475 Green Road- She agrees with C Nance and has seen it herself for 47 years. The only reason Green Road is finally getting paved is because the traffic study showed over 10,000 vehicles a month travel that road. There are several accidents on Green Road and at the M-15 intersection over the years because people drive too fast and it’s a blind curve that you wait forever to pull out of. Hegel Road already has a slow speed limit and stop lights for the trucks. C Nance 9375 Green Road- Hegel Road already has a 25-mph speed limit sign and Green Road has a speed limit of 55 mph with little speed enforcement.  N Hillier 9316 Green Road- Believes that are enough houses to make Green Road to have it be classified as residential. Now we want to make it a truck route through a potential residential area. B Maul 9047 Hadley Street, Atlas – Perry Road is already dealing with 45 mph speed limits is not well kept. The bad hill and corner near the pond at the Perry Road and Gale Road intersection would be making it worse. It would be unfair to both Perry Road and Green Road. J Baker 9475 Green Road- Green Ridge Estates is adding homes to the subdivision at Green Road and Ridge Road. That will bring an influx of traffic to Green Road already. L Roughton 7198 Hawthorne Circle – She comes from a long line of truckdrivers in her family and knows how dangerous it is at the Perry Road and Gale Road intersection for both the cars and trucks with the hill and tight corner. P Shanton 9302 Green Road- If reference to the article about children’s safety at Lippy’s Ice Cream, why can’t we put a crosswalk across Hegel Road at the Clarence Street intersection? Davison has a great crosswalk with lights and the pedestrians can push the button to activate the lights to cross safely. K Martin 9245 Ridge Road- He is concerned that when using federal funds to fix Hegel Road, like the Village just did, you cannot limit the use of the road. Suggests more research be done before the Village gets too much farther. Green Road will already be getting an influx of vehicles once it’s paved. Has a count been done of how many trucks this will affected? Possibly a seasonal weight limit might be a good idea. C Nance 9375 Green Road- Driving the school bus backwards down the hill on Perry Road was a frequent occurrence in the winter. And on Green Road there are a lot of children that ride their bikes in the road. D Seymour 10243 Green Road- Has anyone talked with MDot about any of this yet? What makes the Village above MDot and how will this be enforced? Who will carry the expense of enforcing it if we do have it enforced? Feels that the council has their minds made up already and this meeting was a waste of their time. Hearing closed at 6:30 p.m. by Walworth 11. New Business: a. Truck Route Ordinance # 2024-01 Motion: To postpone the consideration of the adoption of Truck Route Ordinance #2024-01 until regular October 2024 Council meeting along with requesting the Administrator do research on the audiences concerns with the Village attorney. Moved by McCafferty, seconded by Caverly 4 yes, 1 no. Motion carried.  b. Cleaning Company for the Village Hall Motion: To authorize Administrator/Clerk to post for cleaning company to clean Village Municipal Building. Moved by McCafferty, seconded by Moore 5 yes, 0 no. Motion carried. c. 2024 MML Convention Motion: To authorize appointed Village representatives to attend 2024 MML Convention at the “Early Bird” rate. Moved by Walworth, seconded by Schluentz Schluentz yes, Moore no, McCafferty yes, Caverly yes, Walworth yes. Motion carried. d. Employee Discipline Motion: To proceed with a written document into Matt Maynes file that he has been given a verbal warning with no suspension. Moved by Schluentz, seconded by Caverly 5 yes, 0 no.
