Mayor Jensen asked to move item two before item one on the agenda as presenter was stuck in traffic.
STAFF PRESENTATIONS
1. The Pioneer Parkway Urban Design Plan (International Corridor)
Planning Director Rashad Jackson introduced Urban Planner Mathew O’Rourke from Kendig
Keast who presented the Urban Design Strategy Plan for Pioneer Parkway. Mr. O’Rourke
presented an overview of the existing corridor and future highlights and discussed their design
workshop and open houses/virtual town hall held. He presented a map of the study boundary
and reviewed market data, and he discussed the trade area analysis conducted. Mr. O’Rourke
advised they walked the corridor then provided information on the large median greenspace
and traffic count. He said they had nine-hundred responses to an online survey and reviewed
some of the survey information obtained. Mr. O’Rourke discussed key takeaways from
information gathered, discussed five focus areas and strategic action priorities. He covered
ideas for physical improvements and reviewed maps with international corridor nodes and
conceptual bike/pedestrian options. Mr. O’Rourke presented conceptual Beltline Road
development, right-of-way landscape and improvements. He noted branding, events and
leadership would be important to the strategic action. Mayor Pro Tem Del Bosque advised this
project would go through three districts, creating walkability and would be great for Grand
Prairie Independent School District. Mayor Jensen said thoughts for this project started and
were discussed many years ago when former Tarrant County Commissioner Andy Nguyen was
still in office and noted Dallas County Commissioner Elba Garcia has also been supportive.

2. Short-Term Rentals Update
City Attorney Megan Mahan reviewed information regarding enforcement of current
ordinance. Mayor Jensen asked how well the short-term registration service is working. Code
Compliance Manager Steve Collins confirmed it is going well. Ms. Mahan provided a case law
update and approaches to regulation by other cities including Grapevine, Arlington and Austin.
Council Member Lopez asked if registered locations are visited and if calls for service are
tracked in other cities. Ms. Mahan confirmed they are inspected and said she would find out
and provide an update on tracking in other cities. Chief Scesney confirmed the owners of those
registered in Grand Prairie are contacted, and he said Code Compliance issues individual
verbal warnings as well as citations if called out frequently to a location.

3. Redistricting Update
Deputy City Manager Cheryl De Leon introduced Attorney David Mendez with Bickerstaff
Heath Delgado Acosta LLP. He discussed the 2020 Census data release, redistricting timeline
and outlined legal requirements, traditional redistricting guidelines and criteria. Mr. Mendez
advised the Census data was released on August 12th and would be converted by a
geographical information systems expert. He said the initial assessment review process would
begin in September, and he plans to deliver the data regarding population and districts to
Council at the October 12th meeting. Mr. Mendez noted the counties need to finish with their
redistricting process by mid-November and said the information will be transparent and
available to the public appearing on the City’s website before the candidate filing deadline in
January 2022. He said he would develop redistricting plans in mid-November and December,
then plan work sessions to develop plans following the adopted redistricting guidelines and
criteria. Mr. Mendez noted mapping will be interactive during the work sessions and citizens
will be able to present information or provide input. He discussed the effect redistricting has in
relation to the Voting Rights Act and other legal principals. Council Member Lopez said he
reviewed the 2011 packet and said he would like to see the voting age population data and
noted one of the first workshops will be helpful in educating the public. Mr. Mendez said that
the demographics and voting age population would be presented.

4. COVID-19 Update
Environmental Services Manager Cindy Mendez provided a COVID-19 update, noting cases
and deaths are increasing and vaccinations provided have also increased. She reviewed
information regarding the Delta and Lambda variants. Ms. Mendez said according to Dallas
County, Grand Prairie is at about fifteen percent vaccinated and said they will be coordinating
a walk to inform residents. She said there is a concern with respiratory illness in children and
noted the Federal Drug Administration approved a third dose booster for immunocompromised
people. Ms. Mendez discussed the mask mandate order which is awaiting a final ruling from
the Supreme Court and discussed vaccine mandates in the workplace. Council Member
Copeland noted Governor Abbot tested positive very recently for COVID-19 and advised he
was with the Governor the previous week, but his own test results were negative. He expressed
his concerns with the city organizing a block walk. Mayor Jensen said he does not share the

same concerns. Council Member Johnson asked how the block walk would work. Ms. Mendez
reviewed details. Council Member Ezeonu said he is vaccinated but also has similar concerns
as Mr. Copeland. He asked if these volunteers will be trained to receive unreceptive
homeowners. Ms. Mendez provided information on how they are trained. Mayor Jensen said
they might want to consider door hangars. Deputy City Manager Steve Dye advised this is
being done throughout the counties with these volunteers, and he is comfortable with the
training they have received.

AGENDA REVIEW
Mayor Pro Tem Del Bosque asked if there were any questions regarding agenda items. Council Member
Clemson asked to be refreshed on item twenty-two. Mr. Jackson provided an overview of this item which
was presented at length at the July 20, 2021, Special City Council Meeting, and he discussed the
proposed resolution establishing policy recommendations. Mayor Jensen said Council has authority to
go against the Future Land Use Map. Mr. David Jones of Freese and Nichols said a report would be
delivered to Council.
EXECUTIVE SESSION
Mayor Jensen called a closed session at 5:41 p.m. pursuant to Chapter 551, Subchapter D of the
Government Code, V.T.C.A., to discuss Section 551.072 “Deliberation Regarding Real Property,”
and Section 551.087 “Deliberations Regarding Economic Development Negotiations.”

Mr. Jackson presented details of the street name change noting that this street is already
utilized for the annual Martin Luther King, Jr. Day parade and celebration and noted the
proposed name change date is August 28th. Mayor Jensen asked if there were any speakers,
and there were none. Mayor Jensen recognized the many pastors and deacons in attendance.
Council Member Clemson thanked Dr. Davis and their committee for their leadership, and she
recognized Deputy City Manager Bill Hills and city staff for their work. Council Member

Chief City Planner Savannah Ware presented site plan details. She reviewed the amenities,
noting it meets density, dimensional, landscaping & screening requirements. She reviewed the
conceptual elevations and requested variance, but noted it was later revised as a result of the
Planning and Zoning Commission’s recommendations. She reviewed the newly proposed
elevations and advised all requirements are now met. Mayor Jensen reviewed the site plan
process and advised there were no speakers signed up to discuss this item. Council Member
Lopez recalled Council’s request for more stone and brick during the developer’s previous
presentation. Ms. Ware reviewed those design and elevation details. Jason Meyer, Democracy
Drive, spoke in support of the applicant. Council Member Copeland asked why they made the
change. Mr. Meyer noted their desire for farm style design. Council Member Lopez moved,
seconded by Council Member Johnson, to approve the site plan as recommended by the
Planning and Zoning Commission with the latest revision. The motion carried unanimously

Ms. Ware presented items twenty-eight and twenty-nine together. She noted the applicant has
acquired additional property and this item is to incorporate additional acreage to the previous
plan. Ms. Ware reviewed the revised concept plan and advised the Planning and Zoning
Commission recommended approval. She said a site plan will be required. Deputy Mayor Pro
Tem Humphreys asked if Code Compliance would be inspecting these manufactured homes.
Ms. Ware said they would have to meet building requirements and be properly inspected.
Council Member Johnson said he is not in support of these type homes questing whether
manufactured homes are what the city wants to do in the future. Mayor Pro Tem Del Bosque
said this is a one off and would be replacing what is existing, explaining the history of this area
and development, noting it is a good fit for a young professional or young family. Council
Member Clemson asked Ms. Ware to review details of nearby businesses and the area. Ms.
Ware reviewed the map and noted there were no phone calls nor written opposition of this
request. Applicant Justin Light, 500 W. 7th Street #600, Fort Worth, Texas, discussed the
proposed concept plan and addressed concerns. He discussed the clubhouse with amenities and
noted the homes comply with current ordinances with no requested changes. Mr. Light said
they would come back with a site plan if approved. He also noted the homes are built off site.
Council Member Clemson asked them to try to save as many trees as possible. Mr. Light
confirmed they would and said they also have plans to add more trees. Council Member
Copeland asked if the developer is putting in all the homes at once and if they would be rental
homes. Mr. Light explained the process of residents choosing the home model they desire and
said the developer would own the property and the lots would be leased. Council Member
Copeland asked if an investor would be able to buy and sublease. Mr. Light said no. Council
Member Clemson asked who would maintain the property. Mr. Light confirmed the
developer/property owner would be responsible. Council Member Johnson asked if someone
could lease several homes and sublease. Mr. Light said no and added each resident is put thru
a background check and multiple units would not be leased to one individual. Council Member
Lopez said these units allow someone to build equity, even though they will not own the land,
allowing them to later sell and move. Deputy Mayor Pro Tem Humphreys asked how much the
lease would be. Mr. Light said the cost of the home including lease would be approximately
eleven hundred dollars per month. Council Member Ezeonu asked if the lessee pays off the
home, would they be allowed to move it elsewhere. Mr. Light said yes. Council Member
Clemson said they looked at pros and cons of this development and said this looks like a fit for
this property, noting it is a good option for affordable housing. Council Member Clemson
moved, seconded by Mayor Pro Tem Del Bosque, to close the public hearing and approve items

6,874 square foot lease space within the shopping center on one lot on 4.00 acres, for
compliance with SUP conditions and modify, renew, or revoke if deemed appropriate based
upon the review. Lot 2, Block 6, Heather Ridge Addition, City of Grand Prairie, Tarrant
County, Texas, zoned Light Industrial (LI) District and is within the SH-360 Corridor Overlay
District, generally located northwest of Heather Ridge Lane and southbound State Highway
360 Service Road, and addressed 2045 N. Hwy 360, Suite 250A (The Planning and Zoning
Commission recommended approval of event hours as requested by the applicant and a renewal
period of six months by a vote of 8-1)
Ms. Ware presented this Specific Use Permit renewal and request to amend operation hours for
an event center. She reviewed the Uniform Development Code (UDC) noting it does not allow
for extension of operating hours past midnight. She said the Planning and Zoning Commission
recommended approval of the hours as requested with a review in six months. The
Development Review Committee recommends what is stated in the UDC. Deputy Mayor Pro
Tem Del Bosque asked if there is history with Police or Code Enforcement for this location.
Chief Scesney said there were no significant calls there. Council Member Lopez recalled the
UDC was approved with those operating hours and asked how many requests have been
received to go beyond UDC stated hours. Ms. Ware said there were about seven. Council
Member Ezeonu noted these should be reviewed on a case-by-case basis. Chief Scesney said he
is not concerned if this item is reviewed again in six months. Council Member Lopez said there
is a hookah lounge bar open until 2:00 a.m. nearby which is his concern, where this one is a
center which allows patrons to bring their own alcoholic beverages and the center has no
requirement of a TABC license. Council Member Humphreys said he shared this concern as
did Council Member Copeland. Council Member Copeland said he supports the UDC. Ms.
Amadyn Nwabuisi spoke in support and on behalf of the event center. She said this past year
they did not have event bookings due to the pandemic and advised she spent one hundred
thousand dollars to renovate the property. She noted it has been difficult to book an event due
to the midnight operation limit and is tied to a five-year lease. Council Member Humphreys

asked to confirm the number of specific use permits approved. Ms. Ware reviewed the
information and advised none were approved to go past midnight. Council Member Clemson
said this is a difficult decision. Deputy Mayor Pro Tem Humphreys moved, seconded by
Council Member Copeland, to close the public hearing and extend the Specific Use Permit for
six months per the Planning and Zoning Commission’s recommendations with a licensed
security officer on premise until an hour after closing.

is within the SH-360 Corridor Overlay District, generally located southeast of Equestrian Lane
and S. State Highway 360, and addressed as 5030 S. Hwy 360, Suite 100 (The Planning and

Ms. Ware presented this request noting it meets required parking and advised the Planning and
Zoning Commission and Development Review Committee recommended approval. Mayor Pro
Tem Del Bosque asked to clarify the location. Ms. Ware noted on the map. Council Member
Lopez asked Owner Ashley Chattman if there would be outdoor playground activities and a
fence. Ms. Chattman confirmed there is an outdoor space with grass area in back and an iron
fence. Council Member Copeland asked if they do not meet the state requirements would they
get to move in. Ms. Ware said no. Council Member Lopez told Ms. Chattman to keep in mind
that this is a busy area and to be aware of any illegal parking issues in the area. Council
Member Lopez moved to close the public hearing, seconded by Council Member Johnson, and
approve as presented and approved by the Planning and Zoning Commission. The motion
carried unanimously.

Mr. Jackson reviewed the ordinance amending the 2018 Comprehensive Plan which updates
the Future Land Use Map including land use designation revisions. He reviewed
recommendations and noted proposed commercial retail office to medium residential change
could be expanded further. He reviewed proposed site sixteen amendment and noted the
recommendation is to leave site twenty-two as is. Council Member Johnson asked if this would
be permanent. Mayor Jensen said no. Mr. Jackson clarified the Future Land Use Map is a
future intent. Mayor Pro Tem Del Bosque moved, seconded by Mayor Jensen, to close the
public hearing and approve this item. The motion carried unanimously.

33. Resolution adopting a maximum proposed property (ad valorem) tax of $0.664998 per $100
taxable value that the City Council will consider for Fiscal Year 2021-2022
City Treasury and Debt Manager Brady Olsen presented the property tax rate information with
a proposed reduction. He reviewed the current and proposed decrease which is the first in
twenty years noting this is setting the maximum. Mr. Olsen said a public hearing would be
held on September 21st. Mayor Jensen moved, seconded by Council Member Copeland, to
approve that the maximum proposed ad valorem rate that the City Council will consider for
Fiscal Year 2021-2022 is $0.664998 per $100 taxable value.
Voting Yea: Mayor Jensen, Mayor Pro Tem Del Bosque, Deputy Mayor Pro Tem Humphreys,
Council Member District 1 Clemson, Council Member At Large Place 7 Copeland, Council

Paul Miracle, 1201 Denmark St., said there were several pieces of cut wood and trees left on the street
