The City Council may conduct a closed session pursuant to Chapter 551, Subchapter D of the Government
Code, V.T.C.A., to discuss any of the following:

(2) Section 551.072 “Deliberation Regarding Real Property”
(3) Section 551.074 “Personnel Matters”
(4) Section 551.087 “Deliberations Regarding Economic Development Negotiations.”
City Council also reserves the right to discuss any agenda item in closed session when authorized by the
above referenced provisions. Any final action will be taken during open session.

9. Purchase of one (1) new Ram 2500 crew cab 4x4 diesel pickup for Police from Grapevine
Dodge CJR for a total of $61,792 through a Cooperative Agreement with BuyBoard
10. Authorize the City Manager to Execute a Developer Participation Agreement with Knox Street
Partners No. 30, Ltd for Infrastructure Improvements with the City Contribution not to exceed
$87,726 (Reviewed by the Finance and Government Committee on 05/02/2023)
11. Change Order No. 3 with Dallas County for the widening and extension of Wildlife Pkwy
between Belt Line Rd and SH 161 in the amount of $1,018,053 with the City’s contribution for
Change Order No. 3 being $50,000 (Reviewed by the Finance & Government Committee on
05/02/2023)
12. Resolution Amending Resolution 5324-2023 and authorizing the City Manager to enter into
Project Funding Agreements with CHI/Wildlife 12, L.P. and CHI/Wildlife 14-15 L.P. (CHI)
under which CHI pays for improvements to the Wildlife Parkway MCIP project (40810) from
SH 161 Frontage Road at Lower Tarrant Road eastward to Beltline Road by depositing funds
with the City in the total amount of amount of $1,129,000.00 (Reviewed by the Finance and
Government Committee on 05/02/2023)
13. Resolution Supporting the City of Grand Prairie’s Application for the TxDOT Transportation
Alternatives (TA) Set-Aside Program to Fund a Grand Prairie Master Bicycle Plan
14. Resolution authorizing the City Manager to submit Fiscal year 2024-2027 Title VI Program;
The Title VI Program demonstrates the City of Grand Prairie’s procedures to ensure Public
Transportation services are provided in a non-discriminatory manner, as required by Title VI of
the Civil Rights Act of 1964
15. Ordinance Amending Chapter 5 “Animal Services” of the Grand Prairie Code of Ordinances by
Amending Section 5-65 “Prohibited Sale of Dogs or Cats;” Providing a Penalty Clause, a
Severability Clause, a Savings Clause, and an Effective Date After Publication (Reviewed by
the Public Safety, Health, and Environment Committee on 04/03/2023)

17. SUP-23-02-0005 - Specific Use Permit - Outside Storage at 2814 Sandy Ln (City Council
District 1). Specific Use Permit for Heavy Truck or Equipment Parking and Outside Storage.
Tract 39, James McLaughlin Survey, Abstract No. 848, City of Grand Prairie, Dallas County,
Texas, zoned PD-39, within the SH 161 Corridor Overlay District, and addressed as 2814
Sandy Ln (On April 10, 2023, the Planning and Zoning Commission recommended approval by
a vote of 6-0)
18. SUP-23-02-0003 - Site Plan - Restaurant/Retail at Belt Line and Marshall (City Council
District 3). Site Plan for a 10,003 sq. ft. building on 2.867 acres. Lot 14 and a portion of Lot 12,
Block A, Lakeland Heights, City of Grand Prairie, Dallas County, Texas, zoned PD-358,
generally located on the southeast corner of S Belt Line Rd and E Marshall Dr, and addressed
as 1850 S Belt Line Rd (On March 13, 2023, the Planning and Zoning Commission
recommended approval by a vote of 7-1)

completing and submitting a speaker card. The views expressed during Citizen Comments are the views
of the speaker, and not the City of Grand Prairie or City Council. Council Members are not able to
respond to Citizen Comments under state law.
