EXECUTIVE SESSION
The City Council may conduct a closed session pursuant to Chapter 551, Subchapter D of the Government
Code, V.T.C.A., to discuss any of the following:
(1) Section 551.071 “Consultation with Attorney” - Regulation of Smoking in Food Establishments and
On-Premise Consumption of Alcohol; Regulation of Group Living Residential Units
(2) Section 551.072 “Deliberation Regarding Real Property”

8. Minutes of the July 10, 2024 Special City Council meeting and the July 16, 2024, City Council
Meeting
9. Renewal #2 in the amount of $35,652.75 annually for Christmas decorations, installation,
disassemble, and monthly maintenance during the holiday season to annual contract with DFW
Holiday Kings, Inc., for an annual total of $178,350.75 or $862,358.75 if all renewals are
exercised
10. Award a primary prepositioned disaster debris hauling contract to Ceres Environmental
Services in an amount not to exceed $23,300,000 per year, the total award is up to
$116,500,000 if all extensions are utilized; Award a secondary prepositioned disaster debris
hauling contract to DRC Emergency in an amount not to exceed $23,300,000 should the
primary be unable to perform, total award, is up to $116,500,000 if all extensions are utilized;
Each contract will be for an initial term of one year with the option for four one-year renewals
and authorize the City manager to execute the renewal options on each contract (Reviewed by
the Public Safety, Health, and Environment Committee on 07/08/2024)
11. Award a disaster debris monitoring contract to DebrisTech in an amount not to exceed
$300,000, total award will not exceed $1,500,000 if all four extensions are exercised; the
contract will be for an initial term of one year with the option for four one-year renewals and
authorize the City manager to execute the renewal options on the contract (Reviewed by the
Public Safety, Health, and Environment Committee on 07/08/2024)
12. Award Annual Contract for geotechnical/material testing professional engineering services
from three (3) vendors: Geotex Engineering, LLC, Alliance Geotechnical and Team
Consultants (up to $525,000.00 annually). This contract will be for one year totaling
$525,000.00 (Reviewed by the City Council Development Committee on 07/16/2024)
13. Ratification of an expenditure for an emergency wastewater line repair at Roy Orr Blvd. and
W. Trinity Blvd. in the total amount of $69,317.00 using the existing Annual
Water/Wastewater Repair and Replacement Services Agreement with North Texas Contracting,
Inc. (Reviewed by the City Council Development Committee on 07/16/2024)

14. Ratification of an expenditure for an emergency water main replacement repair at the intersection
of Beltline and Marshall in the total amount of $127,267.00 using the existing Annual
Water/Wastewater Repair and Replacement Services Agreement with North Texas Contracting,
Inc. (Reviewed by the City Council Development Committee on 07/16/2024)
15. Grant license to Grand Prairie Residences, LLC to allow construction of a retaining wall over a
City stormwater line easement located at 3900 S. Robinson Road for a total fee of $600.00 and
authorizing the City Manager to execute an Agreement for the same (Reviewed by the City
Council Development Committee on 07/16/2024)
16. Purchase of Lakeridge Liftstation Roof Replacement Services from Garland/DBS, Inc. for
$419,985.00 through a national cooperative agreement with Omnia Partners (Reviewed by the
City Council Development Committee on 07/16/2024)
17. Professional Engineering Services contract with Gresham Smith for an amount not to exceed
$300,000.00 for the design of the Phase 1 Trinity River Authority (TRA) Basin 3.0W Capital
Improvements Project (Reviewed by City Council Development Committee on 07/16/2024)
18. Contract with Gresham Smith for the development of a Grand Prairie Bicycle Master Plan in
the amount of $300,000 (Reviewed by the City Council Development Committee on
07/16/2024)
19. Ratification in support of the City of Grand Prairie’s submission for a Safe Streets and Roads
for All (SS4A) grant application to develop a Comprehensive Safety Action Plan. If chosen, the
City would provide a 20% local match of $70,000 toward the total $350,000 project
cost (Reviewed by the City Council Development Committee on 07/16/2024)
20. Reject all bids from RFB #23003 for IH 30 and RFB# 23004 for SH 180 Closed-Circuit
Television (CCTV) & Dynamic Message Signs (DMS) construction that were jointly
bid (Reviewed by the City Council Development Committee on 07/16/2024)
21. Reject all Bids from RFP#24088 for Prairie Lights Concessions Services (Reviewed by City
Council 08/06/2024)
22. Construction contract with CMC Development and Construction, LLC for construction of the
Fish Creek Trail Restroom site work in the amount of $230,000, plus a 10% contingency in the
amount of $23,000 for a total project cost of $253,000 (Reviewed by Finance and Government
Committee on 08/06/2024)
23. Resolution authorizing the City Manager to enter into an Advance Funding Agreement (AFA)
with the Texas Department of Transportation (TxDOT) for Highway Safety Improvement
Projects (HSIP) to improve traffic signals and install flashing yellow arrows on SH 180 from
Bagdad Road to MacArthur Boulevard, Jefferson Street from SH 161 to 14th Street, Robinson
Road at Warrior Trail, and SS 303 from Great Southwest Parkway to East 14th

24. Resolution Establishing a Public Hearing Date of September 17, 2024 on the Adoption of
Impact Fees for the City of Grand Prairie’s Water and Wastewater Service Area

26. Rescind award of Annual Contract for Ready Mix Concrete to Rembert Concrete &
Construction and award contract to Legacy Ready Mix up to $1,050,000 annually. This
contract will be for one year with the option to renew for four additional one-year periods

adjoining Southern tract, Burbank Garden Addition, City of Grand Prairie, Dallas County,
Texas, zoned Single Commercial (C) District, and with an approximate address of 821
MacArthur Blvd (On June 10, 2024, the Planning and Zoning Commission recommended
approval by a vote of 7-0)
