Resolution Authorizing the Application for and Acceptance of Funding from the HEB Our Texas, Our Future Grant through Keep Texas Beautiful in the Estimated Amount of $2,343.97 for an Automated Drip Irrigation Installation Project at the Haven Community Garden Fruit Tree Orchard; Authorizing the City Manager to Act on Behalf of the City and Execute Documents Relative to the Grant 6. Amend the Wrecker and Towing Services Contract with Dave’s Hi-Way Wrecker Service to Increase the Amount Authorized for the Period of September 1, 2023 through August 31, 2024 by $191,760.37 7. Contract for FY 25 Laboratory Services with Trinity River Authority in an amount not to exceed $273,000 for analysis of water, wastewater, and stream samples 8. Award a Professional Services Contract to NewGen Strategies and Solutions in an amount not to exceed $108,000 for garbage and recycling franchise agreement rates and terms negotiation 9. Professional Services Contract with Weaver Consultants Group for Landfill Gas Control and Collection System Operations, Monitoring, and Maintenance (up to $53,400 annually) for one year with the option to renew for four additional one-year periods totaling up to $267,000, if all extensions are exercised INDIVIDUAL CONSIDERATION 10. An Ordinance Amending Chapter 13, Article VIII “Smoking” by Amending Sections 13-131, 13-134, 13-137, and 13-138 of the Grand Prairie Code of Ordinances to Clarify Places Where Public Safety, Health, and Environment Committee – September 16, 2024 Page 1 of 2 Smoking is Permitted and Align Age Restrictions with State Law; Providing a Penalty Clause, Savings Clause, and Severability Clause; Providing an Effective Date After Publication 11. First Reading of an Ordinance of the City of Grand Prairie, Texas, Amending Chapter 26, Utilities and Services, of the Code Of Ordinances of the City of Grand Prairie, Texas by Amending Article VI, “Garbage Collection and Disposal,” Sections 26-113 Residential Fees, and 26-115 Commercial Fees; Making This Amendment Cumulative; Repealing All Ordinances in Conflict Herewith; Providing a Savings Clause, Severability Clause, and a Penalty Clause; and Providing 12. First of Two Readings of an Ordinance Amending the Solid Waste Collection Franchise Agreement with Republic Waste Services of Texas Ltd., dba Republic Services of Arlington to Provide for a Rate Increase on Residential, Commercial, and Industrial Services (Reviewed at the Budget Workshop on August 14, 2024) EXECUTIVE SESSION The Public Safety, Health, and Environment Committee may conduct a closed session pursuant to Chapter 551, Subchapter D of the Government Code, V.T.C.A., to discuss any of the following: (1) Section 551.071 “Consultation with Attorney” (2) Section 551.072 “Deliberation Regarding Real Property” (3) Section 551.074 “Personnel Matters” (4) Section 551.087 “Deliberations Regarding Economic Development Negotiations.” CITIZEN COMMENTS Citizens may speak during Citizen Comments for up to five minutes on any item not on the agenda by completing and submitting a speaker card.
