Solid Waste and Recycling Department Programs and Projects Patricia Redfearn, Director of Solid Waste Recycling; Rose Chavez, Manager of Solid Waste and Recycling and Amanda Maron, Keep Grand Prairie Beautiful Coordinator presented the programs and project housed within the Solid Waste and Recycling Department. The committee thanked staff for their presentation and gave special recognition for their efforts with the city's annual Big Event. CONSENT AGENDA Chairwoman Clemson asked if any questions on the Consent Agenda item. Council Member Headen asked for clarification on consent agenda items five and six. Council Member Headen moved, seconded by Chairwoman Clemson, to approve item two and recommend for approval of items three through six to Council. The motion carried unanimously. 2. Minutes of the July 14, 2025 Public Safety, Health and Environment Meeting Approved on Consent Agenda 3. Service Contract for Mass Notification Service with Everbridge, Inc. through a GSA Cooperative Agreement for One Year with Four Optional One Year Renewals at an Annual Cost of $42,996.31 and Total Cost of $214,981.55, if all Extensions are Exercised Approved on Consent Agenda 4. Contract with Custom Data Processing, Inc. for Public Health and Environmental Quality Inspection and Compliance software, including implementation and training services, for an initial one-year term in an amount not to exceed $65,690, with two one-year renewal options, the Public Safety, Health, and Environment Committee – August 11, 2025 Page 1 of 5  first one year renewal option is for an amount not to exceed $25,040, the second one year renewal option is for an amount not to exceed $25,753.50, the total paid under the contract shall be an amount not to exceed $116,483.50 if all renewal options are exercised Approved on Consent Agenda 5. Interlocal Agreement with Trinity River Authority for FY 26 Laboratory Services related to water, wastewater, and stream sample analysis in an amount not to exceed $270,000 Approved on Consent Agenda 6. Authorize the City Manager to execute a Memorandum of Understanding with the United States Marshals Service (USMS) Northern District of Texas, which provides USMS office space at the Public Safety Building and use other Police Department facilities. The MOU will be for an initial term of three years, with the option to extend the MOU for three additional one-year periods, for revenue to the City in the amount of $151,250 per fiscal year, totaling $907,500 if all extensions are utilized Approved on Consent Agenda INDIVIDUAL CONSIDERATION 7. 2025 Proposed Public Safety, Health and Environment Committee Meeting Dates Cheryl De Leon, Deputy City Manager presented the proposed 2025 Public Safety, Health and Environment Committee meeting dates for September - December. Chairwoman Clemson moved, seconded by Council Member Headen to approve the proposed meeting dates for September 16, October 7 and December 9, 2025. It was noted that any potential conflicts for October 28, 2025, meeting would be addressed at a later time. The motion carried unanimously. 8. Annual contract with Peregrine Technologies, Inc. for a data analysis and investigative platform in the amount of $134,000 for one year, with the option to renew for two additional one-year periods with a 3% annual cost increase, totaling approximately $414,181 if all renewal options are utilized Ryan Simpson, Assistant Director of Police, presented this item to the committee noting the Grand Prairie Police Department is committed to using innovative technology that enhances public safety, improves the efficiency of police operations, and strengthens community trust. The implementation of Peregrine, a data analysis and investigative platform, supports this commitment by providing Police Department staff with modern tools to solve crimes more effectively and keep the community safe. Peregrine allows the department to quickly gather, search, organize, and analyze large amounts of digital information from a variety of sources— including public data, case records, and existing technology platforms. This capability greatly enhances the speed and accuracy of investigations. Staff can identify patterns, connect suspects to incidents, and uncover leads that might otherwise go unnoticed through traditional methods. As a result, cases can be resolved more quickly, repeat offenders can be identified sooner, and emerging threats can be addressed proactively. There is no other platform available Public Safety, Health, and Environment Committee – August 11, 2025 Page 2 of 5  that combines all of this functionality into a single source of information. Further, Peregrine’s search and analysis algorithms are patented, and not available from another provider. Chairwoman Clemson moved, seconded by Council Member Headen, to recommend approval of this item to Council. The motion carried unanimously. 9. Annual contract for public safety towing services with Dave’s Hi-Way Wrecker Service, Inc., not to exceed $1,550,000 for one year, with the option to renew for nine additional one-year terms, totaling $15,500,000 if all renewal options are exercised Mr. Simpson presented this item to the committee, noting that the Grand Prairie Police Department currently utilizes Dave's Hi-Way Wrecker Service, Inc. to provide towing services in support of public safety operations throughout the city. He explained that, historically, the city has operated under a single contract covering all towing services citywide, regardless of type. Staff is now recommending the use of two separate towing service contracts moving forward. The proposed annual contract would cover all towing services related to the preservation of public health and safety, while non-public safety tows would be managed under a separate agreement. Chairwoman Clemson commented that everyone is familiar with the services provided by Dave's Hi-Way Wrecker Service, Inc. and expressed appreciation for the company’s continued contributions to the community. Council Member Headen moved, seconded by Chairwoman Clemson, to recommend approval of this item to Council. The motion carried unanimously. 10. Ordinance amending Chapter 25 “Traffic”, Article V “Towing”, Section 25-60, “Authority to Remove; Procedure; Fees,”, Subsection (c) of the Code of Ordinances of the City of Grand Prairie, Texas to Increase the Towing and Storage Fees at the Police Department’s Vehicle Impound Facility; Containing Savings and Severability Clauses; Repealing All Ordinances in Conflict Herewith; and Providing an Effective Date Mr. Simpson presented this item to the committee, noting that the City of Grand Prairie Police Department has historically operated its own vehicle impound facility while contracting towing services to a third-party vendor. Users of towing and impound services are charged applicable fees to recover operating and contracting costs. City Council last approved fee increases in September 2019, and since that time, both operating and contracting costs have steadily risen. Staff is recommending fee increases to offset these cost increases. The proposed fees comply with maximum amounts established in State law and are comparable with those charged by surrounding cities. The new rates for regular and heavy-duty tows are $46 higher than those charged by the City’s third-party towing vendor, with the additional amount covering impound facility operating costs. Staff also recommends an increase to daily storage fees for the same purpose. Chairwoman Clemson inquired whether the current fees are generally in line with surrounding cities. Mr. Simpson confirmed they are, noting that Grand Prairie’s operation of its own vehicle impound facility accounts for the difference. Chairwoman Clemson moved, seconded by Council Member Headen, to recommend approval of this item to Council. The motion carried unanimously. Amend Chapter 17, Article IV “Residency Restrictions for Child Predator Offenders” of the Grand Prairie Code of Ordinances to Amend and Restate Chapter 17, Article IV in its Entirety to Update the Residency Restrictions to Apply to All Registered Sex Offenders Who Are Required to Register Due to a Crime Involving a Minor and Prohibit Said Registered Sex Offenders from Entering or Loitering Within 100 Feet of a Location Designated as a Child Safety Zone Without a Legitimate Purpose or Establishing Permanent Residency in Hotels with a Playground or Swimming Pool Ronnie Morris, Assistant Police Chief, presented this item to the committee noting in 2008, Grand Prairie enacted Chapter 17, Article IV to restrict the residence of sex offenders who had victimized children. Since the residency restrictions were first put in place, there have been changes to the Texas Penal Code to create new offenses for the protection of children, such as continuous sexual abuse of a child (Penal Code 21.02). Some of the newly created offenses require those convicted of the offense to register as a sex offender; however, the restrictions of our current ordinance do not apply because it lists specific offenses. These changes remove the specific offenses listed in our ordinance to restrict residency for all individuals who are required to register as sex offenders after a conviction involving a child victim. The residency restrictions prohibit the individuals from living in a child safety zone. Child safety zones are areas where children commonly gather such as parks, water parks, schools, and day-care centers. The amendment also adds two new offenses. The first offense prohibits individuals, who are required to register as a sex offender due to a conviction involving a child victim, from establishing a temporary or permanent residence in a hotel which contains a playground or swimming pool. The second offense prohibits the same individuals from entering and staying within on hundred (100) feet of a public park, public water park, public swimming pool, day- care center, public or private youth center, or video arcade facility unless the person is engaging in legitimate business and has notified the Grand Prairie Police Department of their intent and legitimate purpose for being in the area. The police department may be notified via the online SOR Notification Portal or by calling the police non-emergency phone number. Information concerning the portal can be obtained from the Grand Prairie Police Department’s Sex Offender Registry Unit. Assistant Police Chief Morris also provided additional information in response to Council Member Headen's inquiry regarding sex offenders staying in local hotels for extended periods. In response to Chairwoman Clemson's question, he confirmed that the online portal is available 24/7 unless the system is down. Chairwoman Clemson moved, seconded by Council Member Headen, to recommend approval of this item to Council. The motion carried unanimously. EXECUTIVE SESSION No executive session was held.
