MAIN STREET TUESDAY, SEPTEMBER 16, 2025 AT 3:30 PM MINUTES CALL TO ORDER Chairwoman Clemson called the meeting to order at 3:30 p.m. PRESENT Chairwoman Jorja Clemson Council Member Jacquin Headen Council Member Bessye Adams STAFF PRESENTATIONS 1. 37th Quarterly Judicial Report Bryan Arnold, Presiding Judge, presented the Judicial Activity Report for May through July 2025 and noted that staff is working with IT to update the electronic arraignment system in response to the recent legislative changes. 2. YMCA Water Safety and Summer Lunch Programs Jeremy Thomas, Aquatics Manager, provided an update on the YMCA Water Safety Program and participation. Rod Hayes, Superintendent of Recreation, presented an overview of the Summer Meals Program and site statistics. The committee noted the programs provide important benefits for children through swimming instruction and healthy meal options. 3. Discussion of Amendment to Chapter 13, Article XIII “Noise Restrictions” of the Grand Prairie Code of Ordinances Tiffany Bull, Deputy City Attorney, presented on Local Government Code §217.042, which permits the City of Grand Prairie to define and prohibit nuisances within city limits and within 5,000 feet outside city limits. She noted that while the City’s code authorizes enforcement of certain nuisance ordinances within 5,000 feet, the article on noise restrictions does not specifically extend enforcement outside city limits. She also explained that the ordinance sets thresholds for certain decibel readings but contains unclear language that may benefit from amendment. Amendments to Article XIII were also discussed to provide clarification. Staff responded to committee questions regarding who would be affected by the ordinance change, citation amounts, definitions of pure and impulsive tones, and businesses registered for live music. Hearing none, Council Member Headen moved, seconded by Council Member Adams to approve agenda item four and table agenda items five and six as noted. The motion carried unanimously. 4. Minutes of the August 11, 2025 Public Safety, Health and Environment Committee Meeting Approved on Consent Agenda 5. Amendment to Commercial Lease Agreement for Aviator Air Flight School, LLC, effective September 16, 2025, to Reduce the Rented Hangar and Tie-down Spaces to Only Leasing Locations 8N-C, 8N-J, and 10N-B Tabled to the October 7, 2025 Public Safety, Health and Environment Committee Meeting 6. Commercial Lease Agreement with Spartan Education Group, LLC, effective September 16, 2025 through September 30, 2035 with the option of two ten year renewals, for Hangars 3S, 4S, 5S-A, B, D, and H, and 6S-D, Ramp/Apron Parking, and Office Spaces 101 and 103 with the monthly rental rate controlled by the Grand Prairie Municipal Airport Fees Schedule, as amended, and initially $4,047.00 a month Tabled to the October 7, 2025 Public Safety, Health and Environment Committee Meeting INDIVIDUAL CONSIDERATION 7. Interlocal Agreement with Ellis County Emergency Services District #2, effective October 1, 2025, to provide $2,350 per call for Grand Prairie Fire Department Fire and Emergency Medical Services response to certain unincorporated areas surrounded by or abutting Grand Prairie City limits with a minimum $329,000 cost recovery by Grand Prairie Fire Chief Robert Fite presented on Emergency Services Districts (ESDs), noting they are local governments created by voters to fund and provide emergency services under the Texas Constitution and Chapter 775 of the Texas Health and Safety Code. He explained that ESDs are funded primarily through voter-approved property and sales taxes, governed by a board of commissioners, and may directly provide or contract for services. Chief Fite reported that Ellis County Emergency Services District #2 (ECESD2) will contract with the City of Grand Prairie to provide fire services to land in Ellis County Fresh Water Supply District #1 and other specified areas near Grand Prairie city limits. The service area, outlined on the attached map, may change as development occurs. The contract requires the City to staff an ambulance at Fire Station 11. Chief Fite further noted that ECESD2 will pay the City $329,000 for Fire/Emergency Services response, based on an estimated 140 calls annually. If calls exceed 140, the City will receive Public Safety, Health, and Environment Committee – September 16, 2025 Page 2 of 3  $2,350 per additional call at year-end. The contract is expected to be evaluated and renewed next year. Staff responded to committee questions regarding the map, service to the mobile home park area, and hospitals to be utilized. Council Member Adams moved, seconded by Council Member Headen, to recommend approval of this item to Council. The motion carried unanimously. EXECUTIVE SESSION No executive session was held.
