MAIN STREET TUESDAY, DECEMBER 09, 2025 AT 4:00 PM MINUTES CALL TO ORDER Chairwoman Clemson called the meeting to order at 4:11 p.m. PRESENT Chairwoman Jorja Clemson Council Member Jacquin Headen Council Member Bessye Adams STAFF PRESENTATIONS 1. 38th Quarterly Judicial Report Bryan S. Arnold, Presiding Judge presented to the committee the 38th Quarterly Judicial Report for August through October 2025. CONSENT AGENDA Chairwoman Clemson asked if there were any questions on the consent agenda items. Hearing none, Council Member Headen moved, seconded by Council Member Adams to approve agenda item two and to recommend approval of consent agenda items three through five to Council. The motion carried unanimously. 2. Minutes of the October 7, 2025 Public Safety, Health and Environment Committee Meeting Approved on Consent Agenda 3. Purchase of an Eventide Recording System upgrade for Public Safety communications to replace the current Eventide System that is now end of support from VistaCOM, Inc in the amount of $ 229,141.00 Approved on Consent Agenda 4. Purchase of Panasonic “Toughbook” rugged mobile laptops and accessories from Mobile Concepts Technology, in the amount of $98,136.00, through a cooperative agreement with the Department of Information Resources (DIR) Approved on Consent Agenda 5. Approve an Asset Management Agreement Lease with Flex Financial, a division of Stryker Sales, LLC, for all Emergency Medical Equipment for Fire Station 11 in the amount of Public Safety, Health, and Environment Committee – December 09, 2025 Page 1 of 3  $43,953.21 per year, for seven payments, with a $1 purchase option when the lease is expired for a total amount of $307,673.47 Approved on Consent Agenda INDIVIDUAL CONSIDERATION 6. Ordinance Amending the Grand Prairie Code of Ordinances Through the Addition of Chapter 31 “Boarding Home Facilities” to Regulate Boarding Home Facilities Including Requiring Boarding Homes to Obtain a Permit and Comply with the Texas Boarding House Model Standards; Providing a Penalty Clause, a Savings Clause, and a Severability Clause; and providing an Effective Date After Publication Tiffany Bull, Deputy City Attorney and Courtney Runnels, Crisis Support Manager presented this item to the committee noting many individuals who live in group living facilities experience mental illness, cognitive impairments, intellectual and developmental disabilities, or other medical conditions which make them vulnerable to abuse, neglect and exploitation. The Crisis Support Unit is dedicated to ensuring the safety and wellbeing of vulnerable individuals residing within the City of Grand Prairie. As such, they’ve taken a proactive approach to identify and address risks, existing gaps, and loopholes in the current system which can hinder effective protection of this vulnerable population. Boarding homes, which are for elderly and disabled individuals, are among the facilities with residents who have a heightened risk of abuse, neglect, and exploitation. Unlike many of the group living facilities serving this population, boarding homes, are not licensed by the state. Instead, the state provides authority to cities to permit boarding home facilities and adopt regulations for the facilities promulgated by the Health and Human Services Commission (the “Commission”). This proposed ordinance requires boarding homes to obtain a permit and comply with the model standards promulgated by the Commission. It represents a crucial step in strengthening safeguards and better protecting this vulnerable population by ensuring they receive the dignity, respect, and care they deserve. Ms. Bull and Ms. Runnels also responded to Committee questions regarding the differences between boarding homes and group homes, existing regulation of group homes, current conditions of group homes, the permitting process, permit fees, and inspection requirements. Council Member Adams moved, seconded by Council Member Headen, to recommend approval of this item to Council. The motion carried unanimously. 7. Approval of a twenty-year Access Agreement with Univar Solutions USA LLC to allow for the drilling of nineteen temporary wells and four permanent monitoring wells in the city’s right of way Cindy Mendez, Director of Public Health & Environmental Quality presented this item to the committee noting this is to authorize and approve an Access Agreement to allow for the installation of nineteen temporary and four permanent ground water monitoring wells within the right-of -ways and/or street sections at or near the locations presented. Ms. Mendez also provided clarification regarding the costs to be incurred by the city and those that would be the responsibility of Univar Solutions USA, LLC.
