MAIN STREET TUESDAY, JANUARY 20, 2026 AT 3:30 PM MINUTES CALL TO ORDER Chairwoman Clemson called the meeting to order at 3:30 p.m. PRESENT Chairwoman Jorja Clemson Council Member Jacquin Headen Council Member Bessye Adams STAFF PRESENTATIONS 1. Winter Weather Action Plan - Generators Jayson Ramirez, Director of General Services, along with Colby Frantz, Fleet Manager, and Ray Riedinger, Facility Services Manager, provided an overview of the city’s generator program. General Services maintains five mobile generators that can be deployed to facilities with docking stations and coordinates deployment with the City Manager’s Office and Emergency Management. Winter preparedness efforts were also discussed, including annual load testing and inspection of backup generators by Facility Services in partnership with Holt Caterpillar, and weekly inspections and fuel level checks performed by Fleet Services. 2. Grand Prairie Memorial Gardens Operational Update Mr. Ramirez introduced the Cemetery staff to the committee and provided an operational update on Grand Prairie Memorial Gardens. Highlights included a newly redesigned website with a “Find My Relative” feature, the MemoryLinks aftercare program, workflow and process improvements, and plans for grounds expansion. He concluded by reaffirming the commitment to operational excellence and maintaining a premier cemetery. CONSENT AGENDA Chairwoman Clemson asked if there were any questions on the consent agenda items. Hearing none, Council Member Adams moved, seconded by Council Member Headen to approve agenda item three and to recommend approval of consent agenda items four and five to Council. The motion carried unanimously. 3. Minutes of the December 9, 2025 Public Safety, Health and Environment Committee Meeting Approved on Consent Agenda Public Safety, Health and Environment Committee – January 20, 2026 Page 1 of 3  4. Authorize the City Manager or Designee to Execute an Amendment to the Commercial Lease Agreement with J&G Aviation, LLC to remove the rented office space in Hangar 9N-A and Suite 102 effective February 3, 2026 Approved on Consent Agenda 5. Approval of a Commercial Lease with Falcon Flight USA Operations, LLC at the rates contained in the applicable Grand Prairie Municipal Airport Fee Schedule for a Period beginning February 4, 2026, and ending January 31, 2027, With Two (2) Options to Renew for Additional Three- year Periods Approved on Consent Agenda ITEMS FOR INDIVIDUAL CONSIDERATION 6. Amendment to existing contract with Axon Enterprise, Inc., through a cooperative agreement with Sourcewell, to upgrade and remove certain equipment resulting in a reduction of $868,829 for the current term, $152,560 in each of the currently authorized five optional renewal terms, and to add one additional one-year optional renewal term in the amount of $1,460,319.55 for a total contract reduction, if all renewals are exercised, in the amount of $171,309.45 Ryan Simpson, Assistant Director of Police, informed the committee that Axon has discontinued its CAD software. Axon will provide the Police Department with hardware and software services at little to no cost, including Axon Assistant, an AI-powered body camera translation tool supporting over 50 languages in real time. The tool will improve public service and reduce reliance on third-party translation services. A demonstration was provided. In response to Council Member Headen, Chief Daniel Scesney confirmed all officers are equipped with the device. Council Member Headen moved, seconded by Council Member Adams to recommend approval of this item to Council. The motion carried unanimously. 7. Ordinance amending Chapter 5 “Animal Services” of the Grand Prairie Code of Ordinances to amend Section 5-4 as it relates to the Animal Shelter Advisory Committee Membership and Quorum; Providing a Savings Clause; Providing a Severability Clause; Making this Ordinance Cumulative; Providing an Effective Date Mr. Simpson presented the item, explaining that staff is proposing ordinance updates to align with the current organizational structure and remove the residency requirement for committee members serving in positions required by the Texas Health and Safety Code. The update would also allow one of the nine citizen members to fulfill a Health and Safety Code–required role if qualified, resulting in a committee of up to 13 members. Additionally, staff is seeking to revise quorum requirements from five members to a majority of appointed voting members, accounting for vacancies. Council Member Adams moved, seconded by Council Member Headen to recommend approval of this item to Council. The motion carried unanimously. A Resolution authorizing the submission of a FY 2027 Victims of Crime Act Formula Grant application to the Office of the Governor, Public Safety Office for the purpose of continuing the funding for the annual salary, benefits, and training for two Victim Assistance Coordinators in the amount of $228,217.22 with a cash match of $11,410.86 and in-kind match of $34,232.58 and authorizing the City Manager to accept, reject, alter or terminate the grant, if awarded Mr. Simpson presented items eight and nine, requesting authorization to apply for the FY2027 Victim Assistance Program Grant to continue funding two full-time Victim Assistance Coordinators and training, and the FY2027 Violence Against Women Formula Grant to continue funding the Violence Against Women Advocate within the Victim Services Unit. Council Member Headen moved, seconded by Council Member Adams to recommend approval of items eight and nine to Council. The motion carried unanimously. 9. A Resolution authorizing submission of the FY2027 Violence Against Women Formula Grant application to the Office of the Governor, Public Safety Office, for the purpose of continuing to fund the annual salary, fringe benefits, and training for one violence against women advocate, in the amount of $79,989.35 with a cash match of $17,997.61 and in-kind match of %5,999.20 and authorizing the City Manager to accept, reject, alter, or terminate the grant, if awarded EXECUTIVE SESSION No executive session was held.
