CALL TO ORDER
Chairwoman Clemson called the meeting to order at 3:30 p.m.

STAFF PRESENTATIONS
1. Overview of SB 840 and Unified Development Code Appendix S
Rashad Jackson, Director of Planning and Development and Julie Dosher, Deputy City Attorney,
presented this item to the committee and provided a general overview of SB 840 and the Unified
Development Code Appendix S development requirements.
2. Big Event Presentation
Alina Harris, Neighborhood and Volunteer Services Coordinator, presented an overview to the
committee on the upcoming Big Event in Grand Prairie, scheduled for March 28, 2026. She
highlighted several ways to get involved, including volunteering, submitting a project, or
becoming a sponsor. The City’s goal for the event is to engage 1,000 volunteers to complete 100
service projects. She also recognized the event sponsors, noting their partnership as an important
collaboration with the City.
CONSENT AGENDA
Chairwoman Clemson asked if there were any questions on the consent agenda item. Hearing none,
Council Member Adams moved, seconded by Council Member Headen to approve agenda item three. The
motion carried unanimously.

4. Amendment to the 2026 Public Safety, Health and Environment Committee Meeting Schedule
Cheryl De Leon, Deputy City Manager, advised the committee that, due to the National League
of Cities Congressional City Conference schedule and to help ensure a quorum, it is proposed

that the March 17, 2026 Public Safety, Health and Environment Committee meeting be
rescheduled to March 24, 2026.
Council Member Adams moved, seconded by Council Member Headen, to approve this agenda
item. The motion carried unanimously.
5. Approval of Climate Action Plan for Municipal Operations
Cindy Mendez, Director of Public Health and Environmental Quality presented this item to the
committee noting the City of Grand Prairie’s Climate Action Plan for Municipal Operations
provides a structured, data driven approach to reducing greenhouse gas emissions, improving
operational efficiency, and strengthening the City’s resilience to climate-related impacts.
Developed through interdepartmental collaboration and informed by a Municipal Greenhouse
Gas Inventory, the Plan identifies clear goals, objectives, and actions to guide municipal
operations from 2026 through 2030. Adoption of the Climate Action Plan will formalize the city’s
commitment to reducing municipal greenhouse gas emissions, improving operational efficiency,
and preparing city facilities, infrastructure, and services for the impacts of a changing climate,
while maintaining fiscal responsibility and service levels.
Ms. Mendez provided additional information to Chairwoman Clemson's inquiry on the "Be Zero
Waste" initiative and advised she was not aware of any downsides to LED lighting. Chairwoman
Clemson asked whether this was the City's first climate action plan. Ms. Mendez confirmed it is
and noted that staff reviewed plans and resources from cities and sustainability organizations
across the country when developing the plan.
Council Member Adams thanked staff for putting the plan together and expressed appreciation
for the participation of multiple city departments. Megan Mahan, Deputy City Manager
commented that the Climate Action Plan for Municipal Operations positions the city as a leader
in the metroplex and demostrates leadership and foresight.
Council Member Adams moved, seconded by Council Member Headen to recommend approval
of this item to Council. The motion carried unanimously
