GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES APRIL 9, 2013 1. CALL TO ORDER Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Childress and Councilmembers Mike Bren, Pam Horner, Diana Jennings, Bill Moore, Jesse Palacios, Javier Rodriguez and Joan Souders. Staff present were: City Administrator/Public Works Director Cus Arteaga, Parks & Recreation Director Mike Carpenter, City Treasurer Matt Cordray, Assistant Public Works Director Santos Trevino and City Clerk Anita Palacios. Excused from the meeting was City Attorney Quinn Plant. 2. PLEDGE OF ALLEGIANCE Councilmember Palacios led the pledge of allegiance. 3. PRESENTATIONS A. 2013 Arbor Day Proclamation Parks & Recreation Director Carpenter explained that several trees would be planted at Westside Park on April 10th at 10:00 a.m. to commemorate Arbor Day. Mayor Childress read the 2013 Arbor Day Proclamation proclaiming April 10th as Arbor Day in the City of Grandview. B. GHS Senior Projects – Briana Nettles-Biggs & Elmer Campuzano Grandview High School Seniors Briana Nettles-Biggs and Elmer Campuzano presented their senior projects to the Council. Briana Nettles-Biggs coordinated this year’s Parade of Hearts event on February 14th at the Community Center. Over 40 senior citizens enjoyed an afternoon full of dancing, refreshments and door prizes. Elmer Campuzano organized the first annual Go-Green Olympics on March 14th at the Community Center. Senior citizens, teenagers and younger children formed three teams to participate in free throw shooting, billiards, cake decorating, bingo etc. 4. PUBLIC COMMENT Gary Rohde (914 Miller Lane) and Gary DeVoe (1113 South Euclid) of the Miller Lane/Groom Lane/Carriage Court neighborhood spoke to Council regarding the proposed increased irrigation rates due to the new Catholic Charities multi-family development irrigation system. Regular Meeting Minutes April 9, 2013 Page 2 City Administrator Arteaga explained that when Catholic Charities developed the adjacent site for their multi-family residential subdivision, they installed a new pressurized irrigation system with maintenance. The old system that serviced this area was located on the property purchased by Catholic Charities and was a gravity flow line with no maintenance. Catholic Charities agreed to allow the neighbors access to the new pressurized irrigation system. The neighbors were concerned that their new monthly irrigation rates would be increased from $4 per month to $40 per month because of the new system. City Administrator Arteaga advised that Catholic Charities would be holding a meeting with the neighbors on April 16th, 6:00 p.m., at the Library to discuss the changes to the irrigation service, rates, options and challenges. 5. CONSENT AGENDA On motion by Councilmember Horner, second by Councilmember Souders, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the March 26, 2013 regular meeting B. Payroll Electronic Fund Transfers (EFT) Nos. 4980-4985 in the amount of $65,065.39 C. Payroll Check Nos. 6666-6686 in the amount of $17,577.20 D. Payroll Direct Deposit 03/16/13–03/31/13 in the amount of $80,953.85 E. Claim Check Nos. 103390-103477 in the amount of $107,079.58 6. ACTIVE AGENDA – None 7. UNFINISHED AND NEW BUSINESS A. Proposed Utility Tax Proposition – Survey Results Staff presented the survey results for the proposed utility tax survey that was placed on the City’s website for the past two weeks. A total of 90 responses were received. The comments clearly indicated that public safety was the number one priority and a 2% private utility tax increase would not be supported. On motion by Councilmember Bren, second by Councilmember Moore, Council unanimously agreed not to pursue the utility tax proposition at this time. City Administrator Arteaga recommended Council discuss revenue options at a retreat to be scheduled in late July. 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS Byam Business Park Dedication – The Port of Grandview would be dedicating the Byam Business Park honoring the late Port Commissioner Colleen Byam on April 10th, 7:00 p.m., at the corner of Stover Road and Wallace Way. City Treasurer Transition – City Treasurer Cordray reported that the City Treasurer transition was going very well and former City Treasurer John Myers had provided significant assistance. He would be gearing up to complete the annual report, street report and USDA report. Regular Meeting Minutes April 9, 2013 Page 3 9. MAYOR & COUNCILMEMBER MEETING REPORTS Dog Park Committee – Councilmember Souders reported that trees were donated to the Dog Park Committee for planting at the proposed site. Easter Egg Hunt & Bunny Breakfast – The annual Easter Egg Hunt & Bunny Breakfast sponsored by the Parks & Recreation Department, Grandview Nazarene Church and Kiwanis Club was held on March 30th at Country Park. Approximately 600 individuals were in attendance. 10. EXECUTIVE SESSION – Property Matters & Union Negotiations Property Matters – Mayor Childress adjourned the meeting to an executive session at 8:00 p.m., for approximately 10 minutes to discuss property matters per RCW 42.30.110(1)(b) with the aforementioned Mayor, Councilmember, City Administrator and City Clerk present. The executive session was extended for an additional 10 minutes. The meeting resumed at 8:20 p.m. No action was taken. Union Negotiations – Mayor Childress adjourned the meeting to an executive session at 8:20 p.m., for approximately 10 minutes to discuss union negotiations per RCW 42.30.140(4) with the aforementioned Mayor, Councilmembers and City Administrator present. Councilmember Jesse Palacios and City Clerk Anita Palacios recused themselves from the executive session. The executive session was extended for an additional 10 minutes. The meeting resumed at 8:40 p.m., with the aforementioned Mayor, Council and staff present. No action was taken 11.
