GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES SEPTEMBER 10, 2013 1. CALL TO ORDER Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Childress and Councilmembers Mike Bren, Pam Horner, Diana Jennings, Bill Moore and Jesse Palacios. Excused from the meeting were Councilmembers Joan Souders and Javier Rodriguez. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, City Treasurer Matt Cordray and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE City Clerk Palacios led the pledge of allegiance. 3. PRESENTATIONS A. Wastewater Treatment Plant Outstanding Performance Award – Department of Ecology The Washington State Department of Ecology presented the City of Grandview Wastewater Treatment Plant with the 2012 Wastewater Treatment Plant Outstanding Performance award. Present on behalf of the Wastewater Treatment Plant personnel were Superintendent Dave Lorenz and Operators Rick Rivard, Jeff Cochran and Nick Suarez. B. Appreciation Plaques Eric Charvet, Parks & Recreation Intern – With the current reduction in staffing, the Parks and Recreation Department received a mighty boost this summer when Eric Charvet chose to embrace his hometown with his internship. Eric poured nearly 500 volunteer hours into a wealth of parks and recreation events for Grandview. Terry Daniel, Rose Garden Volunteer – Terry Daniel volunteers more hours for the betterment of the community with his ongoing and dedicated work to the community rose garden. Mary Barrett, Beautification Awards Program Volunteer – As a member of our Beautification Commission, Mary Barrett volunteered numerous hours to ensure that the Home of the Month and Beautification Award Programs continued this year. 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Horner, second by Councilmember Bren, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the August 27, 2013 regular meeting Regular Meeting Minutes September 10, 2013 Page 2 B. Payroll Electronic Fund Transfers (EFT) Nos. 5059-5064 in the amount of $73,986.47 C. Payroll Check Nos. 6971-7018 in the amount of $36,259.46 D. Payroll Direct Deposit 08/16/13–08/31/13 in the amount of $90,535.47 E. Claim Check Nos. 104294-104352 in the amount of $240,899.68 F. West Second Street and Euclid Road Resurfacing project acceptance 6. ACTIVE AGENDA A. Ordinance No. 2013-15 declaring a moratorium prohibiting producing, processing and retail sales of recreational marijuana pending the adoption of rules and zoning regulations within the City and setting public hearing thereon On motion by Councilmember Horner, second by Councilmember Moore, Council unanimously approved Ordinance No. 2013-15 declaring a moratorium prohibiting producing, processing and retail sales of recreational marijuana pending the adoption of rules and zoning regulations within the City and setting public hearing thereon. 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS IACC Conference – City Administrator Arteaga reported that the annual IACC Conference in Wenatchee would begin on Tuesday, October 22nd through October 24th. This conference was very beneficial for the City as many of the state agencies were in attendance to provide staff information on funding assistance. In order for staff to attend, he requested Council consider moving the October 22nd Council meeting date to a special meeting on Monday, October 21st or if there was a lack of agenda items to cancel the October 22nd meeting. On motion by Councilmember Moore, second by Councilmember Bren, Council unanimously agreed to change the Tuesday, October 22nd Council meeting date to a special meeting on Monday, October 21st or cancel the meeting if there was a lack of agenda items in order for staff to attend the IACC Conference. 9. MAYOR & COUNCILMEMBER MEETING REPORTS Employee Appreciation Luncheon – Councilmember Bren thanked staff for their assistance with the Employee Appreciation Luncheon which was held on September 4th. 10. EXECUTIVE SESSION – None 11.
