GRANDVIEW CITY COUNCIL SPECIAL MEETING MINUTES OCTOBER 21, 2013 1. CALL TO ORDER Mayor Norm Childress called the special meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Childress and Councilmembers Mike Bren, Diana Jennings, Bill Moore, Jesse Palacios and Javier Rodriguez. Excused from the meeting were Councilmembers Pam Horner and Joan Souders. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, Assistant Police Chief Kal Fuller, Police Sgt. Mike Hopp and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE City Administrator Arteaga led the pledge of allegiance. 3. PRESENTATIONS – None 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Rodriguez, second by Councilmember Moore, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the October 8, 2013 regular meeting B. Payroll Electronic Fund Transfers (EFT) Nos. 5084-5088 in the amount of $61,162.42 C. Payroll Check Nos. 7063-7084 in the amount of $92,889.29 D. Payroll Direct Deposit 10/01/13-10/15/13 in the amount of $84,383.25 E. Claim Check Nos. 104531-104617 in the amount of $213,314.25 6. ACTIVE AGENDA A. Police Department Transition Plan City Administrator Arteaga explained that on April 26, 2013, Police Chief David Charvet submitted his retirement letter which would be effective on January 31, 2014. With the pending retirement of Police Chief Charvet, the Mayor in consultation with the City Administrator and Police Department management staff prepared the following transition plan:  Assistant Police Chief Kal Fuller would be promoted to the Police Chief position effective January 1, 2014 and would serve under Police Chief Charvet for a 30-day period.  Sgt. Mike Hopp would be promoted to the Assistant Police Chief position effective December 1, 2013 and would serve under Assistant Chief Fuller for a 30-day period.  There would be a need to fill the vacant sergeant position that would be left from Sgt. Hopp effective January 1, 2014. Civil Service testing to establish an eligibility list for the sergeant position would be held December 12, 2013. Special Meeting Minutes October 21, 2013 Page 2  The replacement of a sergeant would leave a vacant police officer position that would be filled on January 1, 2014. Civil Service testing to establish an eligibility list for the police officer position was currently underway. All promotions would be conducted per the Personnel Policy Manual, Police Sgt/Patrol Union Agreement and Civil Service Rules and Regulations. On motion by Councilmember Palacios, second by Councilmember Moore, Council unanimously approved the Police Department Transition Plan and supported the Mayor in the appointments of Assistant Police Chief Kal Fuller to Police Chief effective January 1, 2014 and Sgt. Mike Hopp as Assistant Police Chief effective December 1, 2013. 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS IACC Conference – City Administrator Arteaga and City Clerk Palacios would be attending the Infrastructure Assistance Coordinating Council (IACC) Conference in Wenatchee on October 22nd through 24th. The Wastewater Treatment Plant would be honored with the solid waste award at their annual awards ceremony on October 23rd. Catholic Charities/Genesis Housing Services Groundbreaking/Dedication Ceremony – Catholic Charities Housing Services and Genesis Housing Services would be holding a groundbreaking ceremony for their Carriage Court Homes and the dedication of the Sor Juana Ines Court affordable rental housing development on October 29th from 3:00 to 6:00 p.m., at 1200 Carriage Court. 9. MAYOR & COUNCILMEMBER MEETING REPORTS YVCC Facilities Master Plan Forum – Yakima Valley Community College (YVCC) would be holding a forum on October 23rd at the Workforce Education Center, Grandview Campus to review the Grandview Campus Facilities Master Plan. YVCOG General Membership Meeting – Mayor Childress and City Administrator Arteaga attended the YVCOG General Membership meeting on October 17th in Zillah. 10. EXECUTIVE SESSION – None 11.
