GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES JULY 8, 2014 1. CALL TO ORDER Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Childress, Councilmembers Diana Jennings, Gloria Mendoza, Bill Moore, Jesse Palacios and Joan Souders. Excused from the meeting were Councilmembers Mike Bren and Javier Rodriguez. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, City Treasurer Matt Cordray, Parks & Recreation Director Mike Carpenter, Assistant Public Works Director Santos Trevino and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE Councilmember Moore led the pledge of allegiance. 3. PRESENTATIONS A. 25 Year Volunteer Service Award – Deanna Carpenter Mayor Childress presented Deanna Carpenter with a 25 Year Service Award in recognition and appreciation of her loyal volunteer service and dedication to the City of Grandview. 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Jennings, second by Councilmember Souders, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the June 24, 2014 study session B. Minutes of the June 24, 2014 regular meeting C. Payroll Electronic Fund Transfers (EFT) Nos. 5216-5221 in the amount of $72,323.91 D. Payroll Check Nos. 7502-7535 in the amount of $23,552.33 E. Payroll Direct Deposit 6/1/14 – 6/15/14 in the amount of $88,118.31 F. Claim Check Nos. 106130-106216 in the amount of $135,394.75 6. ACTIVE AGENDA A. Public Hearing – 2015-2020 Six-Year Transportation Improvement Program Mayor Childress opened the public hearing to receive comments on the 2015-2020 Six-Year Transportation Improvement Program by reading the public hearing procedure. Regular Meeting Minutes July 8, 2014 Page 2 City Administrator Arteaga explained that each year during the month of June, the City was required to update the Six-Year Transportation Improvement Plan (TIP). He provided a brief summary of the projects that were included in the 2015-2020 TIP. No comments were received during the public hearing or by mail and the hearing was closed. B. Resolution No. 2014-39 adopting the 2015-2020 Six-Year Transportation Improvement Program On motion by Councilmember Moore, second by Councilmember Mendoza, Council unanimously approved Resolution No. 2014-39 adopting the 2015-2020 Six-Year Transportation Improvement Program. C. Resolution No. 2014-40 authorizing the Mayor to sign the Local Agency Federal Aid Project Prospectus and Local Agency Agreement with the Washington State Department of Transportation for the Forsell Road Sidewalk Extension project This year, the City was successful in securing a $275,000 grant from the Transportation Alternatives Program for the Forsell Road Sidewalk Extension project. In order to obligate the funds, the City would need to approve the Local Agency Federal Aid Project Prospectus and Local Agency Agreement with the Washington State Department of Transportation. Approval of these documents would allow the City to get the design started with construction in early spring of 2015. On motion by Councilmember Jennings, second by Councilmember Moore, Council unanimously approved Resolution No. 2014-40 authorizing the Mayor to sign the Local Agency Federal Aid Project Prospectus and Local Agency Agreement with the Washington State Department of Transportation for the Forsell Road Sidewalk Extension project. 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS Council Retreat – City Administrator Arteaga reported that the Council Retreat was scheduled for Tuesday, July 29th from 1-5 p.m., in the Program Room at the Grandview Library. He requested that prior to the retreat, councilmembers complete a 2014 Program Summary prioritization of City services within the current expense fund and return by July 25th. YCDA Summer Board Forum – The Yakima County Development Association summer Board Forum was scheduled for July 24th in Granger. Fourth of July Holiday – In the second year of the fireworks ban within City limits, the Fourth of July Holiday was fairly quiet in the City. The Police Department responded to approximately 30 fireworks related calls from July 3rd through 5th and the Fire Department was not called out for any fireworks related incidents. Regular Meeting Minutes July 8, 2014 Page 3 9. MAYOR & COUNCILMEMBER MEETING REPORTS Council Meeting Cancellation – Due to a lack of agenda items, the Council concurred to cancel the regularly scheduled meeting for July 22nd. Dog Park Committee – Councilmember Souders reported that the Dog Park Committee and City staff drafted a proposed agreement between the City and the Friends of the Dog Park on the off-leash area program. In addition, the City Attorney compiled a memorandum regarding considerations for a potential off-leash dog park and also provided a copy of a Feasibility Study prepared for the Wenatchee Dog Off-Leash for review by the Dog Park Committee. The Dog Park Committee would be making a presentation at either the Council Retreat on July 29th or Study Session on August 12th. 10. EXECUTIVE SESSION – None 11.
