GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES JUNE 24, 2014 1. CALL TO ORDER Mayor Pro Tem Bill Moore called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Pro Tem Moore, Councilmembers Mike Bren, Gloria Mendoza, Jesse Palacios, Javier Rodriguez and Joan Souders. Excused from the meeting were Mayor Norm Childress and Councilmember Diana Jennings. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, City Treasurer Matt Cordray, and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE City Treasurer Cordray led the pledge of allegiance. 3. PRESENTATIONS – None 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Souders, second by Councilmember Rodriguez, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the May 27, 2014 regular meeting B. Payroll Electronic Fund Transfers (EFT) Nos. 5201-5206 in the amount of $74,467.02 C. Payroll Electronic Fund Transfers (EFT) Nos. 5209-5213 in the amount of $62,285.65 D. Payroll Check Nos. 7430-7501 in the amount of $115,249.78 E. Payroll Direct Deposit 5/16/14 – 5/31/14 in the amount of $91,213.37 F. Payroll Direct Deposit 6/01/14 – 6/15/14 in the amount of $84,734.83 G. Claim Check Nos. 105970-106129 in the amount of $826,817.50 6. ACTIVE AGENDA A. Resolution No. 2014-35 approving Task Order No. 2014-3 with Huibregtse, Louman Associates, Inc., for the Old Inland Empire Highway Water Main Replacement The City was successful in securing a Drinking Water State Revolving Fund (DWSRF) loan for the water main improvements on Old Inland Empire (OIE) Highway from Grandridge Road to Elm Street. The intent was to incorporate and use the water main improvements as the City’s match for the pending STP grant for the road improvements to OIE. Task Order No. 2014-3 with Huibregtse, Louman Associates, Inc., for the water main improvements included the following:  Project Administration $15,000 Regular Meeting Minutes June 24, 2014 Page 2  Environmental Compliance $10,000  Engineering Design and Final Plans, Specification and Estimate $78,800  Services During Construction $84,400 Completion of the design of the water main project along with the road improvements would provide the City with an opportunity to move the project forward should additional STP funds become available as this would be considered a “shovel ready” project. On motion by Councilmember Bren, second by Councilmember Mendoza, Council unanimously approved Resolution No. 2014-35 approving Task Order No. 2014-3 with Huibregtse, Louman Associates, Inc., for the Old Inland Empire Highway Water Main Replacement. B. Resolution No. 2014-36 authorizing the Mayor to sign a Local Agency Standard Consultant Agreement with Huibregtse, Louman Associates, Inc., for the Forsell Road Sidewalk Extension This year, the City was successful in securing a $275,000 grant for the addition of a sidewalk and road widening on Forsell Road from Euclid Road to Wallace Way. In order to obligate the funds, the City needed to approve the following documents:  WSDOT Project Prospectus & Local Agency Agreements  CA Agreement with Yakima County  Local Agency Consultant Agreement Approval of the documents allowed the City to get the design started with construction in early spring of 2015. On motion by Councilmember Mendoza, second by Councilmember Rodriguez, Council unanimously approved Resolution No. 2014-36 authorizing the Mayor to sign a Local Agency Standard Consultant Agreement with Huibregtse, Louman Associates, Inc., for the Forsell Road Sidewalk Extension. C. Resolution No. 2014-37 authorizing the Mayor to enter into an Agreement for Certified Acceptance Services with Yakima County for Transportation Alternatives Program Funds on the Forsell Road Sidewalk Extension On motion by Councilmember Palacios, second by Councilmember Souders, Council unanimously approved Resolution No. 2014-37 authorizing the Mayor to enter into an Agreement for Certified Acceptance Services with Yakima County for Transportation Alternatives Program Funds on the Forsell Road Sidewalk Extension. D. Yakima Valley Fair & Rodeo – Food Court Electrical Improvements Proposal At the request of the Yakima Valley Fair & Rodeo Board, the proposal was withdrawn from the agenda for Council consideration. Resolution No. 2014-38 authorizing investment of City of Grandview monies in the Local Government Investment Pool Pursuant to Chapter 294, Laws of 1986, the Local Government Investment Pool (LGIP) was created. The LGIP was an investment pool of public funds placed in the custody of the Office of State Treasurer for investment. The City passed Ordinance No. 1165 approving this on August 5, 1986. In an effort to provide clarity with respect to how the LGIP operates and the management of funds, a prospectus was created and distributed to all investors. As a result of the release of this prospectus, the Office of the State Treasurer required an updated resolution that acknowledged the governmental body read and understood the prospectus. On motion by Councilmember Bren, second by Councilmember Rodriguez, Council unanimously approved Resolution No. 2014-38 authorizing investment of City of Grandview monies in the Local Government Investment Pool. 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS Bonnieview Road Improvements – The Bonnieview Road Improvement project was 95% complete. Paving and striping was done and punch list items remained. Employee Appreciation Picnic – The Employee Appreciation Picnic was scheduled for June 27th, 12:00 Noon at the Fire Department. 9. MAYOR & COUNCILMEMBER MEETING REPORTS - None 10. EXECUTIVE SESSION – Union Negotiations Mayor Pro Tem Moore adjourned the meeting to an executive session at 7:15 p.m., for approximately 15 minutes to discuss police union negotiations with the aforementioned Mayor Pro Tem, Councilmembers, City Attorney and City Administrator present. Councilmember Palacios and City Clerk Palacios recused themselves from the executive session. The meeting resumed at 7:30 p.m., with the aforementioned Mayor, Council and staff present. 11.
