REGULAR MEETING MINUTES
OCTOBER 14, 2014
1. CALL TO ORDER
Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers
at City Hall.
Present were: Mayor Childress, Councilmembers Mike Bren, Gloria Mendoza, Bill Moore,
Jesse Palacios, and Joan Souders. Excused from the meeting was Councilmember Javier
Rodriguez.
Staff present were: City Administrator/Public Works Director Cus Arteaga, City Treasurer Matt
Cordray, Assistant Public Works Director Santos Trevino and City Clerk Anita Palacios.
Excused from the meeting was City Attorney Quinn Plant.
2. PLEDGE OF ALLEGIANCE
City Treasurer Cordray led the pledge of allegiance.
3. PRESENTATIONS
10th Annual Haunted House and Halloween Carnival – The Miss Grandview Court invited the
Mayor and Council to the 10th Annual Haunted House and Halloween Carnival on October 31st
and November 1st in downtown Grandview.
Miss Grandview Float Trailer Ribbon Cutting – The Miss Grandview Court invited the Mayor and
Council to a ribbon cutting on Friday, October 24th, 12:00 Noon at the Chamber office to
celebrate the arrival of the new Miss Grandview Float Trailer.
4. PUBLIC COMMENT
Richard VanKirk, 1405 S. Euclid, Grandview, thanked the City for the beautiful street on Euclid
Road, the multi-housing development constructed by Catholic Charities in the Carriage Square
Neighborhood, and the speed display sign that was installed on Euclid Road.
Carolyn Vining and Tony Cromwell, spoke regarding the swimming pool/swim team and the
need for a new swimming pool facility. They discussed their plans to organize a grassroots
effort to rally community support for the construction and funding of a new swimming pool
facility.
5. CONSENT AGENDA
On motion by Councilmember Souders, second by Councilmember Moore, Council
unanimously approved the Consent Agenda consisting of the following:
A. Minutes of the September 23, 2014 study session
B. Minutes of the September 23, 2014 regular meeting
C. Payroll Electronic Fund Transfers (EFT) Nos. 5260 – 5265 in the amount of
$71,173.35
D. Payroll Check Nos. 7696 – 7718 in the amount of $19,912.22

E. Payroll Direct Deposit 9/16/14 – 9/30/14 in the amount of $85,599.18
F. Claim Check Nos. 106658 – 106776 in the amount of $194,865.88
G. Street Closure Request – Approve street closure for the 100 block of
Division Street on October 31 & November 1, 2014 for the 10th Annual
Haunted House and Halloween Carnival sponsored by the Miss Grandview
Program and Grandview Float Committee
H. Resolution No. 2014-53 declaring certain property as surplus and
authorizing its sale or disposition
I. Ordinance No. 2014-15 repealing Grandview Municipal Code Chapter 15.16
Sign Code and adding a new Chapter 15.16 Sign Code
6. ACTIVE AGENDA – None

8. CITY ADMINISTRATOR AND/OR STAFF REPORTS
DRYVE & TRANS-Action Transportation Symposium – City Administrator Arteaga,
Councilmember Palacios, Assistant Public Works Director Trevino and City Clerk Palacios
attended the DRYVE and TRANS-Action Central Washington Transportation Symposium on
October 8th in Yakima.
2015 Preliminary Budget – The 2015 preliminary budget meetings were scheduled for
Wednesday, November 12th and Tuesday, November 25th at 5:30 p.m.
YVCOG General Membership Meeting – The Yakima Valley Conference of Governments
(YVCOG) would be holding their general membership meeting on October 15th in Toppenish.
New Vision/YCDA Board Forum – New Vision/Yakima County Development Association would
be holding their special board forum on October 23rd at 5:30 p.m., in Yakima.
East Wine Country Plaza SIED Application – City Administrator Arteaga and Cliff Lewis, owner
of Grandview Lumber, would be presenting the East Wine Country Plaza SIED application for
infrastructure funding to the SIED Board on October 16th.
9. MAYOR & COUNCILMEMBER MEETING REPORTS
Carriage Square Neighborhood Block Watch – Councilmember Souders held a block watch on
September 24th at her residence.
O’Reilly Auto Parts Grand Opening – A grand opening would be held on Friday, October 17th,
10:00 a.m., at the new O’Reilly Auto Parts store.
10. EXECUTIVE SESSION – Property Matters
Mayor Childress adjourned the meeting to an executive session at 7:20 p.m., for approximately
15 minutes to discuss property matters with the aforementioned Mayor, Councilmembers, City
Administrator, City Clerk present. The meeting resumed at 7:35 p.m., with the aforementioned
Mayor, Council and staff present.

11. ADJOURNMENT
On motion by Councilmember Mendoza, second by Councilmember Moore, Council
unanimously adjourned the regular meeting at 7:40 p.m.
