GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES OCTOBER 28, 2014 1. CALL TO ORDER Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Childress, Councilmembers Mike Bren, Gloria Mendoza, Jesse Palacios, and Joan Souders. Excused from the meeting were Councilmembers Bill Moore and Javier Rodriguez. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, City Treasurer Matt Cordray, Parks & Recreation Director Mike Carpenter and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE Councilmember Souders led the pledge of allegiance. 3. PRESENTATIONS Grandview Track and Field Levy Information – Kevin Chase, Superintendent, Grandview School District, provided information regarding the Grandview Track and Field Levy that would be on the November 4th general election ballot. 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Palacios, second by Councilmember Souders, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the October 14, regular meeting B. Payroll Electronic Fund Transfers (EFT) Nos. 5269 – 5273 in the amount of $62,724.08 C. Payroll Check Nos. 7719 – 7739 in the amount of $81,888.57 D. Payroll Direct Deposit 10/1/14 – 10/15/14 in the amount of $85,593.59 E. Claim Check Nos. 106777 – 106863 in the amount of $164,333.91 F. Resolution No. 2014-54 declaring an emergency and authorizing the immediate repairs of the water main at City Hall 6. ACTIVE AGENDA A. Public Hearing – 2015-2020 Comprehensive Parks, Recreation and Open Space Plan Mayor Childress opened the public hearing to receive comments on the 2015-2020 Comprehensive Parks, Recreation and Open Space Plan by reading the public hearing procedure. Regular Meeting Minutes October 28, 2014 Page 2 Parks & Recreation Director Carpenter explained that Council allocated $7,000 in the 2014 budget to update the Grandview Parks and Recreation Comprehensive Plan. The City entered into an agreement with the Yakima Valley Conference of Governments (YVCOG) for assistance during this process. The update of the Parks and Recreation Comprehensive Plan would give the City vital direction in terms of future recreation programs and park amenities for the community. The document also would establish eligibility for applying for State grants through the Recreation and Conservation Office (RCO) grant program. A significant effort was made to engage the Grandview community during this process through a survey and public input meeting. Senior Planner Joseph Calhoun with the YVCOG presented a powerpoint on the Comprehensive Parks, Recreation and Open Space Plan. No comments were received during the public hearing or by mail and the hearing was closed. B. Resolution No. 2014-55 adopting the 2015-2020 City of Grandview Comprehensive Parks, Recreation and Open Space Plan On motion by Councilmember Souders, second by Councilmember Mendoza, Council unanimously approved Resolution No. 2014-55 adopting the 2015-2020 City of Grandview Comprehensive Parks, Recreation and Open Space Plan. C. Public Hearing – 2015-2020 Six-Year Transportation Improvement Program Amendment Mayor Childress opened the public hearing to receive comments on the 2015-2020 Six-Year Transportation Improvement Program (TIP) Amendment to include Forsell Road Sidewalk Extension from Wallace Way to Euclid Road by reading the public hearing procedure. City Administrator Arteaga explained that the Six-Year TIP was being amended to carry over design funds to 2015 for the Forsell Road Sidewalk Extension project from Wallace Way to Euclid Road. No comments were received during the public hearing or by mail and the hearing was closed. D. Resolution No. 2014-56 amending the 2015-2020 Six-Year Transportation Improvement Program to include Forsell Road Sidewalk Extension from Wallace Way to Euclid Road On motion by Councilmember Palacios, second by Councilmember Mendoza, Council unanimously approved Resolution No. 2014-56 amending the 2015-2020 Six-Year Transportation Improvement Program to include Forsell Road Sidewalk Extension from Wallace Way to Euclid Road. E. 2015 Water and Sewer Rate Analysis City Administrator Arteaga presented the 2015 Water and Sewer Rate Analysis prepared by the City Engineer Ted Pooler of Huibregtse, Louman Associates, Inc., a copy of which is attached hereto and incorporated herein as part of these minutes. The rate analysis recommended a 2% water rate increase and a 1% sewer rate increase for 2015. Regular Meeting Minutes October 28, 2014 Page 3 F. Ordinance No. 2014-16 amending Grandview Municipal Code Sections 13.28.010(A), (B) & (C) setting domestic water rates City Administrator Arteaga explained that the proposed water rate increase for 2015 was 2%. On motion by Councilmember Palacios, second by Councilmember Souders, Council unanimously approved Ordinance No. 2014-16 amending Grandview Municipal Code Sections 13.28.010(A), (B) & (C) setting domestic water rates. G. Ordinance No. 2014-17 amending Grandview Municipal Code Section 13.28.050 setting domestic sewer rates City Administrator Arteaga explained that the proposed sewer rate increase for 2015 was 1%. On motion by Councilmember Mendoza, second by Councilmember Bren, Council unanimously approved Ordinance No. 2014-17 amending Grandview Municipal Code Section 13.28.050 setting domestic sewer rates. H. Ordinance No. 2014-18 amending Grandview Municipal Code Section 13.28.060(B) setting irrigation water rates City Administrator Arteaga explained that the proposed irrigation water rate increase for 2015 was 1%. On motion by Councilmember Palacios, second by Councilmember Bren, Council unanimously approved Ordinance No. 2014-18 amending Grandview Municipal Code Section 13.28.060(B) setting irrigation water rates. I. Ordinance No. 2014-19 amending Grandview Municipal Code Section 3.60.050(G) City utility tax rates City Administrator Arteaga explained that the proposed solid waste utility rate decrease for 2015 was 2%. On motion by Councilmember Souders, second by Councilmember Mendoza, Council unanimously approved Ordinance No. 2014-19 amending Grandview Municipal Code Section 3.60.050(G) City utility tax rates. J. Ordinance No. 2014-20 amending the 2014 annual budget City Treasurer Cordray explained that during the adoption of the 2012 Budget, Council approved the upgrading of network software at City Hall for cash management, financials, payroll and utilities. Part of the upgrades for cash management, financials and payroll were done in 2012. However, the utilities’ upgrade was to be completed at a later date to give staff time to gain knowledge on the other software upgrades. The utilities’ upgrade was completed in 2014, but funds were not been included as part of the adopted 2014 Budget. The budget changes by fund were as follows: Regular Meeting Minutes October 28, 2014 Page 4 Equipment Rental Fund: Increasing the Machinery & Equipment line item by $17,200 would result in the estimated Ending Fund Balance being projected at $2,033,541. This amount would equate to a reserve of 343 percent for the beginning of 2015. On motion by Councilmember Bren, second by Councilmember Palacios, Council unanimously approved Ordinance No. 2014-20 amending the 2014 annual budget. 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS Council Position Vacancy – City Administrator Arteaga reported that four applications were received for the vacant Council position. The applicants were Betty L. Garza, Joseph Jensen, Robert Ozuna and Thomas James Ray Valler. The applicants would be invited to attend the November 12th meeting to address the Council regarding their application and qualifications. The Council would adjourn into executive session to discuss the qualifications of the applicants and then reconvene into regular session to appoint an applicant to fill the vacant Council position. State Shared Revenues – Criminal Justice Assistance – City Treasurer Corday explained that at the October 15th YVCOG meeting, discussion took place regarding state shared revenues. One of the state shared revenues was for criminal justice (CJ) assistance and it was noted that our neighboring cities were receiving more than Grandview. According to the State Treasurer’s Office, the reason Grandview’s CJ assistance distribution was lower than the neighboring cities listed below was because Grandview’s crime rates were not high enough to receive the High Crime and Violent Crime portions of the CJ assistance distribution, but the neighboring cities’ were. To qualify for the High Crime portion, a city must have a crime rate in excess of 125% of the statewide average. For FY14, Grandview’s rate was 67.9%, the statewide average was 63.6%. For FY15, Grandview’s rate was 58.2%, the statewide average was 64.5%. To qualify for the Violent Crime portion, a city must have a three-year average violent crime rate in excess of 150% of the statewide three-year average violent crime rate. For FY14, Grandview’s three- year average rate was 2.63%, the statewide three-year average rate was 2.97%. For FY15, Grandview’s three-year average rate was 2.57%, the statewide three-year average rate was again 2.97%. Wes Underwood Memorial Tree Planting – Parks & Recreation Director Carpenter reported that Sue Underwood had purchased trees to be planted in memory of her late husband Wes Underwood (former Councilmember) at the east entrance. 2013 Audit Exit Conference – City Treasurer Corday reported that the 2013 accountability audit exit conference would be held on October 29th, 2:00 p.m., at City Hall. The Mayor and Councilmembers were invited to attend. Port District Road Project – City Administrator Arteaga reported that the Port District would be constructing a new road off of Wallace Way between Sam’s Cycle Repair and Dionbilt. The road would end in a cul-de-sac and include utilities for new businesses. Regular Meeting Minutes October 28, 2014 Page 5 9. MAYOR & COUNCILMEMBER MEETING REPORTS Community Center Advisory Committee – Councilmember Souders attended the Community Center Advisory Committee meeting on October 21st. Dog Park – Councilmember Souders attended the Dog Park Committee meeting. The next fundraiser would be Santa Paws. Rich Leenhouts Stadium Re-Dedication – Councilmember Palacios reported that a ceremony took place on October 10th re-dedicating the Rich Leenhouts Stadium. As his senior project, GHS senior Lorenzo Sanchez built a new monument at the entrance of the stadium honoring longtime football coach Rich Leenhouts. New Vision/YCDA Board Forum – Mayor Childress, City Administrator Arteaga and Assistant Public Works Director Trevino attended the New Vision/YCDA Board forum on October 23rd. 10. EXECUTIVE SESSION – None 11.
