GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES FEBRUARY 24, 2015 1. CALL TO ORDER Mayor Pro Tem Bill Moore called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Councilmembers Mike Bren, Gloria Mendoza, Bill Moore, Jesse Palacios and Joan Souders. Excused from the meeting were Mayor Norm Childress and Councilmembers Robert Ozuna and Javier Rodriguez. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, Assistant Public Works Director Cus Arteaga, City Treasurer Matt Cordray, Parks & Recreation Director Mike Carpenter and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE Councilmember Souders led the pledge of allegiance. 3. PRESENTATIONS – None 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Palacios, second by Councilmember Bren, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the February 10, 2015 regular meeting B. Payroll Electronic Fund Transfers (EFT) Nos. 5330-5334 in the amount of $60,812.74 C. Payroll Check Nos. 7901-7917 in the amount of $80,960.91 D. Payroll Direct Deposit 02/01/15 – 02/15/15 in the amount of $81,290.50 E. Claim Check Nos. 107529-107626 in the amount of $257,636.05 6. ACTIVE AGENDA A. Ordinance No. 2015-5 amending Grandview Municipal Code Chapter 16.24 Design Standards In 2004, the City implemented Design and Construction Standards to provide consistent requirements, standards and specifications for the design and construction of public works infrastructure improvements by the City and by private developers. Staff revised the City’s Design and Construction Standards and Specifications for Public Works Improvements. The revisions required GMC Chapter 16.24 Design Standards and GMC Chapter 16.28 Improvements to be amended to incorporate said revisions. On motion by Councilmember Bren, second by Councilmember Souders, Council unanimously approved Ordinance No. 2015-5 amending Grandview Municipal Code Chapter 16.24 Design Standards. Regular Meeting Minutes February 24, 2015 Page 2 B. Ordinance No. 2015-6 amending Grandview Municipal Code Chapter 16.28 Improvements On motion by Councilmember Souders, second by Councilmember Bren, Council unanimously approved Ordinance No. 2015-6 amending Grandview Municipal Code Chapter 16.28. Improvements 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS PP&L Alternative Power Project – Pacific Power & Light Company was working with communities on developing alternative power projects. Mayor Childress, Mayor Pro Tem Moore and City Administrator Arteaga were scheduled to tour a project in Pendleton on March 13 th. The City was considering a project at the Wastewater Treatment Plant. YCDA Annual Meeting – The YCDA (New Vision) Annual Meeting was scheduled for March 25th at the Yakima Convention Center. The City purchased a table of eight for the event and RSVP’s were requested. Wastewater Pumping Facility Improvements – City Staff met with representatives from the Federal, State and Local USDA offices on February 24th to review the Wastewater Pumping Facility Improvements funded by a USDA loan. New Park Restrooms – The two new restroom facilities at Eastside Park and Vista Grande Park would be delivered on March 3rd. GHS Girls Wrestling – The Grandview High School Girls Wrestling team captured the first place team trophy at the State Championships and were invited to attend the March 10th Council meeting to receive commendations on behalf of the City. All three wrestlers also won the State title for their individual weight classes. 9. MAYOR & COUNCILMEMBER MEETING REPORTS – None 10. EXECUTIVE SESSION – Property Matters Mayor Childress adjourned the meeting to an executive session at 7:30 p.m., for approximately 20 minutes to discuss property matters with the aforementioned Mayor, Councilmembers, City Attorney, City Administrator, Parks & Recreation Director, City Treasurer and City Clerk present. The meeting resumed at 7:50 p.m., with the aforementioned Mayor, Council and staff present. 11.
