GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES FEBRUARY 10, 2015 1. CALL TO ORDER Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Childress, Councilmembers Gloria Mendoza, Bill Moore, Jesse Palacios, Javier Rodriguez and Joan Souders. Excused from the meeting were Councilmembers Mike Bren and Robert Ozuna. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE Mayor Childress led the pledge of allegiance. 3. PRESENTATIONS A. Benton County Mosquito Control District Annual Report Benton County Mosquito Control Trustee Rudy Cortez, representative for the City of Grandview, presented the 2014 Annual Report of the Benton County Mosquito Control District. 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Rodriguez, second by Councilmember Souders, Council unanimously approved the Consent Agenda consisting of the following: A. Minutes of the January 27, 2015 regular meeting B. Payroll Electronic Fund Transfers (EFT) Nos. 5319-5324 in the amount of $85,539.55 C. Payroll Check Nos. 7881-7900 in the amount of $19,489.95 D. Payroll Direct Deposit 01/16/15 – 01/31/15 in the amount of $97,298.85 E. Claim Check Nos. 107448-107528 in the amount of $114,294.04 F. Resolution No. 2015-15 authorizing the Mayor to sign a Recreational Use Permit by and between the City of Grandview and the Grandview Neptune Rotary Swim Team for the use of the swimming pool – 2015 Swim Team Program G. Resolution No. 2015-16 authorizing the Mayor to sign a Recreational Use Permit by and between the City of Grandview and the Lower Valley Cal Ripken League Regular Meeting Minutes February 10, 2015 Page 2 6. ACTIVE AGENDA A. Resolution No. 2015-17 authorizing the Mayor to sign the Local Agency Agreement Supplemental Number 1 with the Washington State Department of Transportation for the Forsell Road Sidewalk Extension from Wallace Way to Euclid Road In the spring of 2014, the City received a $275,000 grant for improvements to Forsell Road from Wallace Way to Euclid Road. The design engineering was completed in 2014 and the City must execute the Local Agency Agreement Supplement Number 1 with the Washington State Department of Transportation in order to secure the construction funds for this project. Supplement Number 1 identified a $297,200 project with a City match of $47,200 provided from the Transportation Benefit District (TBD) budget. On motion by Councilmember Souders, second by Councilmember Mendoza, Council unanimously approved Resolution No. 2015-17 authorizing the Mayor to sign the Local Agency Agreement Supplemental Number 1 with the Washington State Department of Transportation for the Forsell Road Sidewalk Extension from Wallace Way to Euclid Road. B. Resolution No. 2015-18 authorizing the Mayor to sign the WSDOT Supplemental Agreement Number 1 with Huibregtse, Louman Associates, Inc., for professional engineering design and construction services relating to the Forsell Road Sidewalk Extension project The design engineering was completed for the Forsell Road Sidewalk Extension project. Staff was in the process of securing the construction funding in order to advertise the project for construction. Staff presented Supplemental Agreement Number 1 with Huibregtse, Louman Associates, Inc., in the amount of $34,200 for the cost of construction engineering services. The construction engineering increases the maximum engineering total to $75,800. On motion by Councilmember Moore, second by Councilmember Rodriguez, Council unanimously approved Resolution No. 2015-18 authorizing the Mayor to sign the WSDOT Supplemental Agreement Number 1 with Huibregtse, Louman Associates, Inc., for professional engineering design and construction services relating to the Forsell Road Sidewalk Extension project. 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS Gateway Signs – Staff distributed two proposed drawings for the gateway signs. One drawing was with brick and the other was with block. Consensus of the Council was the block structure. East Fourth Street Neighborhood & Birch Street Improvements – HLA started preliminary design on the project. Following preparation and review of plans, City staff planned to meet with local residents and review the project elements. Regular Meeting Minutes February 10, 2015 Page 3 9. MAYOR & COUNCILMEMBER MEETING REPORTS Dog Park – Councilmember Souders reported that the Dog Park Committee would be assisting with the Arbor Day celebration tree planting at the new location. The Committee anticipated a ribbon cutting event for the new park the first of May. Swim Pool Committee – Councilmember Souders attended the Swim Pool Committee meeting on February 5th. The Pool Committee would be presenting an outline of the swim pool project to Council at the study session on February 24th. 10. EXECUTIVE SESSION – None 11.
