GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES JULY 10, 2018 1. CALL TO ORDER Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Childress and Councilmembers Gay Brewer, Mike Everett, Dennis McDonald, Gloria Mendoza, Bill Moore, Javier Rodriguez and Joan Souders. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, City Treasurer Matt Cordray, Assistant Public Works Director Todd Dorsett and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE City Treasurer Cordray led the pledge of allegiance. 3. PRESENTATIONS A. New Assistant Public Works Director Introduction City Administrator Arteaga introduced Todd Dorsett who was hired as the new Assistant Public Works Director. 4. PUBLIC COMMENT Robert Udell, Chief Criminal Deputy with the Yakima County Sheriff’s Office, announced his candidacy for Yakima County Sheriff. 5. CONSENT AGENDA Councilmember Brewer requested that the minutes of the June 26, 2018 Council meeting be removed from the Consent Agenda and placed under Unfinished and New Business for discussion. On motion by Councilmember Rodriguez, second by Councilmember Moore, Council approved the Consent Agenda consisting of the following: A. Minutes of the June 26, 2018 Committee-of-the-Whole meeting B. Payroll Electronic Fund Transfers (EFT) Nos. 5971-5976 in the amount of $111,816.04 C. Payroll Check Nos. 10344-10386 in the amount of $31,803.32 D. Payroll Direct Deposit 6/16/18-6/30/18 in the amount of $134,900.64 E. Claim Check Nos. 115573-115653 in the amount of $120,088.58 Regular Meeting Minutes July 10, 2018 Page 2 6. ACTIVE AGENDA A. Ordinance No. 2018-9 amending the 2018 Annual Budget On motion by Councilmember Brewer, second by Councilmember Rodriguez, Council approved Ordinance No. 2018-9 amending the 2018 Annual Budget. B. Swimming Pool Splash Pad – Recreation & Conservation Office Grant On motion by Councilmember Everett, second by Councilmember Souders, Council approved the expenditure of $7,500 for the completion of the swimming pool splash pad Recreation & Conservation Office Grant application and directed staff to prepare a budget amendment for consideration at the July 24, 2018 Council meeting. Councilmember Brewer voted in opposition. C. Resolution No. 2018-32 authorizing the Mayor to sign a Public Defender Agreement for conflict indigent defense counsel with Troy Lee & Associates, Inc. On motion by Councilmember Mendoza, second by Councilmember Rodriguez, Council approved Resolution No. 2018-32 authorizing the Mayor to sign a Public Defender Agreement for conflict indigent defense counsel with Troy Lee & Associates, Inc. 7. UNFINISHED AND NEW BUSINESS A. Minutes of the June 26, 2018 Council Meeting Councilmember Brewer requested that the minutes of the June 26, 2018 Council meeting under item (9) Mayor & Councilmember Meeting Reports “Use of a Hearing Examiner for Land Use Decisions” be amended. On motion by Councilmember Everett, second by Councilmember Brewer, Council tabled the minutes of the June 26, 2018 Council meeting to the July 24, 2018 Council meeting in order for Councilmember Brewer to provide a written addendum to the minutes. 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS Westside Park Street Removal – City Administrator Arteaga reported that several old trees were being removed from Westside Park. Council Budget Retreat – The Council Budget Retreat was scheduled for July 23, 2018 at 6 p.m., in the Council Chambers at City Hall. 9. MAYOR & COUNCILMEMBER REPORTS People For People Senior Nutrition Program – Councilmember Souders reported that People For People received additional funding to expand their Senior Nutrition Program. The funding would allow food service Monday through Friday at the Grandview Community Center through the end of 2018. Regular Meeting Minutes July 10, 2018 Page 3 AWC Conference – Councilmember Moore and Mayor Childress attended the Association of Washington Cities (AWC) Annual Conference on June 26-29 in Yakima. Lower Valley Business Connections – Councilmember Mendoza reported that the Lower Valley Business Connections would be meeting on July 12th at 9 a.m. Chamber of Commerce Member Meeting – Councilmember Mendoza reported that the Chamber of Commerce monthly membership meeting was scheduled for July 12th at Noon. Museum Grand Opening – Mayor Childress reported that the Museum grand opening was held on June 29th and was well attended. Westside Family Dental Ribbon Cutting – Mayor Childress attended a ribbon cutting celebrating Westside Family Dental’s 20th anniversary on July 10th. 10.
