GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES APRIL 28, 2020 1. CALL TO ORDER Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. The Council Chambers was open to the public. To ensure compliance with the President’s Coronavirus Guidelines for America, the Centers for Disease Control and Prevention Guidelines, and the Governor’s Proclamation for social distancing, the Council, staff and public were encouraged to participate remotely by telephone. Present in person: Mayor Mendoza and Councilmembers David Diaz, Javier Rodriguez and Joan Souders Present by telephone: Councilmembers Gay Brewer, Mike Everett, Diana Jennings, Bill Moore and City Attorney Quinn Plant Staff present: City Administrator/Public Works Director Cus Arteaga, City Treasurer Matt Cordray and City Clerk Anita Palacios 2. PLEDGE OF ALLEGIANCE Councilmember Diaz led the pledge of allegiance. 3. PRESENTATIONS – None 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Moore, second by Councilmember Rodriguez, Council approved the Consent Agenda consisting of the following: • Payroll Check Nos. 11579-11626 in the amount of $127,690.56 • Payroll Electronic Fund Transfers (EFT) Nos. 60308-60313 in the amount of $99,545.69 • Payroll Electronic Fund Transfers (EFT) Nos. 60319-60323 in the amount of $84.783.94 • Payroll Direct Deposit 3/16/20-3/31/20 in the amount of $118,558.09 • Payroll Direct Deposit 4/1/20-4/15/20 in the amount of $106,374.43 • Claim Check Nos. 119667-119849 in the amount of $747,755.60 Roll Call Vote: • Councilmember Diaz – Yes • Councilmember Rodriguez – Yes • Councilmember Souders – Yes • Councilmember Everett – Yes • Councilmember Jennings – Yes • Councilmember Moore – Yes • Councilmember Brewer – Yes Regular Meeting Minutes April 28, 2020 Page 2 6. ACTIVE AGENDA A. Resolution No. 2020-17 authorizing the Mayor to sign the 2020 Yakima County Technology Services Interlocal Agreement This item was previously discussed at the April 28, 2020 C.O.W. meeting and was deemed necessary and routine. On motion by Councilmember Rodriguez second by Councilmember Diaz, Council approved Resolution No. 2020-17 authorizing the Mayor to sign the 2020 Yakima County Technology Services Interlocal Agreement. Roll Call Vote: • Councilmember Diaz – Yes • Councilmember Rodriguez – Yes • Councilmember Souders – Yes • Councilmember Everett – Yes • Councilmember Jennings – Yes • Councilmember Moore – Yes • Councilmember Brewer – Yes B. Resolution No. 2020-18 accepting the bid for the Stover Road and Birch Street Resurfacing and authorizing the Mayor to sign all contract documents with Central Paving, LLC This item was previously discussed at the April 28, 2020 C.O.W. meeting and was deemed necessary and routine. On motion by Councilmember Everett, second by Councilmember Jennings, Council approved Resolution No. 2020-18 accepting the bid for the Stover Road and Birch Street Resurfacing and authorizing the Mayor to sign all contract documents with Central Paving, LLC. MAYOR & COUNCILMEMBER REPORTS People For People Lower Valley Shuttle – Councilmember Souders reported that following the Governor’s “Stay Home, Stay Healthy” order, the People For People Lower Valley Shuttle continued to have over 100 riders this past month. Mayor’s Facebook Message RE: “Stay Home, Stay Healthy” Order – Councilmember Diaz thanked Mayor Mendoza for her weekly Mayor’s message posted on the City’s Facebook page regarding the City’s response to the Governor’s “Stay Home, Stay Healthy” order. 10.
