MAY 12, 2020
1. CALL TO ORDER
Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers
at City Hall. The Council Chambers was open to the public. To ensure compliance with the
President’s Coronavirus Guidelines for America, the Centers for Disease Control and Prevention
Guidelines, and the Governor’s Proclamation for social distancing, the Council, staff and public
were encouraged to participate remotely by telephone.
Present in person: Mayor Mendoza and Councilmembers David Diaz, Bill Moore, Javier
Rodriguez and Joan Souders
Present by telephone: Councilmembers Gay Brewer, Mike Everett, Diana Jennings and City
Attorney Quinn Plant

On motion by Councilmember Moore, second by Councilmember Diaz, Council approved
the Consent Agenda consisting of the following:
A. Minutes of the April 28, 2020 Committee-of-the-Whole meeting
B. Minutes of the April 28, 2020 Council meeting
C. Payroll Check Nos. 11627-11655 in the amount of $27,154.00
D. Payroll Electronic Fund Transfers (EFT) Nos. 60324-60329 in the amount of
$94,038.40
E. Payroll Direct Deposit 4/16/20-4/30/20 in the amount of $113,303.68
F. Claim Check Nos. 119850-119928 in the amount of $168,925.13

On motion by Councilmember Everett, second by Councilmember Jennings, Council
amended the agenda to include item (D) Resolution No. 2020-21 authorizing application
submittal to the Yakima Valley Conference of Governments for Surface Transportation
Block Grant (STBG) Set-Aside funding assistance for the West Wine Country Road
Sidewalk and Pathway Improvements.

This item was previously discussed at the April 28, 2020 C.O.W. meeting and was deemed
necessary and routine.
On motion by Councilmember Rodriguez, second by Councilmember Moore, Council
approved Resolution No. 2020-19 authorizing the Mayor to sign the Community Facilities
Grant Agreement with the United States Department of Agriculture Rural Housing Services

Holly Castle via telephone voiced her opposition to the pool closure.
On motion by Councilmember Rodriguez, second by Councilmember Jennings, Council
cancelled the 2020 swim pool season due to recent restrictions and public health concerns
surrounding the COVID-19 pandemic.

D. Resolution No. 2020-21 authorizing application submittal to the Yakima
Valley Conference of Governments for Surface Transportation Block Grant
(STBG) Set-Aside funding assistance for the West Wine Country Road
Sidewalk and Pathway Improvements
City Administrator Arteaga explained that the Yakima Valley Conference of Governments
MPO/RTPO Technical Advisory Committee advised of a funding opportunity through the Surface
Transportation Block Grant (STBG) Set-aside program and requested a Call for Projects Phase
2 with a project application form due by May 22, 2020. Staff reviewed the project requirements
of the STBG Set-aside and identified West Wine Country Road sidewalk and pathway
improvements near the City’s park and ride lot as eligible for STBG funding and a priority non-
motorized transportation improvement. The project would install sidewalk on the southwest side
of West Wine Country Road adjacent to the City’s existing park and ride lot. Currently, bicyclists
and pedestrians utilizing the sidewalk and/or pathway in this area were directed through the park

and ride lot creating potential accidents and conflicts with vehicles entering and exiting the park
and ride lot. A new sidewalk constructed along West Wine Country Road would allow safe
passage for bicyclists and pedestrians by being routed outside of the park and ride lot thereby
avoiding vehicle movements within the park and ride lot. The project would meet the emphasis
for the call for projects in the following categories:
• Construction, planning and design of on-road and off-road trail facilities for pedestrians,
bicyclists and other non-motorized transportation (includes traffic calming and ADA); and,
• Construction, planning and design of infrastructure-related projects providing safe routes
for non-drivers; and
• Infrastructure activities eligible under Safe Routes to School program including
improvements within two miles of schools to improve the ability of students to walk and
bicycle to school.
This item was discussed and was deemed necessary and routine.
